RE: APPROVE REVISIONS TO RETAC BIENNIAL PLAN AND AUTHORIZE CHAIR TO
SIGN
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with Revisions to the RETAC Biennial Plan
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County,on behalf of the Weld County Paramedic Services,commencing
November 1,2005 and ending June 3,2006 with further terms and conditions being as stated in said
attest statement, and
WHEREAS,after review,the Board deems it advisable to approve said revisions,a copy of
which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Revisions to RETAC Biennial Plan between the County of Weld, State
of Colorado,by and through the Board of County Commissioners of Weld County,on behalf of the
Weld County Paramedic Services, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said revisions.
The above and foregoing Resolution wat,on motion duly made and seconded,adopted by

Section 1: Accomplishments
#1 Integration of Health service
Weld County Regional Communications contracted with Weld County Medical Director. Update EMD to Version
11. Dispatch and System 800 Radio Upgrade including facilities. Disaster Training/ Planning / Update.
Creation of Mass Immunization Plan for Weld County coordinated by Weld County Health Department. County
wide Smallpox Exposure Exercise. NIMS/ ICS Training. Weld County Health Department implemented our
NIMS intergration plan by revising response plans and providing approved NIMS training to staff. BENICE
Training. Prevent Alcohol and Risk Related Trauma in Youth Program for area High Schools. Safe Kids
Program. Car Seat Safety Program. County wide AED Training through Aims Community College with county
deployment of AEDs. Equipment obtained via Federal and State Grant Programs. Distributed to the Weld
County Health Department via an EMS Grant. NCMC Regional Trauma Conference. NCMC Burn Center
Training for pre-hospital provider. Cooperative effort to update County wide Medical Protocols and post to
Internet. Update and complete current certifications and agency rosters for Medical Director and State of
Colorado. Utilization of air services within the county. Quality improvement activities in AirLife include the
review of all flights for appropriate utilization and discharges from the ED, appropriate utilization measures
continue to be very high within the county. AirLife continues to offer helicopter training to the county
agencies on an annual basis. The majority of responding agencies participate in this activity. AirLife is also
represented in the RETAC Medical Directors group.
#2-EMTS Research
12 Lead Program research, implementation, training and deployment. Integration with facility to provide field
to cath lab process. Obtained Colorado Public Health and Environment EMS Division waiver for 12 Lead for
system EMTI's. Investigation and research in new drug treatment modalities with protocol development. Pre-
hospital data collection systems for fire, EMS with integration to facilities. County wide mapping program with
Weld County GIS Department.
#3-Legislation and Regulation
Certification Task Force participation. EMS Data Collection Task Force pariticipation. Tort Reform legislative
participation. County Commissioner particpation in legislative work for reimbursement at CCI. Ground
Ambulance Licensing pariticipation. Seatbelt legislation participation.
#4-System Finance
County wide Strategic Planning. Presentation of results to Weld County Fire Chiefs and State RETAC Forum.
Impact of TORT Reform on ambulance reimbursement. Medicare/ Medicaid Fee Schedule Training in
cooperation with RETAC. Multiple Grant applications at Federal and State levels for EMS / Fire/ Facilities.
#5-Human Resources
Regional Hiring Process for EMS/ Fire Services. County wide effort by EMS Council to attain new certification
documentation for providers. Development of EMS Coordinator postions for county wide fire departments.
AirLife has had no changes in job descriptions and continues to have a very low turn over rate. Added 2 PRN
nurse employees as replacement. Experience no difficulties in recruitment for positions

Aims Community College housed on campus in new EMS Academy. Continued Medical Education and records

managment by Aims Community College. RETAC Educational Subcommittee. Regional EMTI Transition I99
Course Coordination and RETAC Grant. Particpation in the RETAC sponsored Paramedic Refresher Course.
Participation in the RETAC sponsored Education Subcommittee for Assistant Instructor Training. Achieved BLS
Training Center status for Aims Community College EMS Division Training Center. NCMC / Facility computer
based certification training. Provide Clinical sites for training centers throughout the state of Colorado and
across country. AirLife staff are required to maintain clinical competency through clinical experience at NCMC.
Clinical time is required in the cath lab, ICU, nursery, peds, and the ED. 3-4 flight team members are sent
annually to the aeromedical conference for updates as it relates to aeromedical transports. AirLife provides
both adult and pediatric skills fairs annually. Subscribe to aeromedical journals and have a medical director
who actively practices and stays current on most issues.
#7-Public Access
Aims Community College Training for BLS/AED Programs. Support of Weld County Health Department for
physician oversight. County wide AED Program. EMD Training and CME for County dispatchers Mutual aid
agreements in place countywide Destination protocols in place Western States Regional Burn Center
accepting patients from 8 states AirLife Response teams to 300 mile radius of Greeley AirLife participates in
community events as it relates to aeromedical transports, awareness, and accessing the system. Some of
these events include fire safety days, neighborhood nights, etc. Also provide in-services to civic organizations
and other hospitals
#8-Communications Systems
Implementation and training on 800 megahtz radios Upgrade of Weld County Services and Union Colony Fire
Rescue's MCT's and patient documentation systems Paging system improvement (Alphanumeric system) Web
site access and internet usuage for links to pertient sites, atate and county information issues, employment
opportunities and protocol revisions. Linking of informational services. Perhaps the most improved method of
communication has been through the RETAC medical director group. AirLife is in the process of installing
OuterLink tracking system which will provide real time tracking of flights and decrease the amount of voice
communication required during transports. We are VERY concerned about future communication capabilities
during transport as air services are not able to utilize 800 system. Weld County Public Health Departments
increased their interoperability with other agencies by obtaining 6 - 800 MHz radios.
#9-Medical Direction
Consistency in North Colorado Emergency Physicians medical group 20+ year committemnt to medical
direction to EMS/Fire Agencies,Weld County Regional Communications and NCMC AirLife. Integration of Weld
County Health Department physician, Dr. Mark Wallace in public safety model and public access to AED
Program. NEPAB (Northeast Physician Advisory Board)participation Operational MCI protocol for transport
agencies Participation of medical director in all quality assurance programs for these agencies Protocol
revisions under medical director reflect full Colorado Scope of Practice at all levels Representation of all
agencies on trauma program

EMS / Fire Agencies Press Ganey (Patient Satisfaction) surveys at NCMC AirLife has not done surveys since
2003 as feedback was not being provided on which improvement measures could be established. Air Life
customer satisfaction is evaluated on the number of complaints received and also receiving verbal feedback,
accomplished through site visits of our customer base. Medical Director of Air Life also has established
relationships for feedback.
Section 2: EMTS Information
County EMTS Mission Statement:
PURPOSE: The purpose of the Council shall be to advise the Board of Weld County Commissioners regarding
the coordination and over-sight of the provision of the emergency medical service ( EMS ) in Weld County,
Colorado. The specific duties shall include, but are not limited to, the following: 1. To facilitate the
development and implementation of mutual aid agreements among the EMS providers. 2. To update the Weld
County EMS Plan annually and to submit that plan to the Board of Weld County Commissioners and the
Colorado Department of Public Health and Environment for approval. 3. To review and / or update the Weld
County EMS Disaster Plan and to submit and recommendations to the Weld County Office of Emergency
Management, to the Board of Weld County Commissioners, and to the Colorado Department of Public Health
and Environment for approval. 4. To coordinate the Weld County EMS Disaster Plan with the disaster plan of
other emergency service providers. 5. To encourage coordination and cooperation among EMS providers by
the sharing of information and resources, including, but not limited to,joint training exercises,joint EMS
grant applications and joint equipment purchases. 6. To advise the Board of Weld County Commissioners
regarding written procedures for investigators, hearing and dispute resolution between EMS providers, which
are not in conflict with any other rules, and / or regulation, and / or contracts in which the Board of Weld
County Commissioners is a party. 7. To advise the Board of County Commissioners on the Physician Advisor.
8. To advise the Board of Weld County Commissioners, the EMS providers and the EMS educators on the
implementation of the State EMS Statutes and rules. 9. To advise the Board of Weld County Commissioners
of changes which may be required in any and all Weld County EMS ordinances. 10. State Emergency Medical
and Trauma Advisory Council (SEMTAC), the Colorado Department of Health and Environment and the State
Board of Medical Examiners. To perform other services as directed by the Board of Weld County
Commissioners.
County EMTS Description:
MEMBERSHIP: Members of the Council shall be appointed by the Board of Weld County Commissioners.
Membership on the Council shall consist of the following representatives: 1. A representative of the Weld
County Paramedic Services. 2. A representative of the Tri-Area Ambulance Service. 3. A representative of the

Union Colony Fire/ Rescue Authority. 4. A representative of the North Colorado Medical Center. 5. A
representative of the Emergency Medical Services Department, Division of Public Services, Aims Community
College. 6. A representative of the Weld County Regional Communications Center. 7. A representative of the
Weld County Office of Emergency Management. 8. The President of the Weld County Fire Chiefs Association
or the President s designee. 9. A representative of a fire protection district/ fire department in the
northwest part of Weld County. 10. A representative of a fire protection district/ fire department in the
northeast part of Weld County. 11. A representative of a fire protection district/ fire department in the
southwest part of Weld County. 12. A representative of a fire protection district/ fire department in the
southeast part of Weld County. A representative of the North Colorado Emergency Physicians, P.C... 13. A
representative from the Weld County Health Department. All 14 representatives may vote at regular and
special meetings. All regular terms shall be three years. A representative may serve no more than two
consecutive terms. The represented organizations listed above shall provide the name of those persons who
will fill the positions the following year to the Council chairperson before December 25th of each year. The
representative of the Weld County Paramedic Services shall then transmit the names to the Weld County
Board of County Commissioners immediately thereafter for consideration for appointment.
Ongoing Planning Process:
MEETINGS: All business of the Council shall be transacted at regular or special meetings and only when a
quorum is present. Regular meetings shall be conducted every other month at 5:00 p.m., on the third
Wednesday. Council members proposed agenda items must be transmitted to the Secretary by the first of
each meeting month to be included in the agenda. If no agenda items are presented to the Secretary, the
next meeting maybe canceled. Special meetings may be held subject to the call of the Chairperson to act
upon matters which cannot by delayed until the next regularly scheduled meeting. QUORUM: A quorum shall
consist of eight of the fourteen members (or designated alternates) in attendance to conduct official
business. Only appointed Council members or their designated alternate may vote. Council members who are
unable to attend a regularly schedule or special meeting should send a designated alternate. A tie vote on
any issue shall be reported as such.
