RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
CLOSURE OF WELD COUNTY ROAD 13 BETWEEN WELD COUNTY ROADS 4 AND 6
FOR FIVE WEEKS, FOR RELOCATION OF A WATER LINE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 42-4-410(6)(a), C.R.S.:
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion thereof
for a period not to exceed a specified number of work days for
project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and personal
investigations, has determined that conditions exist which make it necessary to temporarily close
to through traffic and to regulate, warn and guide vehicular traffic on said County roads by posting
signs thereon.
NOW,THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County,Colorado,deems it necessary to regulate,warn and guide vehicular traffic on County roads
and any intersections thereof,and it hereby authorizes and orders the posting of such traffic control
devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon for the
safety of the general public and that said traffic control devices shall conform to the Federal Manual
on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that Weld County Road 13 between Weld County Roads 4
and 6 be temporarily closed,with said closure being effective April 21, 2005,for approximately five
weeks for relocation of a water line, and further, that standard official traffic control devices shall
be erected at said closure giving notice of the restrictions.

The above and foregoing Resolution was,on motion duly made and seconded, adopted by
the following vote on the 18th day of April, A.D., 2005.

COLORADO SUBJECT: Road Closure for WCR 13 from WCR 4 to WCR 6
This is a road closure to be submitted to the BOCC for the 4/13/05 agenda. Levi Contractors Inc is requesting the
closure of WCR 13 from WCR 4 to WCR 6 for the relocation of the Mountain View Water Association water
line which is in conflict with the Weld County strategic road project on WCR 13 from WCR 2 to WCR 8. This
requested closure will take place starting on April 21, 2005 and go until May 27, 2005.
The detour route for this phase of the project will be WCR 11 which has asphalt millings on it and is under
Broomfield's jurisdiction or WCR 4 to WCR 15 to WCR 6 (see the traffic control plan enclosed).
