WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Agreement for Professional Services
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County,on behalf of the Department of Public Works, and Bucher,Willis,
and Ratliff Corporation,commencing upon full execution,with further terms and conditions being
as stated in said agreement, and
WHEREAS, a Qualification Based Proposal was approved by the Board on October 31,
2005, and
WHEREAS,after review,the Board deems it advisable to approve said agreement, a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Agreement for Professional Services between the County of Weld,State
of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the
Department of Public Works, and Bucher, Willis, and Ratliff Corporation be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said agreement.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by

Professional Services Agreement with Bucher, Willis & Ratliff
• Weld County Public Works has completed the Qualification Based Selection Process for
a consultant firm to provide professional services for the design of WCR 3 from Town of
Erie Cemetery to SH 52 and WCR 1.5 from WCR 3 westerly 2500 feet.
• Fifteen (15) proposals were received on August 16, 2005. The selection committee
included Wayne Howard, Cameron Parrot and Robert Patrick from Public Works. The
committee evaluated the proposals based upon the Scope of Proposal, Assigned
Personnel, Availability, Motivation, Cost and Work Hours, and Firm Capability. Firms
were short listed from the original fifteen (15) and Interviews were held on September 8,
2005. The firms' presentations were again evaluated by the selection committee on
Scope of Proposal, Assigned Personnel, Availability, Motivation, Cost and Work Hours,
and Firm Capability.
• Bucher, Willis & Ratliff (BWR) were the selected consultants. The Public Works
Department recommends approval of Bucher, Willis & Ratliff (BWR) for professional
services.
Attached are two signed original Professional Services Contracts from Bucher, Willis & Ratliff
(BWR). Please return one original agreement signed by the Chair to Public Works.

AGREEMENT FOR PROFESSIONAL SERVICES
THIS AGREEMENT is made and entered into this day of , 2005,
by and between the County of Weld, State of Colorado, by and on behalf of Weld County Public
Works Department, whose address is P.O. Box 758, 1111 H St., Greeley, Colorado 80631,
hereinafter referred to as "County Department," and Bucher, Willis & Ratliff, Corporation
whose address is 1743 Wazee Street, Suite 200, Denver, Colorado 80202-1280, hereinafter
referred to as"Contract Professional."
WITNESSETH:
THAT WHEREAS, the County has established a program of design and construction of
public improvements on WCR 3 from the Town of Erie Cemetery to SH 52 and WCR 1.5 from
WCR 3 westerly 2500 feet.; and
WHEREAS, County Department is in need of hiring an independent contract professional
to perform the following "Professional Services:" the professional services listed in the Scope of
Services attached hereto as ordered by County Department and
WHEREAS, Contract Professional has the time available and is willing to perform the
Professional Services, according to the terms of this Agreement.
NOW, THEREFORE, in consideration of the mutual promises and covenants contained
herein, the parties hereto agree as follows:
1. TERM: The term of this Agreement shall be from date of execution shown above,
through and until completion of final design services as defined in the attached
scope of work and as shown in the attached schedule. The term may be
extended by modification of this contract as agreed to by both parties, in writing.
2. SERVICES PROVIDED BY CONTRACT PROFESSIONAL: Contract
Professional agrees to perform the Professional Services for the compensation
provided below and as attached in the Scope of Work.
COMPENSATION: County Department agrees to pay Contract Professional for
all service performed hereunder as follows: the Professional Services shall be
provided at the rates set forth in the Scope of Work and shall not exceed the
maximum compensation of $226,420.00. This fee is compensation for design
services only as described in the attached Scope of Work and Fee Summary.
All compensation amounts payable after the current fiscal year are contingent
upon funds for that purpose being appropriated, budgeted, and otherwise made
available.
3. INDEPENDENT CONTRACTOR: Contract Professional agrees that he or she is
an independent contractor and will not become an employee of County
Department, nor is she entitled to any employee benefits from County
Department as a result of the execution of this Agreement.
4. INDEMNIFICATION, DESIGN AND INSURANCE: Contract Professional shall
indemnify County Department, its officers and employees, against liability for
injury or damage caused by any negligent act or omission by Contract
Professional in the performance of this Agreement and shall hold County
Department harmless from any loss occasioned as a result of the performance of
this Agreement. Contract Professional shall be responsible for the professional
quality, technical accuracy, timely completion, and the coordination of all services
rendered by Contract Professional and shall, without additional compensation,
promptly remedy and correct any errors, omissions, or other deficiencies.

amount of $500,000 combined single limits and errors and omissions insurance
in the amount of$1,000,000.
5. NON-ASSIGNMENT: Contract Professional may not assign or transfer this
Agreement, any interest therein or claim thereunder, without the prior written
approval of County Department.
6. ACCESS TO RECORDS: County Department shall have access to Contract
Professional's financial records for the purposes of audit. Such records shall be
complete and available for audit 90 days after final payment hereunder and shall
be retained and available for audit purposes for at least five years after final
payment hereunder.
7. TERMINATION: Either party may terminate this Agreement at any time by
providing the other party with a 10-day written notice thereof. Furthermore, this
Agreement may be terminated at any time without notice upon a material breach
of the terms of the Agreement.
8. TIME OF THE ESSENCE: Time is of the essence in each and all of the
provisions of this Agreement.
9. ENTIRE AGREEMENT/MODIFICATIONS: This Agreement constitutes the entire
understanding between the parties with respect to the promises and covenants
made therein. No modification of the terms of this Agreement shall be valid
unless made in writing and agreed to by both parties.
10. NON-APPROPRIATION: No portion of this Agreement shall be deemed to create
an obligation on the part of County Department to expend funds not otherwise
appropriated in each succeeding year.
11. WAIVER OF IMMUNITIES/THIRD PARTY LIABILITY: No portion of this
Agreement shall be deemed to constitute a waiver of any immunities of County
Department or its officers or employees may possess, nor shall any portion of
this Agreement be deemed to have created a duty of care with respect to any
persons other than County Department and not a party to this Agreement.
12. COUNTY REPRESENTATIVE: County Department will designate, prior to
commencement of work, its project representative ("County Representative")who
shall make, within the scope of his or her authority, all necessary and proper
decisions with reference to the project. All requests for contract interpretations,
change orders, and other clarification or instruction shall be directed to County
Representative.
13. MONTHLY REPORT: Commencing thirty (30) days after the date of execution of
this Agreement and every thirty (30) days thereafter, Contract Professional is
required to provide County Representative with a written report of the status of
the work with respect to the Scope of Services, Work Schedule, and other
material information. Failure to provide any required monthly report may, at the
option of the County, suspend the processing of any partial payment request.
14. ACCEPTANCE NOT WAIVER: County Department's approval of drawings,
designs, plans, specifications, reports, and incidental work or materials furnished
hereunder shall not in any way relieve Contract Professional of responsibility for
the quality or technical accuracy of the work. County Department's approval or
acceptance of, or payment for, any of the services shall not be construed to
operate as a waiver of any rights or benefits provided to County Department
under this Agreement.

SCOPE OF WORK FOR PROFESSIONAL SERVICES
FOR THE DESIGN OF
WELD COUNTY ROAD 3 AND 1.5
The Consultant shall perform, furnish and/or complete the following professional services:
I. DATA COLLECTION PHASE
Kick-Off Meeting
Bucher, Willis & Ratliff Corporation proposes to initiate Step One with a kick-off meeting with
representatives of Weld County. We propose to divide the kick-off meeting into two segments:
1. Meeting with Weld County Staff
2. Data Gathering Meetings
The first segment of the meeting will be used to discuss in detail our approach to the project,
scheduling and project specific issues. The second half of the meeting will be to gather data that Weld
County can provide. The outcome of this meeting is for us to have a thorough understanding of the
project and your expectations.
Site Meeting
Following the kick-off meeting a site walk through will be done. All key team members will be
invited. This will be critical to determine the existing site conditions and available site constraints and
opportunities. We believe it is very important to have all members of the design team familiar with the
site.
Prepare Permission for Entry Forms
Our team will prepare the permission for entry forms for each of the parcels adjacent to the project and
obtain signatures from each owner prior to accessing any property. We anticipate a total of 34 parcels
to be impacted. The permission form will specify the property to be accessed, the purpose for access,
and a one-year expiration date. We will also prepare a project information sheet to deliver with the
permission form.
Survey Limits
Precision Survey&Mapping, Inc. will provide surveying services for the Weld County Road 3 Right-
of-Way Project. The survey limits will start at the intersection of Highway 52 and WCR 3 and end at
the intersection of WCR 3 and the southern property line of the cemetery (proposed WCR 8.5-
approximately 2.5 miles). In addition,WCR 1.5 will be extended 0.5 miles to the west of WCR 3. The
survey corridor will be 200 feet in width (100-feet each side of the centerline). All intersections of
WCR 3 will extend 500-feet from centerline covering a corridor of 200 feet with the exception of
Highway 52 which shall extend 1000 feet in each direction. Also, the survey corridor will be widened
to 500 feet along WCR 3 at the intersection of WCR 3 and WCR 1.5 for a distance of 750' north and
south of the intersection. North of said intersection,the corridor will be 300 feet east and 200 feet west
of the physical centerline. South of said intersection, the corridor will be 200 feet east and 300 feet
west of the physical centerline. Additional areas of survey will include the detailed flow line
elevations 500 feet in each direction of the Cottonwood Ditch crossing and complete delineation of the
wetlands adjacent to the project.
Topographic Survey
• Existing above ground features will be survey located including but not limited to, trees and
bushes, fences, walks, driveways, utility boxes, utility poles, elevations along the top of rail road
tracks and existing structures.
• All inverts and pipe sizes of existing storm drain and sanitary sewer will be obtained.

• The location of above ground features and evidence of buried utilities as indicated by painted and
pin flagged marks as provided by professional utility locating service. Only utilities of public
record will be shown. A diligent effort will be made to locate private utilities. Precision Survey&
Mapping can't guarantee that all private utilities will be shown because of lack of records.
• All roadway striping will be shown.
• Prepare a digital terrain model showing 1-foot contours in electronic format.
• Precision Survey & Mapping will utilize aerial photogrammetric mapping methods that meet the
National Map Accuracy Standards for one-inch equals 50 feet (1"=50') with one-foot contours.
Included will be Digital Orthophotos (color). Included will be Digital Orthophotos (color) with a
maximum pixel resolution of 0.25, if client chooses a 0.50 feet pixel resolution can be delivered in
addition.
Control Survey
• Reconnaissance of pertinent property corners and land section corners for boundary line analysis
and necessary vertical control monuments. Sufficient section and property corners will be located
in order to accurately prepare metes and bounds legal descriptions on any parcel if needed.
• Establish horizontal control based on a modified State Plane North Coordinate System (NAD83)
and placement of permanent control points (at a minimum of 700-feet apart) for future use during
construction phase. Points will be located where they will not be disturbed due to construction of
this project.
• Establish permanent vertical control for use during construction phase utilizing NAVD88.
• Office calculations and boundary line analysis for determination of platted right-of-way and/or
property lines. Property line gaps and overlaps will be noted in the comment section on the parcel
tabulation sheet of the Right-of-Way Plans.
• Establish property/boundary lines and show existing improvements in relation to said property
lines.
Information Binders
Precision Survey&Mapping, Inc. will obtain information binders from a Professional Title Insurance
Company either Trans National Title or Land Title Company including copies of all documents
referenced in schedules A and B. In addition, Precision Survey & Mapping, Inc. will review said
Information Binders and reflect any changes discovered in electronic format.
Geotechnical Review
Our sub-consultant,Terracon,will perform the geotechnical review and pavement design.The purpose
of the geotechnical engineering services will be to evaluate the subgrade soiUbedrock and groundwater
conditions, and to determine geotechnical engineering criteria for the design and construction of the
proposed street improvements. We plan to explore the subgrade conditions along the existing roadways
with a total of 32 test borings (spaced approximately 500 feet apart). Pavement borings will be drilled
to depths of about 5 to 10 feet. In addition, a boring will be drilled at the location of each potential
retaining wall and/or large cut slope (total of 2 borings). These borings will be drilled and sampled to
depths of about 15 feet.
During the drilling operations, a field engineer will log the borings and will obtain representative
samples for further laboratory evaluation. Ground water measurements will be made in each boring
immediately after drilling and then the borings will be backfilled. Drilling and sampling will be
conducted in general accordance with applicable or local standards.
At the completion of drilling operations, samples will be returned to Terracon's laboratory where they
will be examined by the project geotechnical engineer. At that time, the field descriptions will be

confirmed or modified. an applicable laboratory testing program will be formulated and final boring
logs will be prepared.
Relatively undisturbed samples will be tested for moisture content, dry unit weights, unconfined
compressive strength and swell-consolidation characteristics. Disturbed samples will be tested for
liquid limit, plasticity index, percent fines, water soluble sulfates and Hveem stabilometer
characteristics (R-value). Laboratory testing will be conducted in general accordance with applicable
or other locally recognized standards.
The information obtained from the field exploration and laboratory testing program will be used to
evaluate the subgrade soil and subsurface conditions at the project site. From these determinations,
engineering analyses will be undertaken in order to formulate specific pavement design criteria and
construction recommendations for the project. Based upon our analyses, a geotechnical engineering
report will be prepared. The following information will be provided in the report:
• A brief review of our field and laboratory procedures,and the results of all testing conducted;
• A discussion of the general subsurface/subgrade conditions including soil/bedrock and
groundwater conditions;
• Unsatisfactory subgrade conditions and possible remedial measures;
• Alternative pavement thickness designs for 10 and 20 year design lives, recommended
specifications and quality control measures for planned pavement areas;
• Design criteria and recommendations related to potential retaining wall and culvert construction;
• A review of readily available geologic maps pertaining to coal mine subsidence and whether the
project area is located within in a subsidence hazard zone;and
• Other miscellaneous design and construction criteria which should be considered in further
design and planning of the project based upon geotechnical conditions encountered on the site.
Mine Subsidence Review
Terracon will review geological maps for the possibility of mine subsidence in the area. During our
initial review we found one mine in close proximity to the project site. Our team will evaluate the
possibility subsidence from this mine and prepare a letter stating the fmdings. For the purposes of this
proposal we do not anticipate any mitigation design for mine subsidence.
Coordination with Utility Companies
BWR will review utility maps for Vessels Gas, Kinder Morgan, United Power, Qwest
Communications, AT&T, water and any other utilities within the project corridors. We will also
contact each utility representative to further discuss the utility locations and any potential conflicts.
We will continue the coordination efforts with the utility companies throughout the preliminary and
final design phases. The preliminary construction drawings (total of 2 sets) will be provided to each
representative for their review and comment. Once impacts to utilities are determined it will be the
responsibility of Weld County to negotiate agreements with the utilities companies for modification to
their systems.

Potholing
Based on the results of our utility research, Utility Locating and Mapping Consultants will perform
potholing on all potentially impacted utilities. We currently anticipate 20 potholes. A representative
from BWR and Utility Locating and Mapping Consultants will be on-site to coordinate the potholing
operations. All pothole information will be tied to our survey and shown on the plan and profile sheets.
Environmental Reviews
PKM design group will prepare environmental reviews for wetlands and T&E. The following is
included in the environmental reviews.
• Field delineate and flag boundaries of wetlands by analyzing site soils, hydrology and vegetation
to determine locations of hydric indicators as specified by the Army Corps of Engineers (ACOE).
All wetlands,as flagged by PKM,will be shown on the plans.
• Prepare wetland delineation report which describes the results of the field work and is submitted to
the ACOE for a jurisdictional determination if it is expected that more than 1/10 of an acre will be
impacted. If less than 1/10 of an acre will be impacted a Pre-Construction Notification and
jurisdictional determination is not required.
• If more than 1/10 of an acre is impacted a Wetlands Finding Report,Wetlands Mitigation Plan and
404 Permit Application will be prepared and submitted to the ACOE for approval and to obtain a
404 Permit for the project.
• Prepare and send letters to the US Fish and Wildlife Service and Colorado Division of Wildlife
requesting clearance for the project regarding Section 7 Threatened and/or Endangered Species
Act,Fish and Wildlife Coordination Act, and the Migratory Bird Treaty Act. Letters will describe
project location and wildlife/plant habitat found in the project area. Will also contact Colorado
Natural Heritage Foundation to obtain information on T&E species occurrences.
• All environmental reports and clearance letters will be copied to Weld County for their records.
II. PRELIMINARY DESIGN PHASE
Coordination with Ditch Companies
Our team will coordinate with the two ditch companies within the project limits. These include the
Lower Boulder Ditch and the Erie Coal Creek/Cottonwood Ditch companies. Plans will be sent(2 sets
each) to each of the ditch companies at the preliminary design and final design submittals. Our design
team will evaluate options (a total of 2 options) for the guardrail at the Lower Boulder Ditch crossings
and coordinate with the Erie Coal Creek/Cottonwood Ditch Company for alternative (a total of 2
altemates)roadway layouts near the Cottonwood Ditch.
As there is currently no flow in the Cottonwood ditch our team will collect potential flow information
for the ditch company, i.e. volumes, duration of flow and the time of year. We will also coordinate to
determine if the ditch will be abandoned in the future.
Guardrail Design
Our team will evaluate the existing guardrail placement and determine what modifications to the end
treatments can be made to improve safety. It is our understanding that a Type 2 crashing rating is not a
Weld County requirement for this project. The existing railing will remain and design for the end
treatments will only be considered. Our team will coordinate with the ditch rider companies during the
design to gain a consensus on the final guardrail layout.

FAA Permit
BWR will prepare form 7460 as a notice of construction and submit to the local FAA representative
for project approval. Any coordination effort above and beyond the preparation and submittal of the
form is not included in this scope.
Intersection Alternatives
Our team will determine a total of three(3)alternative layouts for the intersection of WCR 3 and WCR
1.5. The layouts will be evaluated by a panel of experts for the pros and cons at the conceptual level
and a letter report including a decision matrix will be prepared summarizing our findings. The
intersection will be evaluated with respect to traffic operations, right-of-way needs, potential
environmental impacts,community impacts,costs,constructability,utilities and drainage.
UPRR Coordination
BWR will coordinate directly with Sue Grabler the local UPRR representative for the modifications to
WCR 3 and WCR 1.5. Plans will be submitted (total of 3 sets at each submittal including alternative
layout, preliminary design and final design) to Sue for review and comment. Our team can prepare
supporting documentation for a RR Crossing agreement including a plan exhibit and legal description
of the proposed crossing. Preparation and submittal of the RR crossing agreement and/or PUC hearings
are not included in this scope.
We do not anticipate RR insurance to be required for our design survey. If it is determined that the
track is considered active, whether or not trains are currently using the tracks, RR insurance will be
required for the crews working near the track for construction. Insurance requirements will be
determined during the design and stated on the plans. Easements for construction within the UPRR
right-of-way will be included on the right-of-way plans and legal descriptions and exhibits will be
prepared within the number specified in the legal descriptions scope item.
Traffic Analysis
BWR will utilize existing traffic count information, provided by Weld County, to prepare the CDOT
access permit for the intersection at Highway 52. We do not anticipate performing capacity analysis
for any intersections within the project corridor. The traffic volume information will be used to
determine what modifications need to be made to Highway 52 based on CDOT's access code.
Preliminary Drainage and Hydraulic Evaluation
BWR will review any existing drainage reports available within the project area. In addition, we will
perform drainage calculations to determine the proper sizing of all the culverts and roadside ditches to
accommodate the future developed conditions. If drainage basins tributary to the project area fall
outside our proposed survey we will utilize USGS maps to approximate the basin sizes. Design
volumes will be evaluated at the 5 year minor storm and 100 year major storm events. A preliminary
drainage report will be prepared to include hydrology analysis and minor structure hydraulic design.
Preliminary Roadway Design
Documents will be developed to approximately to 75% during the preliminary design phase, with an
interim review at the 50% level. Through coordination with the Weld County staff, the Town of Erie,
local residents, and impacted agencies the proposed geometry, roadway sections, intersection layout,
horizontal and vertical alignment will be developed. The preliminary documents at the 75%level will
include the following plan sheets:

For each review one set of drawings will be delivered to Weld County. Construction cost estimates
will be included at each of the design submittal. Technical specifications are not included in this scope.
Preliminary Right-of-Way Plans
Precision Survey &Mapping, Inc. will prepare Right-of-Way Plans in accordance with Weld County
standards. Our team will also prepare right-of-way plan exhibits showing the acquisition areas in

Public Meetings
Schedule and conduct one public meeting during preliminary design phase. Public meetings will be
attended by the Project Manager and one support staff. Bucher, Willis & Ratliff will provide the
required visual presentations and assist with facilitating the meetings. BWR will work with Weld
County to determine who will be invited to the public meetings. BWR will receive a spreadsheet with
the property owners within the project area from Weld County. This list will be used as the mailing list
for the public meetings. It is anticipated that the mailing list will not exceed 200 individuals.
For each public meeting our team will prepare one set of large exhibits to be displayed. These will
include a plan view of the roadway improvements with an aerial photo in the background and a plan
view of the right-of-way impacts with an aerial photo in the background.
Meeting minutes will be taken and a summary of key issues discussed will be compiled. We consider
the comments from the Weld County residents to be very important input that we will receive during
the project. It is imperative that the consultant listen to their concerns, follow-up, and address each
point of input.
We have also included one meeting for each property owner being impacted by the project; this
includes a total of 34 property owner meetings. Meeting minutes will be prepared for all property
owner meetings. As stated in the right-of-way plan preparation scope item, our team will prepare
11x17 exhibits, with an aerial photo in the background, for each of the property owners showing the
right-of-way impacts to their property.

HI. FINAL DESIGN PHASE
Final Roadway Design
Documents will be developed to 100% during the final design phase, with an interim review at the
95% level. Through coordination with the Weld County staff, the Town of Erie, local residents, and
impacted agencies the preliminary plans will be refined for geometry, roadway sections, intersection
layout, horizontal and vertical alignment will be developed. The final documents at the 100% level
will include the following plan sheets:

Final Drainage and Hydraulic Evaluation
BWR will finalize the hydrology and hydraulic calculations to determine the proper sizing of all the
culverts and roadside ditches to accommodate the future developed conditions. A final drainage report
will be prepared to include hydrology analysis,erosion control measures and minor structure hydraulic
design.
Staking New Right-of-Way
Precision Survey & Mapping, Inc. will stake the new right-of-way limits for 34 parcels utilizing
nails/hubs and lathe. Lath will be placed every 100 feet along long parcels and at driveway and
opposite all buildings and structures.
Exhibit/Legal Description
Provide necessary field and office work for preparation of Exhibit and Legal Descriptions (8.5"x11")
for required easement and/or right-of-way acquisition, 34 parcels are anticipated.

IV. PROJECT MANAGEMENT
Coordination Meetings
Throughout the design phases a total of 17 regular team coordination meetings and 3 milestone review
meetings are anticipated. Other agencies such as the Town of Erie, utility companies and CDOT staff
will be invited to these meeting as necessary.
The purpose of the regular team coordination meetings will be to discuss project critical design issues
with Weld County Staff. Prior to each of the milestone review meetings,BWR will submit plans to the
affected agencies 14 days prior to the meetings, in accordance with the deliverables section. BWR will
conduct the milestone review meeting and prepare meeting minutes to summarize key issues discussed
and revisions to plans.
V. BID PHASE SERVICES
Since it is anticipated that Weld County Crews will construction the project no bid phase services are
included in this scope.
VI. CONSTRUCTION PHASE SERVICES
BWR will attend the pre-construction meeting. During the construction phase BWR will review shop
drawings and give consultation on any questions involving the design. Minimal effort is anticipate
during the construction phase of the project.
VII. OTHER PROFESSIONAL SERVICES
This will be a force account to allow for unforeseen items that may arise during the project design.
These items could include:
• Additional Environmental investigation,analysis,permitting
• Additional traffic analysis if required by CDOT
• Additional Mine Subsidence Mitigation
• Additional UPRR coordination
• Additional Public Involvement
• Private Utility Design.
These services can be provided on as as-needed basis with prior approval from the County. We
anticipate this item at 10%of the total design costs.

The Consultant shall perform, furnish and/or complete the following professional services:
I. DATA COLLECTION PHASE
Kick-Off Meeting
Bucher, Willis & Ratliff Corporation proposes to initiate Step One with a kick-off meeting with
representatives of Weld County. We propose to divide the kick-off meeting into two segments:
1. Meeting with Weld County Staff
2. Data Gathering Meetings
The first segment of the meeting will be used to discuss in detail our approach to the project,
scheduling and project specific issues. The second half of the meeting will be to gather data that Weld
County can provide. The outcome of this meeting is for us to have a thorough understanding of the
project and your expectations.
Site Meeting
Following the kick-off meeting a site walk through will be done. All key team members will be
invited. This will be critical to determine the existing site conditions and available site constraints and
opportunities. We believe it is very important to have all members of the design team familiar with the
site.
Prepare Permission for Entry Forms
Our team will prepare the permission for entry forms for each of the parcels adjacent to the project and
obtain signatures from each owner prior to accessing any property. We anticipate a total of 34 parcels
to be impacted. The permission form will specify the property to be accessed, the purpose for access,
and a one-year expiration date. We will also prepare a project information sheet to deliver with the
permission Form.
Survey Limits
Precision Survey& Mapping, Inc. will provide surveying services for the Weld County Road 3 Right-
of-Way Project. The survey limits will start at the intersection of Highway 52 and WCR 3 and end at
the intersection of WCR 3 and the southern property line of the cemetery (proposed WCR 8.5-
approximately 2.5 miles). In addition,WCR 1.5 will be extended 0.5 miles to the west of WCR 3. The
survey corridor will be 200 feet in width (100-feet each side of the centerline). All intersections of
WCR 3 will extend 500-feet from centerline covering a corridor of 200 feet with the exception of
Highway 52 which shall extend 1000 feet in each direction. Also, the survey corridor will be widened
to 500 feet along WCR 3 at the intersection of WCR 3 and WCR 1.5 for a distance of 750' north and
south of the intersection. North of said intersection,the corridor will be 300 feet east and 200 feet west
of the physical centerline. South of said intersection, the corridor will be 200 feet east and 300 feet
west of the physical centerline. Additional areas of survey will include the detailed flow line
elevations 500 feet in each direction of the Cottonwood Ditch crossing and complete delineation of the
wetlands adjacent to the project.
Topographic Survey
• Existing above ground features will be survey located including but not limited to, trees and
bushes, fences, walks, driveways, utility boxes, utility poles, elevations along the top of rail road
tracks and existing structures.
• All inverts and pipe sizes of existing storm drain and sanitary sewer will be obtained.

• The location of above ground features and evidence of buried utilities as indicated by painted and
pin flagged marks as provided by professional utility locating service. Only utilities of public
record will be shown. A diligent effort will be made to locate private utilities. Precision Survey&
Mapping can't guarantee that all private utilities will be shown because of lack of records.
• All roadway striping will be shown.
• Prepare a digital terrain model showing 1-foot contours in electronic format.
• Precision Survey &Mapping will utilize aerial photogrammetric mapping methods that meet the
National Map Accuracy Standards for one-inch equals 50 feet (1"=50') with one-foot contours.
Included will be Digital Orthophotos (color). Included will be Digital Orthophotos (color) with a
maximum pixel resolution of 0.25, if client chooses a 0.50 feet pixel resolution can be delivered in
addition.
Control Survey
• Reconnaissance of pertinent property corners and land section corners for boundary line analysis
and necessary vertical control monuments. Sufficient section and property corners will be located
in order to accurately prepare metes and bounds legal descriptions on any parcel if needed.
• Establish horizontal control based on a modified State Plane North Coordinate System (NAD83)
and placement of permanent control points (at a minimum of 700-feet apart) for future use during
construction phase. Points will be located where they will not be disturbed due to construction of
this project.
• Establish permanent vertical control for use during construction phase utilizing NAVD88.
• Office calculations and boundary line analysis for determination of platted right-of-way and/or
property lines. Property line gaps and overlaps will be noted in the comment section on the parcel
tabulation sheet of the Right-of-Way Plans.
• Establish property/boundary lines and show existing improvements in relation to said property
lines.
Information Binders
Precision Survey & Mapping,Inc. will obtain information binders from a Professional Title Insurance
Company either Trans National Title or Land Title Company including copies of all documents
referenced in schedules A and B. In addition, Precision Survey & Mapping, Inc. will review said
Information Binders and reflect any changes discovered in electronic format.
Geotechnical Review
Our sub-consultant, Terracon,will perform the geotechnical review and pavement design. The purpose
of the geotechnical engineering services will be to evaluate the subgrade soil/bedrock and groundwater
conditions, and to determine geotechnical engineering criteria for the design and construction of the
proposed street improvements.We plan to explore the subgrade conditions along the existing roadways
with a total of 32 test borings (spaced approximately 500 feet apart). Pavement borings will be drilled
to depths of about 5 to 10 feet. In addition, a boring will be drilled at the location of each potential
retaining wall and/or large cut slope (total of 2 borings). These borings will be drilled and sampled to
depths of about 15 feet.
During the drilling operations, a field engineer will log the borings and will obtain representative
samples for further laboratory evaluation. Ground water measurements will be made in each boring
immediately after drilling and then the borings will be backfilled. Drilling and sampling will be
conducted in general accordance with applicable or local standards.
At the completion of drilling operations, samples will be returned to Terracon's laboratory where they
will be examined by the project geotechnical engineer. At that time, the field descriptions will be

confirmed or modified. an applicable laboratory testing program will be formulated and final boring
logs will be prepared.
Relatively undisturbed samples will be tested for moisture content, dry unit weights. unconfined
compressive strength and swell-consolidation characteristics. Disturbed samples will be tested for
liquid limit, plasticity index, percent fines, water soluble sulfates and Hveem stabilometer
characteristics (R-value). Laboratory testing will be conducted in general accordance with applicable
or other locally recognized standards.
The information obtained from the field exploration and laboratory testing program will be used to
evaluate the subgrade soil and subsurface conditions at the project site. From these determinations,
engineering analyses will be undertaken in order to formulate specific pavement design criteria and
construction recommendations for the project. Based upon our analyses, a geotechnical engineering
report will be prepared. The following information will be provided in the report:
• A brief review of our field and laboratory procedures,and the results of all testing conducted::
• A discussion of the general subsurface/subgrade conditions including soil/bedrock and
groundwater conditions;
• Unsatisfactory subgrade conditions and possible remedial measures;
• Alternative pavement thickness designs for 10 and 20 year design lives, recommended
specifications and quality control measures for planned pavement areas;
• Design criteria and recommendations related to potential retaining wall and culvert construction;
• A review of readily available geologic maps pertaining to coal mine subsidence and whether the
project area is located within in a subsidence hazard zone;and
• Other miscellaneous design and construction criteria which should be considered in further
design and planning of the project based upon geotechnical conditions encountered on the site.
Mine Subsidence Review
Terracon will review geological maps for the possibility of mine subsidence in the area. During our
initial review we found one mine in close proximity to the project site. Our team will evaluate the
possibility subsidence from this mine and prepare a letter stating the findings. For the purposes of this
proposal we do not anticipate any mitigation design for mine subsidence.
Coordination with Utility Companies
BWR will review utility maps for Vessels Gas, Kinder Morgan, United Power, Qwest
Communications, AT&T, water and any other utilities within the project corridors. We will also
contact each utility representative to further discuss the utility locations and any potential conflicts.
We will continue the coordination efforts with the utility companies throughout the preliminary and
final design phases. The preliminary construction drawings (total of 2 sets) will be provided to each

Potholing
Based on the results of our utility research, Utility Locating and Mapping Consultants will perform
potholing on all potentially impacted utilities. We currently anticipate 20 potholes. A representative
from BWR and Utility Locating and Mapping Consultants will be on-site to coordinate the potholing
operations. All pothole information will be tied to our survey and shown on the plan and profile sheets.
Environmental Reviews
PKM design group will prepare environmental reviews for wetlands and T&E. The following is
included in the environmental reviews.
• Field delineate and flag boundaries of wetlands by analyzing site soils, hydrology and vegetation
to determine locations of hydric indicators as specified by the Army Corps of Engineers (ACOE).
All wetlands, as flagged by PKM, will be shown on the plans.
• Prepare wetland delineation report which describes the results of the field work and is submitted to
the ACOE for a jurisdictional determination if it is expected that more than 1/10 of an acre will be
impacted. If less than 1/10 of an acre will be impacted a Pre-Construction Notification and
jurisdictional determination is not required.
• If more than 1/10 of an acre is impacted a Wetlands Finding Report,Wetlands Mitigation Plan and
404 Permit Application will be prepared and submitted to the ACOE for approval and to obtain a
404 Permit for the project.
• Prepare and send letters to the US Fish and Wildlife Service and Colorado Division of Wildlife
requesting clearance for the project regarding Section 7 Threatened and/or Endangered Species
Act,Fish and Wildlife Coordination Act, and the Migratory Bird Treaty Act. Letters will describe
project location and wildlife/plant habitat found in the project area. Will also contact Colorado
Natural Heritage Foundation to obtain information on T&E species occurrences.
• All environmental reports and clearance letters will be copied to Weld County for their records.
II. PRELIMINARY DESIGN PHASE
Coordination with Ditch Companies
Our team will coordinate with the two ditch companies within the project limits. These include the
Lower Boulder Ditch and the Erie Coal Creek/Cottonwood Ditch companies. Plans will be sent(2 sets
each) to each of the ditch companies at the preliminary design and final design submittals. Our design
team will evaluate options (a total of 2 options) for the guardrail at the Lower Boulder Ditch crossings
and coordinate with the Erie Coal Creek/Cottonwood Ditch Company for alternative (a total of 2
alternates)roadway layouts near the Cottonwood Ditch.
As there is currently no flow in the Cottonwood ditch our team will collect potential flow information
for the ditch company, i.e. volumes, duration of flow and the time of year. We will also coordinate to
determine if the ditch will be abandoned in the future.
Guardrail Design
Our team will evaluate the existing guardrail placement and determine what modifications to the end
treatments can be made to improve safety. It is our understanding that a Type 2 crashing rating is not a
Weld County requirement for this project. The existing railing will remain and design for the end
treatments will only be considered. Our team will coordinate with the ditch rider companies during the
design to gain a consensus on the final guardrail layout.

FAA Permit
BWR will prepare form 7460 as a notice of construction and submit to the local FAA representative
for project approval. Any coordination effort above and beyond the preparation and submittal of the
form is not included in this scope.
Intersection Alternatives
Our team will determine a total of three(3)alternative layouts for the intersection of WCR 3 and WCR
1.5. The layouts will be evaluated by a panel of experts for the pros and cons at the conceptual level
and a letter report including a decision matrix will be prepared summarizing our findings. The
intersection will be evaluated with respect to traffic operations, right-of-way needs, potential
environmental impacts, community impacts, costs, constructability,utilities and drainage.
UPRR Coordination
BWR will coordinate directly with Sue Grabler the local UPRR representative for the modifications to
WCR 3 and WCR 1.5. Plans will be submitted (total of 3 sets at each submittal including alternative
layout, preliminary design and fmal design) to Sue for review and comment. Our team can prepare
supporting documentation for a RR Crossing agreement including a plan exhibit and legal description
of the proposed crossing.Preparation and submittal of the RR crossing agreement and/or PUC hearings
are not included in this scope.
We do not anticipate RR insurance to be required for our design survey. If it is detemnined that the
track is considered active, whether or not trains are currently using the tracks, RR insurance will be
required for the crews working near the track for construction. Insurance requirements will be
detennined during the design and stated on the plans. Easements for construction within the UPRR
right-of-way will be included on the right-of-way plans and legal descriptions and exhibits will be
prepared within the number specified in the legal descriptions scope item.
Traffic Analysis
BWR will utilize existing traffic count information, provided by Weld County, to prepare the CDOT
access permit for the intersection at Highway 52. We do not anticipate performing capacity analysis
for any intersections within the project corridor. The traffic volume information will be used to
determine what modifications need to be made to Highway 52 based on CDOT's access code.
Preliminary Drainage and Hydraulic Evaluation
BWR will review any existing drainage reports available within the project area. In addition, we will
perform drainage calculations to determine the proper sizing of all the culverts and roadside ditches to
accommodate the future developed conditions. If drainage basins tributary to the project area fall
outside our proposed survey we will utilize USGS maps to approximate the basin sizes. Design
volumes will be evaluated at the 5 year minor storm and 100 year major storm events. A preliminary
drainage report will be prepared to include hydrology analysis and minor structure hydraulic design.
Preliminary Roadway Design
Documents will be developed to approximately to 75% during the preliminary design phase, with an
interim review at the 50% level. Through coordination with the Weld County staff, the Town of Erie,
local residents, and impacted agencies the proposed geometry, roadway sections, intersection layout,
horizontal and vertical alignment will be developed. The preliminary documents at the 75% level will
include the following plan sheets:

exhibits will be provided per owner.
Public Meetings
Schedule and conduct one public meeting during preliminary design phase. Public meetings will be
attended by the Project Manager and one support staff. Bucher, Willis & Ratliff will provide the
required visual presentations and assist with facilitating the meetings. BWR will work with Weld
County to determine who will be invited to the public meetings. BWR will receive a spreadsheet with
the property owners within the project area from Weld County. This list will be used as the mailing list
for the public meetings.It is anticipated that the mailing list will not exceed 200 individuals.
For each public meeting our team will prepare one set of large exhibits to be displayed. These will
include a plan view of the roadway improvements with an aerial photo in the background and a plan
view of the right-of-way impacts with an aerial photo in the background.
Meeting minutes will be taken and a summary of key issues discussed will be compiled. We consider
the comments from the Weld County residents to be very important input that we will receive during
the project. It is imperative that the consultant listen to their concerns, follow-up, and address each
point of input.
We have also included one meeting for each property owner being impacted by the project; this
includes a total of 34 property owner meetings. Meeting minutes will be prepared for all property
owner meetings. As stated in the right-of-way plan preparation scope item, our team will prepare
11x17 exhibits, with an aerial photo in the background, for each of the property owners showing the
right-of-way impacts to their property.

IV. PROJECT MANAGEMENT
Coordination Meetings
Throughout the design phases a total of 17 regular team coordination meetings and 3 milestone review
meetings are anticipated. Other agencies such as the Town of Erie,utility companies and CDOT staff
will be invited to these meeting as necessary.
The purpose of the regular team coordination meetings will be to discuss project critical design issues
with Weld County Staff. Prior to each of the milestone review meetings, BWR will submit plans to the
affected agencies 14 days prior to the meetings, in accordance with the deliverables section. BWR will
conduct the milestone review meeting and prepare meeting minutes to summarize key issues discussed
and revisions to plans.
V. BID PHASE SERVICES
Since it is anticipated that Weld County Crews will construction the project no bid phase services are
included in this scope.
VI. CONSTRUCTION PHASE SERVICES
BWR will attend the pre-construction meeting. During the construction phase BWR will review shop
drawings and give consultation on any questions involving the design. Minimal effort is anticipate
during the construction phase of the project.
VII. OTHER PROFESSIONAL SERVICES
This will be a force account to allow for unforeseen items that may arise during the project design.
These items could include:
• Additional Environmental investigation,analysis,permitting
• Additional traffic analysis if required by CDOT
• Additional Mine Subsidence Mitigation
• Additional UPRR coordination
• Additional Public Involvement
• Private Utility Design.
These services can be provided on as as-needed basis with prior approval from the County. We
anticipate this item at 10%of the total design costs.
