The award represents a significant achievement by the entity. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award,the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as: • a policy document • a financial plan • an operations guide • a communications device Budget documents must be rated"proficient" in all four categories to receive the award. When a Distinguished Budget Presentation Award is granted to an entity,a Certificate of Recognition for Budget Presentation is also presented to the individual or department designated as being primarily responsible for its having achieved the award. This has been presented to Donald D. Warden,Director,Finance and Administration. Since the inception of the GFOA's Distinguished Budget Presentation Awards Program in 1984, approximately 900 entities have received the Award. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America. I• Annual Report for Fiscal Periods Beginning 2003 About the Programj The Government Finance Officer's Association's (GFOA) Distinguished Budget Presentation Awards Program, established in 1984,recognizes exemplary budget documentation by state,provincial and local governments,as well as public universities and colleges. Entities participating in the program submit copies of their operating budgets for review. Each budget document is evaluated using a comprehensive evaluation checklist and those judged proficient receive the Award.The Award covers only the budget document examined. Entities receiving the award are permitted to reproduce it only in the subsequent budget document and only on condition that they include standardized explanatory language provided by the GFOA. Review Process After a preliminary screening,eligible budgets are sent to three independent reviewers who are members of GFOA's Budget Review Panel. To receive the Award, budgets must be judged proficient in each of four major award categories by two of the three reviewers.Two of the three reviewers also must agree that the budget document meets each of 14"mandatory"criteria.Overall,there are 27 criteria among the four major categories. Those budgets that are rated "outstanding" by all three reviewers in any of the four major award categories receive special recognition. Those budgets rated outstanding on select criteria pertaining to capital improvements receive special capital recognition. Budgets rated outstanding on select criteria pertaining to performance measures receive special performance measure recognition. Budgets are categorized by expenditure size and assigned to reviewers based on reviewers'experience and familiarity with documents of similar budget size. Reviewers are publicly identified each year in the Distinguished Budget Presentation Awards Program Annual Report.The identities of reviewers to whom particular budgets are assigned for review remain confidential. Review Period The program staff seeks to provide participants with notification of award or reasons for denial of an application within six months of its receipt by GFOA. Application Requirements To apply to the program, participants must submit the following documents. Operating Budget. Applicants must submit four copies of their official operating budget document(either a hard copy or an electronic version). Many applicants submit the final budget document within 90 days following adoption by the entity's governing body. Other entities submit their proposed budget because it contains the most substantive policy discussion. In these latter cases, the applicants must submit their proposed budget within 90 days of its submission to the entity's governing body. Application Form and Attachments. Applicants must submit four copies of the application form and any required attachments. Special care should be taken to identify the date of adoption (for a final budget) or the date of submission to the governing body(for a proposed budget), as well as total planned expenditures. The application package also should include four copies of the Detailed Criteria Location Guide and responses to the prior year's comments from reviewers.
