GREEN LAKE ANNEXATIONS 1-6
IMPACT REPORT
December 21, 2004
The City of Evans has received a request from Elmer Lundvall, property owner, to annex
approximately 318.9 acres to the City of Evans. The proposed Green Lake Annexations 1-6 are
located southeast of 37th Street (Weld County Road 54) and 95th Avenue (Weld County Road
25), and include portions of WCR 52 and WCR 27 1/2 right-of-way for contiguity. Please refer to
the attached vicinity map, Exhibit A.
This report is provided as required by Colorado Revised Statutes Section 31-12-108.5, as
amended, and contains information on the impact the proposed development may have on the
current infrastructure and financial condition to the City of Evans.
Section 1 - Maps and Utilities
Exhibit A shows the proximity of the proposed Green Lake Annexations 1-6 to the existing
Evans city limits, which is the dashed, black and white line.
The City's comprehensive plan identifies the area as urban neighborhood residential. The City's
transportation master plan shows 37th Street (WCR 54) as a major arterial. The developer will
be required to pave 95th Avenue (WCR 25) from 37th Street, south to the southwest corner of
the property.
Section 2 - Pre-Annexation Agreement
An annexation agreement is not being prepared for this annexation.
Section 3 - Providing Municipal Services/Infrastructure improvements
The property will be served with water and sewer by a south extension from Greeley's water line
at 28th Street and by a west extension from Evans' sanitary sewer line at 71st Avenue.
Storm drainage, streets, sidewalks, and similar infrastructure will be the responsibility of the
developer. The City of Evans staff will review proposed plans related to these items to ensure
safe, adequate facilities and improvements are installed.
Police protection will be provided by the City of Evans Police Department. There will be an
obvious increase in service area with this annexation, however, there is not likely to be a
corresponding increase in service demand due to the nature of existing land uses and the
proposed near term land use. It is anticipated there will be a limited near term demand on police
services such as crime investigations and traffic related matters. This annexation will ultimately

add to the service burden of the organization and result in requests for additional police officers,
equipment and other resources in order to maintain service levels and keep pace with overall
growth.
Fire protection will be provided by the City of Evans Fire Department. The Evans Fire
Department has determined that no adverse impact will be realized with the annexation of this
property. Automatic aid agreements have been negotiated with adjacent fire protection districts to
ensure the highest level of fire protection. The Evans Fire Department will review all
development proposals for safety standards and assist the property owner with petitioning out of
their current fire district.
All open space or park land dedication shall be in accordance with the City of Evans Park Land
Dedication Ordinance. Those areas proposed for park land dedication will be developed from
park fees collected from each building permit.
Section 4 - Financing Extension of Municipal Services
All of the services provided by the City will be financed through existing sources of revenue, and
include revenues for property, sales, and franchise taxes, water, sewer, drainage, and sanitation
fees.
Section 5 - Existing Taxing Districts
This annexation is within the following districts and they have been notified as per CRS 31-12-
108.
Weld County(Board of County Commissioners, Attorney, & Planning notified)
Weld School District RE-5J
Northern Colorado Water Conservancy District, Central Colorado Sub-district
Milliken Fire District
Aims Community College
Weld County Library District
West Greeley Soil Conservancy District
Section 6 - Local Public School District Impact
The potential number of students, if any, generated by this annexation is undetermined at this
time. As stated in Section 5, School District RE-5J has been notified of the annexation petitions.
