RE: APPROVE EXPENDITURE AUTHORIZATION FOR WORKFORCE DEVELOPMENT
PROGRAMS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Expenditure Authorization for Workforce
Development Programs between the County of Weld,State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Human Services,
Employment Services of Weld County, and the Colorado Department of Labor and Employment,
commencing April 1, 2005, and ending June 30, 2006, with further terms and conditions being as
stated in said expenditure authorization, and
WHEREAS, after review, the Board deems it advisable to approve said expenditure
authorization, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Expenditure Authorization for Workforce Development Programs
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, Employment
Services of Weld County,and the Colorado Department of Labor and Employment, be, and hereby
is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said expenditure authorization.
The above and foregoing Resolution was, on motion duly made and seconded,adopted by
the following vote on the 13th day of April, A.D., 2005 nunc pro tunc April 1, 2005.

COLORADO SUBJECT: Expenditure Authorization Requests
Enclosed for Board approval is an Expenditure Authorization (EA) requesting funds from the
Colorado Department of Labor and Employment to cover costs of presentations to local
Workforce Boards at the regional level. This EA requests FY 04 WIA 10% Technical Assistance
funds in the amount of $2,315.30 and FY 05 WIA 10% Technical Assistance funds in the
amount of $8,684.70. These funds will be used to support the costs associated with bringing in
a nationally recognized speaker who will lead the Workforce Boars involved in a discussion on
the advantages of regional collaborations that maintain local benefit and advance economic
development objectives.

CRS 24-30-202 requires that the State Controller approve all state contracts. This contract is not valid
until the State Controller, or such assistant as he may delegate, has signed it. The contractor is not
authorized to begin performance until the contract is signed and dated below. If performance begins prior
to the date below, the State of Colorado may not be obligated to pay for the goods and/or services
provided.

I. BUDGET INFORMATION and NARRATIVE:
Employment Services of Weld County will use the award of$11,000.00 of FY03 WIA 10%
Technical Assistance funds to help cover the costs associated with presentations made to local
workforce boards by Ed Barlow, a nationally recognized speaker on the future and the influences
affecting industry, organizational, professional, and community settings. Funds will be used to
help cover the costs for these presentations such as the speaking fee, airfare, hotel costs, and
food and refreshments at the presentations. Presentations will be made in the Northern Colorado
area to the Wyoming Department of Workforce Services and the Weld and Larimer Workforce
Boards; and other presentations will be made to the Workforce Boards in the Denver.

II. SCOPE OF WORK:
A. Purpose and Goal
The purpose of the presentations is to help support forums at the regional level designed to
encourage discussion around moving the workforce system into a demand driven system
through collaboration efforts among the region Workforce Boards.
B. Services to be Provided
Presentations covering the influences affecting industry, organizational, professional, and
community settings will be made in the Northern Colorado and Denver areas.
C. Projected Number of Participants to be Served
N/A
D. Expected Outcomes
It is anticipated that through their participation in these regional presentations, workforce
boards will realize the advantages of collaboration in efforts that maintain a local benefit while
leveraging resources to advance regional economic development objectives.
E. Coordination with other One-Stop Partners
Coordination will take place between Northern Colorado Workforce Boards of Weld and
Larimer Counties and the Wyoming Department of Workforce Services. Coordination will
also take place with the Denver are Workforce Boards involved in the presentations
F. Other Financial Resources to Support Program
Employment Services operates a number of programs including the Workforce Investment
Act programs. Where appropriate, other resources will be utilized to contribute to these
presentation efforts.
G. Subcontracting Arrangements
Not applicable. Weld County does not subcontract services.
