The county imposed ones depend on the language and what happens if it is not done timely . The USR set PC language in 23 -2 -210B. 1 does say "shall set" but nowhere in the code is there any penalty if it is not set in that time frame . They cannot conduct the use until the USR is approved and there is no provision that says , for instance , if the PC does not act w/ire 60 days, their recommendation shall be deemed for approval . Does the applicant have a particular issue that could turn into a damage claim or just does not want to wait? You should try to stay within 60 day but there is ordinarily not a great risk if you do not but the more you delay the worse it gets. 2 further questions- can you go 2 weeks later at north site is there a certificate of Designation involved . The February pc hearing has pioneer on it and we weren ' t putting any other cases with it . wanted to put them out till March but they don't want. Do we need to have they sign off on putting the date out or do we have to put it on the February hearing date or can we just put them on the next available hearing date (which would be the first pc hearing in March - north office ) . This is accomplished by grinding techniques generally categorized as ambient or publications cryogenic . contact us Ambient Process home Ambient grinding can be accomplished in two ways : granulation and crackermill s . Ambient describes the temperature of the rubber or tire as it is being size reduced. Typically, the material enters the crackermill or granulator at "ambient" or room temperature . The temperature of the rubber will rise significantly during the process due to the friction generated as the material is being "torn apart. " Granulators size reduce the rubber by means of a cutting and shearing action. Product size is controlled by a screen within the machine . Screens can be changed to vary end product size , lubber particles produced in the granulation process generally have a cut surface shape, rough in texture, with similar dimensions on the cut edges . Uses for the crumb rubber or granulate produced in this process are covered in the products and applications section of the crumb rubber area. The roll configurations are what make them different. These rollers operate face-to-face in close tolerance at different speeds. Product size is controlled by the clearance between the rollers. Crackermills are low speed machines and the rubber is usually passed through 2-3 mills to achieve various particle size reductions and further liberate the steel and fiber components. The crumb rubber particles produced by the crackermill are typically long and narrow in shape and have a high surface area. Crumb or ground rubber produced in this process is used in the manufacture of numerous rubber products . These are discussed in the products and lJI cai ionic, section. S( C i.ypic & ambient grinding process Cryogenic Process Cryogenic processing refers to the use of liquid nitrogen or other materials/methods to freeze tire chips or rubber particles prior to size reduction. Most rubber becomes embrittled or "glass-like" at temperatures below - 80°F. The use of cryogenic temperatures can be applied at any stage of size reduction of scrap tires. Typically, the size of the feed material is a nominal 2 inch chip or smaller. The material is cooled in a tunnel style chamber or immersed in a "bath" of liquid nitrogen to reduce the temperature of the rubber or tire chip. The cooled rubber is ground in an impact type reduction unit, usually a hammermill. This process reduces the rubber to particles ranging from 1 /4 inch minus to 30 mesh. For scrap tire derived rubber, the steel is separated out of the product by the use of magnets . The fiber is removed by aspiration and screening . The resulting material appears shiny, has clean, fractured surfaces and low steel and fiber content due to the clean breaks between the fiber, steel, and rubber. Micromilling, also called wet-grinding, is a patented grinding process in which tiny rubber particles are further size reduced by grinding in a liquid medium, usually water, Grinding is performed between two closely spaced grinding wheels. Here ' s where I understand things to be . . . and, this is all related to the issue of whether we would issue a building permit under the current USR, not the amendment that they' ve now submitted and which you have. (See marked page .) We had put a hold on thebuilding permit, because the State, and therefore Health, had said that Tire Mtn wasn't in compliance because of a shortfall in their surety. You' ll see that Lind and Tire Mtn disputed this fact, ultimately demanding a probable cause hearing. What happened instead was that Trevor (and we) agreed to allow the Building Permit be released on the condition that the State & Health non-compliance be resolved prior to a C/0 being released. It is necessary that the probable cause hearing be scheduled as soon as possible due to the failure of the Department to respond , comment or reply, and 'the building ermit is being withheld inappropriately. It is also necessary that the probable cause hearing be scheduled so that Tire Recycling can , itself , be advised of what is stii, l lackin regarding the Financial Assurances , but the De artment has wrongfully failed and refused to provide any information . The wrongful withholding of the Building Permit is causing substantial damage to operations and equipment of Tire Recycling , Inc . Tire Recycling , Inc . agrees to waive any further notice or publication regarding the probable cause hearing . Tire Recycling, Inc (filcia Tire Mountain, Inc.) located at 12311 Weld County Rd 41 , Hudson, CO is planning to expand its tire disposal/recycling business at its Weld County facility by adding tire shredding equipment and Cryogenic Crumb Rubber equipment to manufacture crumb rubber for the athletic turf fields and the rubberized asphalt paving industry. We feel that this is a non-significant change and is in accordance with our tire disposal and recycling special use permit authorized for this property The tire shredding equipment will allow us to shred up the scrap tires into approximately 2" tire chips or a tire derived fuel CTDF) product. The TDF product can in turn be used as feedstock for our crumb rubber equipment to produce smaller ( 1 -2mm size tire chips) or cab rubber for the athletic turf field industry or the rubberized asphalt paving industry using a cryogenic process where the TDF is frozen to minus 200 degrees and broken down into the smaller ( 1 -2mm size tire chips) crumb rubber. In order to add this manufactufing equipment at our Hudson site, it will require us to construct a 120 ' x 120' COVER-ALL building to house the equipment to produce the crumb rubber on a 12 month cycle and protect the equipment from the Colorado weather. The crumb rubber is produced using a 2" minus tire chip feedstock that is cryogenically frozen and then. fractured in a hammer mill to a 14/30 mesh particle size ( 1 -2mm particle size). We have secured long term contracts to sell 20+ million pounds annually of crumb rubber, which will allow Tire Recycling, Inc. to recycle scrap tires . This crumb rubber manufacturing facility will eliminate the need to landfill approximately 1 rw 2 millions tires annually in our mono fill facility located near Hudson, CO . Our long terrn goals and objectives are to obtain additional contracts to be able to recycle 3 -4 million scrap tires per year to eventually be able to recycle all of the scrap tires that have been collected and stored at the Hudson facility over the last 25+ years.
