However, there has been no information forthcoming from county government relating to this new authority, which may have impacts on this area as important as the road improvement program that county government has been promoting. That program has been publicized with many press releases and public input meetings to make the public familiar with the intentions of the Board. The recent article in the Daily Times-Call, reporting on this subject, is confusing to say the least as to: [1] What areas is the Board projecting are to be included in the Authority. Will it include only Adler Estates; include only new subdivisions voluntarily, such as Adler and CARMA; include the present MUD district; include the planned expansion of the MUD district, include another [sherillffs department local district] or an undetermined area? [2] What will be the process for inclusion within the Authority; by an initiated vote of residents on an election ballot in an area or by submission of a petition to the Board for its approval? If by ballot, would inclusion in the Authority solely be by initiative of an area's residents or by a ballot referendum from the Board? What brings this into question is the statement in the article that: "Weld commissioners have taken a step toward adding urban-style police patrols..."which sounds proactive. [3] For established unincorporated County neighborhoods, how would the limits of the area that would vote for inclusion in the Authority be decided? [4] What has been county government's role in promoting this Authority as a devise to enhance the patrolling function of the sheriff's depaituient? It would seem that by establishing a checkerboard of areas included and not included in the Authority, and providing the additional patrol services only to those included, enforcement would be functionally difficult. As an aside, if the southwestern part of the County is to be dealt with differently by the Board from the less urbanized parts, it might be time for the Board, to reconsider equal handedly dealing differently with the needs for the preservation of open space in this part of the County.
