RE: SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT#1505
FOR AN AIRSTRIP IN THE A (AGRICULTURAL) ZONE DISTRICT - RUSSELL AND
ANGELA REED
A public hearing was conducted on May 18, 2005, at 10:30 a.m., with the following present:
Commissioner William H. Jerke, Chair
Commissioner M. J. Geile, Pro-Tem

Commissioner Robert D. Masden

The following business was transacted:
I hereby certify that pursuant to a notice dated April 29,2005,and duly published May 4,2005,in the
Fort Lupton Press,a public hearing was conducted to consider the request of Russell and Angela
Reed fora Site Specific Development Plan and Use by Special Review Permit#1505 for an Airstrip
in the A(Agricultural)Zone District. Lee Morrison,Assistant County Attorney, made this a matter
of record. Sheri Lockman, Department of Planning Services, presented a brief summary of the
proposal and entered the favorable recommendation of the Planning Commission into the record
as written. Ms. Lockman gave a brief description of the location of the site and surrounding land
uses. She stated nine referral agencies reviewed this proposal, seven responded favorably or
provided comments that have been addressed in the Conditions of Approval and Development
Standards,staff did not receive a response from the Nunn Fire Protection District or Sheriffs Office,
and no correspondence was received from surrounding property owners. She displayed
photographs of the site and surrounding area,and stated Condition#1.A can be deleted because
the applicant has completed the requirements.
Char Davis, Department of Public Health and Environment,stated there will be no employees,and
the site will be serviced by a domestic well and permitted septic system for the home.
Donald Carroll, Department of Public Works,stated there is a Nonexclusive License Agreement for
the access on Weld County Road 21,which was approved March 12,2001. He stated the property
is approximately 80 acres, the airstrip will be for the sole use of the owner, the runway is mowed
grass,and there is natural drainage in the area. Responding to Chair Jerke, Ms. Lockman stated
the Use by Special Review Permit (USR) is not limited to this property owner.

Russell Reed, applicant,stated this airstrip will be for private use only; he will not be conducting a
commercial operation. Responding to Commissioner Geile,Mr. Reed stated the Federal Aviation
Administration (FAA) paperwork will be submitted upon approval of the USR permit, and it
addresses issues such as airspace and heights. Responding to Commissioner Masden, Mr. Reed
stated the pole barn will become a hangar once building permits are complete. Responding to
Commissioner Vaad, Mr. Reed stated Bellmoore Farms has an airstrip located west of the Town
of Nunn. Ms. Lockman stated that airstrip predates the zoning regulations and does not have a USR
permit.
No public testimony was offered concerning this matter. Responding to Chair Jerke, Mr. Reed
stated he has reviewed and concurs with the Conditions of Approval and Development Standards
as proposed and modified.
Commissioner Long moved to approve the request of Russell and Angela Reed for a Site Specific
Development Plan and Use by Special Review Permit#1505 for an Airstrip in the A(Agricultural)
Zone District,based on the recommendations of the Planning staff and the Planning Commission,
with the Conditions of Approval and Development Standards as entered into the record. His motion
also included the deletion of Condition of Approval#1.A and relettering as appropriate. The motion
was seconded by Commissioner Masden, and it carried unanimously. There being no further
discussion, the hearing was completed at 11:05 a.m.
This Certification was approved on the 23rd day of May 2005.
