To whom it may concern:
My letter is in regard to the Brinewater Disposal at CR 64, '/2 miles west of
CR 47.
I talked with Kim Ogle with Weld County Planning and he tells me that the
trucks will increase to 60 per day and that we will add 5 more tanks at this
location.
My (2) main concerns are the noise from the trucks and when the trucks pull
onto CR 47 coming from the west. When they are south bound they take up
both lanes of traffic and do not wait until oncoming cars pass them to start
their turn so that makes us slow way down or go off of the road. (Maybe a
traffic light should be installed).
How long will this business go on?
These are my main concerns.

Letter from Patricia Schwalm
Dear Kim:
I have contacted Ms. Schwalm regarding her letter. She indicated her major concern was
the way trucks turn from WCR 64 onto WCR 47. Apparently some trucks are turning in
front of oncoming cars, causing the cars to brake. I have instructed Jim Goddard to speak
directly to the truck drivers and express Ms. Schwalm's concern. She was pleased that I
followed up with her and I left her my cell phone number and asked her to call me any time
she needed to.

Comments or Questions.
So what are they going to be doing in the future, that they are not
doing now?
Will they be putting up buildings, adding tanks? What is allied
facilities?
What is the truck traffic now? What is it proposed to be?
I have noticed a significant increase this year in the truck traffic.
The trucks even come down WCR 64 '/2 before they figure out they
are on the wrong road. Then they have to get turned around and get
back to WCR 64.
Are they going to do anything to facilitate on and off traffic from
.-. WCR 47 to WCR 64? It is a hazard now. Trucks not stopping,
crossing lanes, etc.

What about dust control?
What are the safety checks in place to prevent contamination of
domestic water wells? Do we need to start testing our water?
What level do they discharge the brine water at? Does it stay there
or move? If it moves, which direction?
What is brine water? (just salty water, waste water or any water
that comes from oil wells).
Who checks the trucks and contents to make sure they are carrying
what they are suppose to? Do they check to see if it is in the safety
limits that I assume are in place?
Who would we report violations or complain to if we detect
problems. The E.P.A., (Health Dept. State. County, Federal)

RE: Your letter to Kim Ogle dated June 24, 2005
Dear Mr. Schwalm:
Thank you for your interest in the activities at our facility located on the Lyster farm. I will
answer your questions in the order that you asked them in your letter:
We are not going to be doing anything in the future that is currently not being
performed at our facility; however, we have asked the county to allow us to
increase the activity there.
We will be adding five 500-barrel tanks at the plant.
Approximately 30 trucks per day visit the facility at this time, and we have asked
the county to increase that to a maximum average of 50 trucks per day.
Most of the truck drivers visit our facility daily and should know the location by
now.
Our application to the county does not indicate any changes will be made to the
intersection at Roads 47 and 64. We constantly remind the truck drivers to be safe
when entering and leaving that intersection.
The brine water is disposed by pumping it down a 10,000 feet deep well. The
well is cemented from total depth to surface which makes it virtually impossible
for the brine water to contaminate domestic water wells. I see no reason for you
to start testing your water.
As stated in the previous comment,the water is disposed through a deep injection
well and the brine water is never discharged on the surface.
Brine water is a byproduct of producing an oil and gas well. It is primarily salt
water with some solids and small amounts of hydrocarbons. We separate the oil
from the water and filter the water before injecting it into the ground.
The contents of the trucks are visually inspected by our on-site employees who are
there any time the facility is in operation.

As a private citizen, you may report violations or make complaints to the Weld
County Health Department or the Colorado Oil and Gas Conservation
Commission. I suggest that your initial complaints be forwarded to Conquest Oil
- to see if they can be resolved at that level before getting governmental agencies
involved. We have three other facilities in Weld County and have a very good
relationship with the surrounding residents, and hope that we can develop the
same with you.
