This work order falls under the current Professional Services Agreement and is designed to assist staff with traffic engineering, signing service calls, intersection level-of-service analysis and services related to analysis of our traffic accident database. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) The Board may approve this Work Order or reject it. If the request is rejected, completion of service calls, assistance with traffic engineering issues and other analysis related to Public Works traffic engineering functions will be delayed or not completed according or our project plans. Recommendation to the Board: I recommend the Board approve Work Order SEH-3 in order to complete traffic engineering work tasks as outlined in the attached work order. Work products will consist of supporting Weld County in developing responses to Traffic Signing Requests. Items of work include, but are not limited to, stop or yield signs requests, speed studies, intersection geometry concerns, sight distance investigations, construction signing plans, signal warrant analysis and other related traffic engineering issues. 1.02 Project Location. County-wide. 1.03 Project Cost. See Section 7. 1.04 Work Duration. Notice-to-Proceed through June 30, 2006. 1.05 Consultant Responsibility. The Consultant is responsible for: • Obtain data packets from Weld County GIS • Conduct data collection when necessary to support or enhance GIS data • Perform a site visit and prepare a photo log • Develop and submit draft recommendation memo for Weld County Review • Revise and submit final recommendation based on comments received 1.06 Work Product. The Consultant work products are: See Section 7 below. 1.07 Work Product Completion. All submittals must be accepted by the Weld County Project Manager or his/her designee. Traffic Engineering Studies August 10,2005 Page 1 SECTION 2 PROJECT MANAGEMENT AND COORDINATION 2.01 Weld County Contacts. The Contract Administrator for this project is: Keith Meyer, Weld County Engineering Division Manager Active day-to-day administration of the contract will be delegated to: Wayne Howard, PE Project Manager (o) 970.356.4000, ext. 3788 2.02 Project Coordination. Coordination will be required with the following: • Weld County Public Works Staff Initial coordination with the Weld County Project Manger will be required prior to subsequent coordination with the above parties. Traffic Engineering Studies August 10,2005 Page 2 SECTION 3 PROJECT DESCRIPTION 3.01 Background. Weld County routinely receives traffic signing requests from Weld County residents through the Service Call program. Requests typically include changes in speed limit, installation of intersection controls, and installation of warning signs. Service call studies will be performed to analyze existing conditions and develop prudent recommendations for any improvements. 3.02 Project Limits. County-wide. 3.03 Work Elements. Copy of the Service Call Traffic Signing Request Weld County GIS data packets including: • Aerial Photography • GIS Shape Files • Accident Locations • Land Owner Names • Accident Records • Available ADT Counts Traffic Engineering Studies August 10,2005 Page 4 SECTION 5 GENERAL INFORMATION 5.01 Authorization to Proceed. Work will not commence until the written Notice-to-Proceed is issued by Weld County. 5.02 Project Coordination. The routine working contact will be between the Weld County Project Manager and the Project Traffic Engineer. Each party will provide the other with: a. Written synopses or copy of their respective contacts (both by telephone and in person) with others. b. Copies of pertinent written communications 5.03 Routine Reporting and Billing. The Consultant will provide the following on a routine basis: a. The periodic reports and billings b. In general, all reports and submittals must be accepted by Weld County prior to their content being utilized in follow-up work effort. 5.04 Personnel Qualifications. The Project Traffic Engineer must be approved by the Weld County Contract Administrator. 5.05 Travel. Employees and subconsultants will bill travel time and mileage to and from the site. One site visit per study is anticipated. Traffic Engineering Studies August 10,2005 Page 5 SECTION 6 WORK ACTIVITY ASSIGNMENTS 6.01 The following outlines the general process for Traffic Signing Requests: 1. The Service Call is received by Weld County and forwarded to the SEH project manager (George Walton). 2. The project manager will assign the request to the appropriate task leader (Martina Wilkinson/Joe Henderson). 3. The task leader will review the request and initiate the request for the Weld County GIS packet. 4. The task leader, or designee, will obtain and review the data and complete the field study. 5. The task leader, or designee will, conduct analysis as appropriate and develop the draft recommendation memo. 6. The draft recommendation memo will be reviewed by the SEH Traffic Engineer(Joe Henderson) and submitted to Weld County. 7. Following review by Weld County the recommendation memo will be finalized and submitted. 7.02 Anticipated Costs. Not anticipated 9.02 Contract Completion. This Contract is anticipated to be on-going in nature from Notice- to-Proceed until June 30, 2006. At that time the Contract may be revised and reissued.
