I am sending this in concern for the zoning permit hearing scheduled for Sept. 7th. for ZPMH#3 7!Z1'31{6
I am concerened that you will over look the wishes and concerns of many residents in the area where this
mobile home would be placed.
This area is not zoned now to allow mobile homes to be used.
In the process of getting a permit, Jack Swayze and Sheila Kruger sent out 4 notices to there surronding
neighbors to notify them of the request. Out of those, 4 neighbors sent replys to the county, all apposed to
a mobil home being used on the Cproperty. Swayze/Kruger already live in a nice home on there property. They
are trying to create another additional home.
All of us agree, that a Mobile Home would not fit into this area. This area is not a regular farming area. The
homes that are now being built in this area, all are above the $300,000 range. Some of these homes are above
the $600,000 range. These homes are not in the city of Johnstown, these homes are in the rural area
surrounding this property. This property also sits just across the road from the Johnstown city limits. This area
of Johnstowm is being developed now with higher end homes in the $300,000 to $400,000 range. Wagon
Wheel Estates, startes only about 400 feet from there property, will have homes that will reach the $800,000
area.
This mobile home would go right at the intersection of W.C.R. 17 and W.C.R. 40. When I say right at the
intersection, I mean at the intersection.
The mobile home would only set about 75 feet from both roads. As you all know, Road 17 has become a major
traveled road in this area because of all the new development. Swayze/Kruger already have the mobile home
they want to us sitting on the property. It has sat there for almost a year now, against county code, with out any
permits at all.This mobile home is an old flat roofed tin sided mobile home with 2x2 walls, built back in maybe
the late 70's. It is in very poor shape. It looks like a mobile home that would be used in a slum area. I do not
believe that it would even be allowed in a mobile home park at this time. All of the neighbors do not want a
mobile home in this area, let alone an old mobile home like this. We have all worked hard to create nice homes
in this area and do not want mobile homes detracting this quality. As you know, Road 17 has become a major
traveled road in this area because of all the new development. When you come down the road from either
direction, this mobile home just glares at you. Usually mobile homes sit discreatly away, or out of sight of a
major road. This one sits, like a festering pimple on a nose, right in plain view of everyone traveling this
area. This creates an eye sore for our area.
I believe that Swayze/Kruger did not investigate wheather they could have a mobile home on there property
before they acquired it. Now, after almost a year, they are grabing a straws try to slip a mobile home on there
lot next to there current home.
I have heard, that after exhausting every avenue they could to go against county code and there neighbors
feelings, are trying to use the hardship route to get a mobile home in. This is very Questionable after all this
time. If they needed the mobile home for a hardship, they would not have had to do a recorded exception to get
it. They created a new lot so they could maybe rent it out? A hardship is like if your home burnt down and you
need something till you get it rebuilt. A hardship is, a 80 year old person needing medical help for there every
day needs to stay alive. A hardship is not intended to be used because it would be nice to have some extra
income, or would be nice if the father-inlaw lived there.
We all hope that you as Commissioners,will respect the wishes of the people in this area, and not change the
established code and denie this zoning change. There have been pictures taken of the area that should be with
this case file. We have given many pictures to Wendy.
