WELD COUNTY COUNCIL L April 19, 2005 Tape 4A-2005 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Tuesday, April 19, 2005, 6:30 p.m., at the Southwest Weld County Complex, located at 4209 WCR 24 ''A, Longmont, CO. ROLL CALL: The meeting was called to order by President Chip Marks. Vice President Dwaine Kurtz, Councilman Tom Pettit, Councilman Douglas Rademacher, and Councilman Gene Stille were present, constituting a quorum of the members. Also present: Chief Deputy Assessor Chris Woodruff and Bev Thomas, council secretary. REVIEW PROGRAM: Mr. Woodruff presented a review of the Weld County Assessors Office. The presentation included an update on biennial appraisals; changes in valuations and statutory changes affecting property taxes; praise for office staff and new technology that allows records to be continuously updated between the offices of the Assessor, Clerk and Recorder, and Treasurer; improvement in the office's ability to serve county residents via its webpage and the Global Information System; the role of special taxing districts; impact of new construction and oil/gas production; and the process by which taxpayers may dispute the county's valuation of their property. AGENDA ADDITIONS/APPROVAL: The agenda was approved by consent. APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion to approve the March 15, 2005 council minutes. The motion was seconded and carried. APPROVAL OF 2005 FIRST QUARTER REPORT TO THE PEOPLE: Councilman Dwaine Kurtz made a motion to approve the 2005 first quarter Report to the People. The motion was seconded and carried. UNFINISHED BUSINESS: Updates to Council's Review Programs The council's May meeting will focus on reviewing the relationship between Weld County and Affiliated Computer Services (ACS.) President Chip Marks will get a progress report from Commissioner Chairman Bill Jerke and Councilmen Rademacher and Stille will meet with Sheriff Cooke. 2005-1563 Weld County Council Minutes April 19,2005 Page 2 of 2 NEW BUSINESS: May 9, 2005 ACS Briefing Councilmen Kurtz and Pettit will attend the May 9, 2005 ACS briefing. Councilman Douglas Rademacher is tentative. Payment of the Bills Councilman Douglas Rademacher made a motion to pay the bills as listed: Mileage for Councilman Chip Marks $ 23.10 Mileage for Councilman Tom Pettit $ 31.96 Mileage for Councilman Gene Stille $ 35.81 Invoice from Greeley Tribune $111.00 The motion was seconded and carried. ADJOURNMENT: Councilman Douglas Rademacher made a motion to adjourn the meeting. The motion was seconded and carried. The meeting was adjourned at 8:15 p.m. May 17, 2005 filbda.-7 Date Approved Chip M s, Council President Beverly Thomas, Council Secretary WELD COUNTY COUNCIL r ` ' F; RESOLUTION 149 May 17, 2005 RE: RECOGNITION OF DOUGLAS RADEMACHER WHEREAS, Douglas Rademacher was first elected to the Weld County Council in 2000; was reelected in 2004; and, WHEREAS, Douglas Rademacher served on the Weld County Council through April 25, 2005; and, WHEREAS, he has contributed more than four years of his time and effort in attending to the affairs of the Weld County Council; and, WHEREAS, the public service of Douglas Rademacher was a valuable asset to the Weld County Council; and, WHEREAS, it is fitting and proper that the people of Weld County express their thanks and gratitude to Douglas Rademacher who has assisted in the implementation of the powers and procedures of the Weld County Council; NOW, THEREFORE, BE IT RESOLVED, that the people of Weld County, Colorado, through the present Weld County Council, do hereby express their appreciation to Douglas Rademacher for his dedicated and valuable service on behalf of good government in Weld County, Colorado, as a member of the Weld County Council under Home Rule in Weld County, Colorado. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 17th day of May 2005.
