RE: ACTION OF THE BOARD OF COUNTY COMMISSIONERS CONCERNING
THE SITE APPLICATION OF THE CITY OF GREELEY FOR A
WASTEWATER FACILITY
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the City of Greeley, Colorado, is presently in
the process of developing an expansion of the wastewater treat-
ment system to meet the future needs of the community, and
WHEREAS, the regulations of the Colorado Water Quality
Control Commission require a hearing for a site application
approval before construction may be started and further, that
various local and state agencies be given the opportunity to
review and comment on the Site Application, and
WHEREAS, said Site Application has been submitted to the
Board of County Commissioners of Weld County, Colorado, for
its review and comment, and
WHEREAS, state law does not provide for a hearing before
the Board of County Commissioners on a land use matter such as
this one, which is presented by a public entity, and
WHEREAS , the Board feels it is in the best interests of
Weld County to approve said Site Application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Site Application
of the City of Greeley for a wastewater facility be, and hereby
is, approved.
The above and foregoing Resolution was, on motion duly
made and seconded, adopted by the following vote on the 18th
day of January, A.D. , 1982.

INTRODUCTION
The Greeley Wastewater Treatment System, especially the First Avenue Waste-
water Treatment Plant, has been studied numerous times in recent years. The
comprehensive master plan for the system was begun in 1974 by Wriaht-McLaughlin
Engineers and subsequently adopted as the City's ' 201' Facilities Plan, with
final approval in the Spring of 1977. This plan called for the construction of
a new mechanical treatment plant at a new site east of the City. This site was
selected in a Predesign Report prepared in 1978 by CH2M HILL, Inc. Subsequently,
public opposition and an increase in the estimated cost of the new plant resulted
in an Amendment to the ' 201' plan, prepared by ARIX Engineers , Inc. , which se-
lected a Land Treatment System. This Amendment was approved in early 1981. The
Land Treatment System was to be partially financed by a Federal Grant pursuant
to PL92-500.
The City of Greeley originally held 1st priority on the 1981 Colorado Water
Quality Control Commission's priority list for receiving federal funds for con-
struction of the new Land Treatment System. However, the Reagan Administration
has reduced the availability of Construction Grants Funds which has lowered
Greeley's priority' to number 28. Coupled with the reduction of grant funds and
the announcement that there will possibly be no funding in Fiscal Year '82, it
appears that construction of the new Land Treatment System will be delayed for a
minimum of 3 years. Assuming that design and construction of the new system
would take at least an additional 3 years, the treatment system would not be
on-line until the late 1980's.
In March, 1980, the City of Greeley received a "Cease and Desist" order
due to numerous violations at the First Avenue Wastewater Treatment Plant. In
response to this order, the City of Greeley contracted with GRW Engineers , Inc. ,
to perform a Composite Correction Program (CCP). The CCP is designed to evaluate
the operational capability of the First Avenue Wastewater Treatment Plant and
provide operational assistance to enable the City to meet the existing NPDES
permit. The CCP has been very successful and has alleviated the immediate danger
of the Colorado Department of Health imposing a tap moratorium. However, economic
and industrial growth, demonstrated by the recent announcement of plans for a
new Hewlett-Packard plant and the possibility that a large wet industry will
locate in Greeley, will require the City to develop an interim solution for
handling the City's wastewater treatment needs until the new treatment system
is on line.
The purposes of this report are:
. . .to evaluate Greeley's interim wastewater treatment needs ;
. . .to make a cost-effectiveness analysis of improvement
alternatives; and
. . .to develop an implementation schedule for upgrade to meet
these needs.
The study has included the investigation and analysis of the following:
. ..The treatment capabilities of both the First Avenue Treatment
Plant. and the Lone Tree Lagoons were investigated to determine
their condition and useful life.
. . .Previous studies and reports were utilized to develop the pro-
jected treatment requirements of the City.
.. .Several expansion alternatives to treat the projected wastewater
demands were analyzed.
CONCLUSIONS
- As a result of the investigation of the existing and projected wastewater
flows and a review of the existing treatment capabilities, the following
conclusions are made:

. . .The existing First Avenue Treatment Plant is currently
operating at maximum capacity. The capacity of the North-
side activated sludge plant is 6 MGD and the Southside
trickling filter plant is 2 MGD for a total capacity at
First Avenue of 8 MGD. The average flow to the First Avenue
Treatment Plant for 1980 was 8. 1 MGD.
. . .Reduction in the availability of Construction Grant Funds
will result in a delay in implementation of the Facilities
Plan. It is anticipated that Federal Funds for construction
of the new Land Treatment System may not be available for
several years.
. . .The indefinite delay in implementing the Land Treatment System
and the current status of the First Avenue Treatment Plant
being at design capacity require that an interim treatment
scheme be developed immediately.
. . .Expansion of First Avenue's Southside treatment facilities is
not advisable due to the condition and age of the existing
equipment and structures. The Southside plant was originally
constructed in 1936 and upgraded in 1955. With some modifica-
tions. and continued improvement in operation and maintenance,
the Southside plant can continue to adequately treat 2 MGD of
wastewater. However, the older equipment can be expected to
require extensive maintenance.
. . .The First Avenue's Northside plant can be readily expanded to
treat 12 MGD of wastewater. The Northside could be expanded to
10 MGD now and further expanded to 12 MGD, if required at a later
date. This plan would enable the City to meet the interim

wastewater treatment requirements and allows the City ample
time to assess the long-term effects of the Federal Budget
cuts on the Land Treatment System.
. . .Treatment of the wastewater for nitrification will not be
required at the present. In April 1981, the Colorado Water
Quality Control Commission published new standards which ef-
fectively changed the ammonia-nitrite effluent requirements
so that no more than "good secondary treatment" is required at
the First Avenue Treatment Plant.
. . .The use of the Lone Tree Lagoons to treat industrial wastewater
and the large distance between the Lone Tree and First Avenue
plants precludes the use of Lone Tree treating the additional
projected wastewater flows.

The City of Greeley is presently in the process of planning an expansion of
the existing wastewater treatment system to meet the future needs of the
community. The regulations of the Colorado Water Quality Control Commission
require that a Site Application be submitted to the Commission before an ex-
pansion can be started. The Commission further requires that various local
and State agencies be given the opportunity to review and comment on the
Site Application before they approve the request.
The enclosed materials provide information relating to the entire project as
well as the Site Application(s) for those parts of the system which your agency
must be given the opportunity to review. The City of Greeley requests that
you review this information, sign and return the Site Application(s) as soon
as possible.
