Re: Site application for sewer lines and land application treatment system
Dear Mr. Morrell:
This letter is intended to transmit the Planning Commission's posture on
the above referenced matter. On November 5, 1980 the Weld County Planning
Commission granted a Special Use Permit for the Land Application Treatment
System located in Sections'5 and 6, T5N, R63W and in Sectionsl5, 21, 27, 28,
29, 31, 32 and 33 all in T6N, R63W of the 6th P.M. , Weld County, Colorado.
The Planning Commission's approval was made with certain conditions and
development (performance) standards. These same conditions and standards
were to be forwarded to the Water Quality Control Commission as a part of
the Commission's action on the site application. These items are attached
hereto and intended to be a part of the submittal to the State.

The PlE nning Cannissions recommendation for approval is conditional upon the
following:
1. The adoption of the attached Development Standards which are designed to
set certain standards for the location, operation and maintenance of the
proposed wastewater treatment facility.
2. No building or electrical permits being issued on the Special Use Permit
area unti the approved Development Standards have been placed on the Special
Use Permit plat and said plat has been delivered to the office of the Depart-
ment of Planning Services.
3. Submittal of a proyIdnt which details measures to identify, monitor and
mitigate potential problems with underground seepage from the facility which
could result in contamination of ground water resources. This monitoring
program shall be submitted for acceptance with the site plan review.
4. The natural flow capacity of Crow Creek shall be determined by the applicant
prior to recordation of the Special Use Permit plat.
5. An assurance agreement as presented at the November 5, 1980 meeting be offered
to alladjacent property owners.

DEVEIAPME r STANDARDS

15. A minimum setback of a single pivot sprinkler diameter (approximately one-
half mile) shall be provided fran the east side of the reservoir and treat-
ment lagoons or western boundary of the Special Use Permit boundary, whichever
is greatest, to the closest sprinkler. This setback shall be required, at
least, during the initial phase of the land application construction which will
include placement of approximately six sprinklers. Placement of the sprinklers
shall be reviewed and approved at the time of specific site plan approvals as
required in Development Standard #2.

Gentlemen:
The City of Greeley is presently in the process of developing a new wastewater
treatment system to meet the future needs of the community. The regulations of
the Colorado Water Quality Control Commission require that a Site Application
be submitted to the Commission before construction can be started. The Commis-
sion further requires that various local and State agencies be given the oppor-
tunity to review and comment on the Site Application before they approve the
request.
The enclosed materials provide information relating to the entire project as
well as the Site Application(s) for those parts of the system which your agency
must be given the opportunity to review. The City of Greeley requests that you
review this information, sign and return the Site Applications) as soon as
possible.
If you have any questions concerning this request, please contact me or Bill
Hargett at 353-6123 as soon as possible. It is extremely important that the
Site Application approval be obtained promptly in order to meet the implementa-
tion schedule established for the project.

' The treatment system will provide an advanced level of treatment, whereas the
present system provides only minimal secondary, with limited growth potential .
The Greeley system will ultimately be a regional system treating wastewater
from the Evans Sanitation District and Hill-N-Park Mobile Home development,
in addition to the City of Greeley system. (Other information given on Sheet
No. 1 of the drawings.) The project is in harmony with national goals to
maximize resource utilization.
