Re: Proposed Intergovernmental Agreement for County Roads 74 and 19
Dear Mayor Starck:
Upon receiving a proposed Intergovernmental Agreement between Windsor, Weld
County, and Severance for County Roads 74 and 19 a few weeks ago, our Town Board was
chagrinned to find that the matter was in a purportedly final form. When this Intergovernmental
Agreement had first been proposed, we directed our Town Planner to meet with the Planning
Department at Windsor and express the concerns which Severance had regarding these two
transportation corridors. Ms. Tuttle was initially told that no one knew about anything to be
discussed in that matter and that "the attorneys would handle it".
The proposed Agreement is of significant concern to my town. Since County Road 74
runs through the center of Severance, the proposed minimum speeds will not work in association
with the developments surrounding that portion of the road. In addition, we have significant
concerns about truck traffic up County Road 19 and the concept that it may be managed to
replace 257 is inconsistent with the land use planning which Severance has done for that portion
of its territory.
It is certainly appropriate for our communities to work together on the development of
these two important transportation corridors. It may be that we can reach an agreement for
reserving appropriate rights of way for future expansion and develop an integrated approach for
the future of these corridors. However, in order to proceed down that path it would help if you
were to designate a planning staff contact who would meet with Severance staff and engineers
for the purpose of arriving at common ground on these issues.
