RE: Petition for Improvements to WCR 20 and WCR 21
Dear Mr. Baum:
This letter is in reply to your petition requesting paving improvements to WCR 20 and WCR 21.
The Public Works Department performed traffic counts on WCR 20 between WCR 19 and WCR 23 in June and July
of 2004. The counts reflected an overall average of approximately 150 vehicles per day. Counts were also taken on
WCR 21 between State Highway 52 and WCR 20 in May and June of 2004. Those counts average from 102-163
vehicles per day.
Based on the information noted above, these roadway segments do not qualify for County sponsored paving
improvements.
Roadways must exhibit continual traffic counts exceeding 200 vehicles per day to qualify for topical or full depth
aggregate base stabilization. Traffic couht requirements for paving improvements are significantly higher.
We do permit property owners to topically treat gravel roads in front of their properties to minimize fugitive dust.
Land owners pay for this service and are often reluctant to allow our district motor grader operator to re-grade the
roadway segment. We do and will continue to make every effort to work these segments when moisture is present.
When these roadway segments are moist, we are able to re-work the area while maintaining some of the dust
suppressing integrity of the treatment.
The Public Works Department will program a review of your request to reverse the "Stop" condition at WCR 18 and
WCR 21.

ROADWAY IMPROVEMENT PETITION:
WE ARE PETITIONING THE WELD COUNTY ROADS DEPT. TO PAVE THE SHORT
SECTION OF CR#20 BETWEEN ROADS CR#19 AND CR#23,AND THE SECTION OF CR#21
BETWEEN SH#52 AND CR#20 IN THE YEAR 2005 OR 2006. WE ALSO WANT TO REVERSE
THE STOP SIGNS AT CR#18 AND CR#21,UNLESS CR#18 IS PAVED AT THE SAME TIME.
Since 1970,the population on Weld County Road#21 and its tributaries has more than
doubled. The three large Con-Agra(Strear)Turkey Farms on these roads have expanded their
operations and oil companies have drilled several oil and natural gas wells,which they need to access
almost daily. We have experienced road conditions so rough that we nearly lost control of our
vehicles,especially where treatment for dust has been provided. These treated areas are no longer
graded and they are full of ruts,and when they are wet,they are very slippery. Dust and dirt are also a
big problem. We have observed paved roads for areas with very little population and with far less
traffic than what is on these two roads. Some of these paved roads are even dead end roads. We need
roads that don't tear up our vehicles from washboard and rutted conditions,which we presently
experience.
Weld County Road#20 between CR#13 and CR#19,and Weld County Road#23 were paved
several years ago,and a section of Weld County Road#20 was paved in 2001 between the frontage
road at I-25 and Weld County Road#13. This leaves a short section of Weld County Road CR#20
between Weld County Roads CR#19 and CR#23 unpaved.This is a very rough section,even soon after
grading,especially on hills. If this section were paved,it would provide a fully paved road from U.S.
Highway#85 via CR#18, short section of CR#23 and CR#20 to Frederick and Rinn and beyond for
those traveling from Greeley and the north. This mute would be considerably shorter than going
further south and west via State Highway#52 to avoid using these four-wheel drive type road sections.
Traffic and population on CR#21 have more than doubled in the past 34 years and the number of
residences using this road is still growing. We feel that the paving of these roads is necessary. All

It appears that Earl Dick Bergland, broker associate for ERA Tradewind
Real Estate, 351 Coffman Street in Longmont, Colorado 80501 is planning
to develop an area on County Road 20(North side)near County Road 23.
This would add several new homes in our area very soon.
3. There are three parcels of land now for sale; for home development on CR 21.
4. There is much travel on these roads for checking the gas and oil wells, some of
these inspectors have been stopped for signatures
5. There is much travel on these roads for the Turkey Farms to bring in feed as well
as transport turkeys to the packing plant. As well as several employees whom
were not available for signatures.
