Box 758 Greeley, CO 80632 Dear Commissioners: As you may be aware, CDOT has been engaged in a revision study of the Environmental Assessment for the widening of I-25 in the area south of State Highway 66, particularly as it relates to the segment between SH 66 and the St. Vrain River involving the proposed elimination of the frontage road on the east side. The Town Board has agreed to not object to the elimination of the frontage road, provided that CDOT and Weld County agree to include the Town of Mead in a three-party Memorandum of Understanding or similar intergovernmental agreement that satisfactorily addresses the issue of proportionate cost and benefit sharing of the monies given over to the WCR 9 'A project by CDOT that would have otherwise been spent by CDOT in acquiring the reservation strips in that area and constructing a new frontage road when the interstate will be widened. This is because there are both County and Town development projects along the WCR 9 '/z corridor that the developers have responsibilities to help pay for. The Town also wants to help facilitate the ability of the landowners along the current frontage road in this area to use the reservation strips as a corridor to construct what would become a "local street" therein in lieu of the frontage road function that will be transferred over to the new WCR 9 %z. Accordingly, the Town does not intend to let the properties plat over the reservations that will no longer be required, and is requesting that the County not permit such overplatting, either, for the properties in their jurisdiction. Furthermore, the Town is requesting that the County not approve any plats or plans for CARMA or other projects in this area that would prevent the connection of such a new "local street" from SH 66 on the north to where WCR 9 '/z would traverse the St. Vrain River bluff in transitioning from the frontage road bridge over the river to the actual "9 %2" alignment. We first broached this idea in a letter of September 26, 2003 to you, which you should still have on file in the I-25 Parallel Regional Reliever Arterial Study file. At the time that RiverDance was approved, they had intended to provide a T intersection in the western industrial/commercial portion of their property that would connect the new WCR 9 %z with the frontage road as it would then have EXH BIT 2005-1988 Mr. William Jerke May 5, 2005 Page 2 remained in existence, and in this instance, a similar T intersection should still be provided by CARMA that would now line up with the reservation strips. Would you therefore please review this matter and advise us of the County's position? We would be happy to meet with you to discuss this issue in greater detail.
