Dear Don,
Enclosed is a copy of a letter which the city sent to Hewlett-
Packard on August 1. The city feels that 71st Avenue will ulti-
mately be built after the Hewlett-Packard site is annexed to the
city. Consequently, we have requested that 71st Avenue be built
to existing city standards . We propose to use mainly E.D.A.
funds to upgrade the street. A cost breakdown is listed in the
attached letter. Since the County has pledged $50, 000 to Hewlett-
Packard toward street improvements for 71st Avenue , we wish to
verify the County' s willingness to participate at the same level
for an upgraded road largely at federal expense. We assume that
since the County has joined the city in applying for E .D.A. funds ,
that the County will not object to this arrangement.
Would you please present this information to the Board for
official action? If my attendance is desired, please let me
know. I expect to receive a letter from Ann Bamesberger con-
firming her concurrence with the proposal. I will see that a
copy is forwarded to you immediately. In the meantime , if I
can answer further questions , please call.

Dear Ms. Bamesberger:
With reference to our meeting of July 24 in Greeley, the city
was requested to provide the anticipated scheduling and project
costs which were discussed with you. As you are aware, the
city has received preliminary approval for an E.D.A. Title 9
grant amounting to $2 million. This grant opens up opportuni-
ties which we believe to be mutually beneficial . We discussed
with you our plans to annex your site prior to November 1. It
appears that the construction of 71st Avenue from 4th Street
to U.S. Highway 34 will be completed after the site is in our
city limits . Consequently, since city standards would require
an arterial size street as opposed to a two lane highway, it
would make eminent sense to construct 71st Avenue to city
specifications now instead of rebuilding or widening the street
later on at your expense. You raised an issue regarding the
high voltage power lines which would have to be relocated to
accommodate a four-lane arterial street. Our talks with Home
Light and Power have led us to conclude that they will re-
locate the line to the west side of your site at no cost to
Hewlett-Packard. We understand that you would incur additional
expense for your phase 1 development plans if the power lines
are relocated at this time. To mitigate this cost the city may
be willing to absorb the design costs for 71st Avenue . We
would like to discuss this possible trade off further at your
convenience.
We understand that you view the E.D.A. grant as a potential
complication to project timing . Consequently, you requested
a written commitment with regard to your accelerated schedule.

Please be advised that the cityfully intends to have all work
completed to honor our June 23 , 1980 , agreement by November 1,
1981. With reference to water and sewer utility service , the
design is currently well advanced. We will have the design
complete and bid the projects by March, 1981. Both lines will
be completed and operational by November 1, 1981. If more in-
formation is needed on either line , please let us know.
You requested more specific information relating to 71st Avenue .
The following table accurately depicts our time estimates for
the street improvements.
August 30 Final decision to participate in E.D.A.
grant.
September 1 Final selection of engineering design firm
and notice to proceed with project
November 30 Final design complete
March 1 Advertise for construction bids

We understand that the County will have to agree to use their
$50, 000 for this purpose. Since they are a co-applicant for
the E.D.A. grant, we are confident they will not object if
Hewlett-Packard agrees to the proposal.

you raised on July 24 . Please call after you have digested
the contents so we can get your reaction to what is outlined.
