Re: Resource Colorado Water and Sanitation District Advisory Board
Dear Mr. Barker:
I would like to take this opportunity to update you regarding the status of the Resource
Colorado Water and Sanitation District(the "District") in anticipation of the meeting scheduled
for January 10, 2005. 1 understand members of the Board of County Commissioners are meeting
with Harvey Deutsch, President of the District and other representatives of the District to discuss
issues of mutual benefit.
One discussion item for that meeting is the formation of the Advisory Board required
under the District's Service Plan. The Advisory Board will consist of District and County
representatives. A copy of the relevant pages from the Service Plan outlining the structure is
attached for your convenience.
I understand that the District will be prepared to share with you its nominees at that time
in order to meet the requirements to establish the Advisory Board within sixty(60) days of the
organizational meeting of the District. The organizational meeting was held on December 14,
2004, so the time period for forming the Advisory Board has commenced and the Board
anticipates establishment of the Board on or before February 14, 2005. If possible the District
Board desires to have the establishment of the Advisory Board and the appointment of the
Advisory Board membership completed at its regular meeting on January 17, 2005.
We currently are reviewing the District's Service Plan and discussing the structure of the
Advisory Board, as well as preparing draft Bylaws. If desirable, we would like to set aside some

adequate time in the meeting to discuss the particulars of the Advisory Board and the initial
members the District and County would like to appoint. Please forward this information to the
appropriate County officials in order to be able to discuss the County's appointment of members
to the Advisory Board on January 10`h.
