The Weld County Public Works Department has reviewed this proposal. This project falls primarily on the
purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division IV,
Section 23. Our comments and requirements are as follows:
COMMENTS:
WCR 66 (AA Street) is designated on the Weld County Road Classification Plan (FHU) as a collector status
road, which requires an 80-foot right-of-way at full build out. There is presently a 60-foot right-of-way. The
road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Code, Chapter
23, Article III, Section 23-3-50, the required setback is measured from the future right-of-way line.
..EQUIREMENTS:
Access: The western access is identified as a one-way entrance only. The applicant shall post a one-way
sign at the entrance to this access point due to the fact that the existing configuration of the access is not at
90* to WCR 66.
The eastern access is identified as a two-way access point. This access is paved and has a full traffic
movement in both directions. Utilize both the paved existing access points.
Off-Street Parking: The existing off-street parking spaces and access drive are all paved. The circulation is
good with identified parking areas adjacent to the existing structures.
Storm Water Drainage: To accommodate drainage from an existing developed site, the applicant is
proposing to convey via concrete pan and swale to a proposed detention pond to the west side of the addition.
The outlet structure for the proposed detention pond will discharge into an existing swale along the west
property line. The existing storm water facility will continue to be utilized for the rest of the site. The applicant
is proposing to construct a four-foot wide drainage pan to convey run-off water to the detention pond for
historical release to the outlet structure.

Environmental Health Services has reviewed this proposal for a church and private
school. We have no objections to the proposal, however, we do recommend that the
following conditions be part of any approval:
We recommend that the following requirements be incorporated into the permit as
conditions that must be met prior to issuance of building permits:
1. A stormwater discharge permit may be required for a
development/redevelopment/construction site where a contiguous or non-
contiguous land disturbance is grater than or equal to one acre in area. Contact
the Water Quality Control Division of the Colorado Department of Public Health
and Environment at www.cdphe.state.co.us/wq/PermitsUnit for more information.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in 25-12-103 C.R.S., as amended.
6. Adequate handwashing and toilet facilities shall be provided for employees,
congregation members and visitors of the facility.
7. The facility shall utilize the existing municipal sewage treatment system. (City of
Greeley)
8. The facility shall utilize the existing public water supply. (North Weld County
Water District)
9. The applicant shall comply with the Rules and Regulations Governing Schools in
the State of Colorado issued by the Colorado Department of Public Health and
Environment.
10.If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
11.The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

Site Specific Development Plan and Special Review Permit for a church and private school in the A (agricultural
zone district).
1. A building permit shall be obtained prior to the construction of any new building, addition or remodel of existing
buildings.
2. A plan review is required for each building for which a building permit is required. Plans shall include a floor
plan. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans
required when applying for each permit. Provide a Code Analysis Data sheet provided by the Weld County
Aiding Department with each Building permit application.
3. Buildings shall conform to the requirements of the various codes adopted at the time of permit application.
Currently the following has been adopted by Weld County: 2003 International Building Code; 2003 International
Mechanical Code; 2003 International Plumbing Code; 2003 International Fuel Gas Code; and the 2002 National
Electrical Code and Chapter 29 of the Weld County Code.
4. The buildings will probably be classified as A-3 (Church) and E (Educational) occupancies. Occupant loads
will be determined at the plan review. A-3 occupant loads of 300 or more require additional requirements of a
manual fire alarm system and an automatic fire sprinkler system. Fire resistance of walls and openings,
construction requirements, maximum building height and allowable areas will be reviewed at the plan review.
Setback and offset distances shall be determined by the Zoning Ordinance.
5. Building height shall be measured in accordance with the 2003 International Building Code for the purpose of
determining the maximum building size and height for various uses and types of construction and to determine
compliance with the Bulk Requirements from Chapter 27 of the Weld County Code. Building height shall be
measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset
and setback requirements. Offset and setback requirements are measured to the farthest projection from the
building.

Dear Sheri Lockman:
The Eaton Fire Protection District, Fire Prevention Bureau, has reviewed the requests for
the lots located south of and adjacent to CR 66; approximately 'A mile east of CR 37; and
has already meet with the applicant to discuss possible water supply for fire protection.
The Eaton Fire Protection District, Fire Prevention Bureau has made a Memorandum of
Understanding in order to resolve the water supply issue in the proposed building site.
The applicants have been issued a copy of this and will work directly with the Eaton Fire
Protection District and North Weld Water District on this subject. In addition, the lots
need to comply with the following requirement:
General Requirement:
• In accordance with the Uniform Fire Code (UFC, 1997 Edition), approved
numbers or addresses shall be provided for all new and existing buildings in such a
position as to be plainly visible and legible from the street or road fronting the
property.

The sheriff's office has no concerns with this Special Use Permit. The sheriff's office
would however be willing to provide a program entitled Crime Prevention through
Environmental Design to the developer. This program reduces the likelihood of criminal
activity at a specific location by"hardening" it to crime.
The Sheriff's Office lacks the ability to absorb any additional service demand without the
resources recommended in the multi-year plan provided to the Board of County
Commissioners or as indicated by growth not considered at the time the plan was
developed. I have no other comments on this proposal.

Dear Mr. Gathman,
Thank you for the opportunity to comment on this site specific development plan and use by
special review application. The City of Greeley Planning Staff has reviewed the new application
and has the following comments:
1. It should be noted that the subject property is located in the City of Greeley's Long-Range
Expected Growth Area (LREGA), as adopted by the City of Greeley 2020 Comprehensive Plan.
The LREGA includes those lands anticipated to accommodate the City of Greeley's urban
development over the next twenty years. In addition, the property is located in the Urban
Growth Area(UGA), which is the area where a full complement of land uses is to be developed
at urban densities.
2. All roof-top mechanical equipment should be screened from the view from adjacent public
right-of-way or adjacent properties. If screening the mechanical equipment is not possible, the
mechanical equipment should be painted to match the roof
3. There appears to be a structure proposed over the existing sewer main and easement. This is not
acceptable, as it will require the removal of any improvements within that easement, should
sewer repairs necessitate unearthing the existing sewer main. It appears that this conflict could
be resolved by installing a new sewer main segment that would bypass the existing sewer
manhole located in the concrete approximately where the new addition is proposed to tie into
the existing building.
4. The City of Greeley still requires clarification on how water and sewer will be serving this
property. Contact Doris Biehl, with the City of Greeley Water and Sewer Department (970-
350-9810), to discuss water and sewer options for the Church property.

5. The proposed addition should include similar roof style and pitch, window and door detail,
materials, and colors, and should be compatible with the existing buildings on the subject site.
The applicant is proposing a steel building that is not consistent with the existing buildings.
6. The access drives and parking areas should be paved with asphalt or concrete to reduce the
development's impact on air quality.
7. One parking space for every four seats should be provided on-site for the church use.
8. The existing parking lot is in poor condition at this time. It should be resurfaced and parking-
space markings should be provided so that clear identification of each parking space is
apparent.
9. Every effort should be made to maintain and keep as much of the existing landscaping as
possible.
10. Items not customarily used or stored outside or made of a material that is resistant to damage
or deterioration from exposure to the outside environment should not be placed, stored, or
maintained outside for a period in excess of twenty-four consecutive hours.
