Highway Users Tax Fund
A report was received last week from Colorado Counties
Inc. to the fact that the Ad Hoc Tax Committee will be
recommending to the Legislature a one-time appropriation
of $60, 000, 000 for highway relief to be used on reconstruc-
tion and resurfacing projects. Distribution for the
proposed funds would be 60% to the State, 22% for the
counties and 18% to cities. Weld County ' s anticipated
share would be in the neighborhood of $600, 000.
SB 71, concerning protection of abused, neglected, or exploited
disabled adults, and making an appropriation therefore
SB 71, as amended, is designed to correct abuse handed out
by relatives living with an aged parent or grandparent ,
mandating referrals to county departments of Social Services
in certain situations under penalty of law.
The Board of County Commissioners has written a letter to
the County' s Legislators outlining probable increases
in costs to the counties due to this bill and requesting
that an adequate appropriation be made to cover these
costs if the Bill receives approval .
SB 38, concerning alternatives to long-term nursing home care,
and relating to appropriations for provisions of such
services
The objective of this Bill is to avoid the placement of
"Intermediate Care" patients into nursing homes . Under
the present amended version of the Bill , 2% of the cost
of intermediate care nursing home placements would be
assessed to the County. It is anticipated that inorder for
the county to implement this Bill , it would have to add
to its staff one to two caseworkers and would incur additional
Homemaker costs to provide required support services.
The Commissioners have sent a letter to the Legislators
asking that they oppose SB 38 with the 2% provision; or
if they support the Bill , to recognize the need for and
support an adequate appropriation of funds to cover
counties ' costs of implementation.
SB 97, concerning access to records regarding child abuse or
neglect
The Board sent a letter to the Legislators urging their
opposition to the Bill as amended by Rep . Howe in the
House Judiciary Committee. It is felt that the Bill , in
its amended form, would have an adverse impact on the
reporting of cases of child abuse or neglect .
