HomeMy WebLinkAbout20052594.tiff RESOLUTION RE: APPROVE GRANT APPLICATION FOR 2006 LAW ENFORCEMENT ASSISTANCE FUNDS AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for 2006 Law Enforcement Assistance Funds from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, to the Colorado Department of Transportation, Office of Transportation Safety, commencing January 1,2006,and ending December 31,2006,with further terms and conditions being as stated in said application, and WHEREAS,after review,the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,that the GrantApplication for2006 Law EnforcementAssistance Funds from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Weld County Sheriffs Office,to the Colorado Department of Transportation, Office of Transportation Safety, be, and hereby is, approved. Yes The statistics listed above represent only those crashes investigated by the sheriffs office and the Colorado State Patrol. Further describe your present situation regarding the DUI problem within your city/county. In 2001, the Weld county Sheriff's Office was awarded a traffic grant through the Colorado Department of Transportation. Until that date, traffic enforcement and DUI enforcement were not priorities in the Weld County Sheriffs Office and were handled by the Colorado State Patrol. In 2002, the Colorado Department of Transportation awarded the Weld County Sheriffs Office a grant for $39,000 to combat drunk driving. Weld County is a large county consisting of over 4000 square miles with a diverse population of over 200,000. Many alcohol serving establishments are located in the rural areas and many of the patrons of these establishments must travel through rural areas to return to their residences. Additionally, cultural variances of some of the sub-groups and communities throughout the county encourage alcohol usage, over usage, and usage by underage drinkers. In 2004, Weld County lead the state in number of traffic fatalities with 92 fatalities, 30% which were alcohol related traffic fatalities. This year Weld County has a fatal crash rate which is approximately half of the rate of last years. There is also a corresponding reduction in the number of alcohol related traffic crashes. In 2005, the Weld County Sheriff's Office in conjunction with the Colorado State Patrol, the Weld County Chiefs of Police Association, the Greeley Police Department, and the Weld County District Attorney's Office formed the Weld County Alcohol Task Force. This group is working cooperatively to streamline alcohol arrest procedures and paperwork; building a cadre of instructors on alcohol related topics; to cooperatively develop and implement inter-agency DUI Additional pages maybe included to adequately describe PART A PART B - PROJECT PROPOSAL If you are unfamiliar with the LEAF grant application process, please refer to the LEAF APPLICATION GUIDELINES or call the State LEAF Administrator at 303 757-9462. Please state your agency's specific enforcement plans for The Heat is On! Campaign in 2006 and the DUI Checkpoint Colorado program. The Weld County Sheriff's Office and the Weld County Alcohol Task Force will participate in both the "Heat is On" campaign and the "Checkpoint Colorado" program. This will include entry of information into the official website and staffing additional officers during these events. List your funding priorities. If selected, what impact will LEAF funds have on your agency's Impaired Driving Enforcement efforts? These funds will allow the Weld County Sheriffs Office to dedicate officers for the express purpose of DUI enforcement. The Weld County Sheriff's Office will also function as an umbrella agency to fund officers from local jurisdictions to participate in DUI enforcement functions. This was done utilizing the 2005 Checkpoint Colorado funds and has been quite successful. Further describe your proposal. Describe your agency's operational commitment to DUI/DUID enforcement for 2006. Furthermore, describe other proactive efforts that your department has taken to reduce the incidence of problems associated with impaired driving. These funds will enable the sheriffs office to continue to be the umbrella agency for the Alcohol Task Force. This allows for more efficient and effective enforcement of alcohol related offenses by providing additional manpower from local agencies to conduct saturation and checkpoint activities. The sheriffs office works closely with the Drive S.M.A.R.T. Weld County group to conduct alcohol usage prevention and reduction programs to local high schools. The sheriff's office is planning to conduct two "Every Fifteen Minutes" programs in 2006. This program exposes high school students to the dangers and consequences of drunk driving. Last year the sheriff's office conducted one such program in the county and assisted to other counties with their programs. Alcohol related arrests and traffic crashes are declining within Weld County due to the increased enforcement practices made possible through the LEAF Grant. Additionally, the media campaign conducted in conjunction with the Checkpoint Colorado program has increased awareness of our enforcement efforts and further reduced the number of individuals driving while intoxicated in Weld County. PART B—PROBLEM STATEMENT—CONTINUED The sheriff's office is participating in CDOT's Drug Recognition Expert program. In addition to helping to co-host an evaluation segment of the program, we have added a additional officer as an expert and designated another officer as an instructor to assist I the program. The sheriff's office is beginning to "target"repeat offenders to keep them from driving and following the orders of the court. This will include contacting employers, insurance companies, and other individuals and organizations the might enable drivers convicted of drunk driving to continue driving. The sheriff's office will be working with alcohol servers throughout the county to provide them with training to assure that they recognize when their patrons have had enough and so that they do not overserve.
