SB 125, concerning mobile home registration and taxation
This is the legislatioh which would exempt 20% of the
mobile home' s retail delivered price from assessment . The
Commissioners have opposed the Bill as it would have an
impact of approximately $1, 000,000 on assessed valuation
in Weld County. The Bill has been in Conference Committee
for the past week and a-half. CCI and the Assessors' Association
are working to get the Bill revised to a flexible rate rather
than the 20% rate or to get the Bill killed.
$60, 000, 000 Special Highway Appropriation
Weld County sent a letter to its legislators urging
their support of the appropriation . If the appropriation
is approved, Weld County anticipates receiving approximately
$600, 000 for use in re-construction and re-surfacing, of roads
and bridges in the County. 1 - a_ •

Disaster Preparedness Program Proposal
The Commissioners are sending a letter to the Legislators
urging their support of the program proposal made by Governor
Lamm to the General Assembly. Basically the Governor' s
proposal is that the Legislature give consideration to the
need for financial assistance from the State to local governments
for support of local preparedness efforts; that the Legislature
appropriate funds to the State Division of Disaster Emergency
Services for expenditure under appropriate administrative and
legislative controls and that the Legislature establish an
Interim Committee to consider, with the administration, long
range communication improvement needs for emergency management ,
and to provide a means for the Division to report to the
Legislature and to the administration on needed developments in
the Division.
Social Services Budget Appropriations
Weld County received a telephone call Tuesday, April 8, from
Harry Bowes, Director of Colorado Counties, Inc. , informing the
Commissioners of the following:
1) There are no extra monies in the Long Bill for
long-term lease counties . (This refers to counties
such as Weld, who are presently under a long-,term
lease for office space for the social services program. )
2 ) The budget for Social Services has only a 3% increase
over last year for Social Services rents for counties.
3) The travel reimbursement for Social Services is set
at 140 per mile, whereas the State passed a Bill this
session setting reimbursement at 200 per mile for other
state and county employees.

Commissioner Kirby telephoned Representative Eunice Fine
and discussed with her the impact these budget items would have
on Veld County. Mrs. Fine explained that the Legislature feels
strongly that long-term lease counties should not receive this
type of rent reimbursement . She assured Mr. Kirby that she
will , however, watch the mileage reimbursement issue and try
to rectify any inequities there.
