BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
OCTOBER 10, 2005

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, October 10, 2005, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair Pro-Tern and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner William H. Jerke, Chair- EXCUSED
Commissioner M. J. Geile, Pro-Tern
Commissioner David E. Long
Commissioner Robert D. Masden - EXCUSED
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Jenny VanEgdom
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of October 5, 2005, as printed. Commissioner Vaad seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $66,356.81. Commissioner Vaad moved to approve the warrants as
presented by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISION TO OPERATIONS MANUAL,SECTION 11.000, COMPUTERAND EQUIPMENT
POLICIES AND PROCEDURES: Judy Griego, Director of Social Services, stated the revision will allow
child support enforcement staff to access birth records to establish paternity. She stated the Colorado
Division of Child Support Enforcement entered into an Agreement with the Colorado Department of Public
Health and Environment, Division of Vital Records to provide for more restrictive access to birth records.
She further stated staff accessing the birth records must pass a criminal background check. Responding
to Commissioner Vaad, Ms. Griego stated she is not aware of any controversy regarding the matter.
Commissioner Long moved to approve said revision. The motion,which was seconded by Commissioner
Vaad, carried unanimously.

CONSIDER REVISION TO OPERATIONS MANUAL,SECTION 8.000,BUSINESS OFFICE POLICIES AND
PROCEDURES: Ms Griego stated Social Services staff will replace the current purchasing policies for the
Chafee Foster Care Independence Program with the Weld County Purchasing Card (P-card) Program
Policy and Procedures Manual, dated June, 2005. Commissioner Vaad moved to approve said revision.
The motion, which was seconded by Commissioner Long, carried unanimously.
CONSIDER REVISION TO OPERATIONS MANUAL,SECTION 3.000,ASSISTANCE PAYMENTS DIVISION
POLICIES AND PROCEDURES: Ms.Griego stated the revision provides a negotiated definition of a CBMS
System error. Commissioner Long moved to approve said revision. The motion,which was seconded by
Commissioner Vaad, carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:05 a.m.
