SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR)
QUESTIONNAIRE
1. The property is to be used as the primary residence of Chad & Angela Lease and
myself in two separate single-family residences(SFR's), along with all other normal
activities associated with such use. This also includes the housing and feeding of
100-150 head of newborn to 1 year old cattle, and all associated activities such as
storage of feed and loading and unloading of said cattle.
2. Weld county is an agricultural county that looks to promote and preserve this way of
life. This USR will allow me to continue to raise cattle and live a farming based
lifestyle that is consistent with the intent of chapter 22 and what I have enjoyed for
the last 36 years.
3. The agricultural zoning allows for the raising and housing of livestock with the
option of a USR when numbers exceed those established in the current zoning
regulations. It thus is in balance with the zoning district it is in and also the
regulations established for such an operation.
4. The surrounding area consists of single-family residences with the raising of
livestock as well as farming. The use of the property will remain the same as it
has since 1968 and be in harmony with the neighborhood. The residents of the
surrounding lots support the idea and have written letters stating as such that were
submitted to the planning department during the application for a nonconforming
use.
5A. A family of three will live in the new SFR on the South half and I will live in the
second house on the North half of lot. The existing SFR on the south half will be
removed no later than 30 days after the certificate of occupancy (CO) is issued for
the new SFR as agreed to by the building department.
B. There are currently no employees, but a possibility of as many as 2 in the future.
C. The hours of operation will be from sunrise to 1 hour after sunset year round.
D. Two SFR's, three existing barns, one detached garage to be built in the future,
along with multiple mobile igloo like pens for the housing of smaller calves.
E. Two horses on the South half of the lot, 100-150 calves newborn to 1 year old on
the North half of the lot.
F. Passenger vehicles along with limited amounts of agricultural equipment.
G. Mountain View Fire Protection District
H. Two existing taps from Left Hand Water, no irrigation water for property.
I. Two existing ISDS's, one of which will be properly abandoned when existing house
is moved off the property. There is also a permit for a new ISDS for the new SFR
that is to be built.
J. Storage of feed and hay for livestock.
6. No new landscaping except in areas that are disturbed by construction.
7. When property is sold or operations are suspended the property will have all loose
manure removed and pen areas will be sufficiently tilled under.
8. New culvert's at access points with no current drainage plans other than preventing
runoff from entering adjacent properties.
9. The site has existed since 1969 in similar form with very little changes proposed,
this application for USR is because insufficient evidence is present for a
nonconforming use per the planning department.
10. ISDS for SFR's with manure being removed from pens as needed and discarded
by spreading on the unused back portion of lot or loaded and trucked off of
property.
