Dear Chris;
Thank you for taking the time to meet with me this morning. As we discussed, I am
forwarding information regarding berm construction materials related to the rifle range
upgrade and expansion outlined in our USR Permit#1221.
Briefly, we are planning to expand and improve our rifle and pistol ranges. A component
of this process requires construction of new berms and backstops. We are planning to use
recycled tires for the inner core material of the berms as shown on the attachment.
Previously, we were able to receive shipment of the recycled tire bales without any
approval. Now,the recycling firm requests some display of approval from the county in
which the bales are to be used. This approval need only be a letter stating that you are
aware of the proposed use of the tire bales and approve the application.

THE END PRODUCT
The finished block weighs approximately 1 ton and measures 30"x 50"x 60" and contains 100
whole passenger and light truck tires (Click here TTB-201' bale). The bales are fastened together
with five(5) - nine (9) gauge square lok galvanized or stainless steel baling wires.

The bales inability to hold water eliminates the public health threat from mosquitoes. The
decreased surface area, density of the bale,and lack of air greatly reduces the risk of fire. Volume
reduction of 5 to I is another advantage of baling for increased storage space and efficient
transportation benefits.
The most exciting advantage of the bale is it's use as a "civil engineering building block" or what
is known as the E.L.F. Block(Engineered Lightweight Fill). Many successful projects have been
completed utilizing the blocks. These projects take advantage of the desirable properties of the
bales.

In some applications,the bales are coated with soil, concrete,foam, or rubber compounds which
improve the aesthetics and extend the integrity of the wires.
