HomeMy WebLinkAbout20053642.tiff RESOLUTION RE: APPROVE REVISIONS TO FEE SCHEDULES FOR FEES COLLECTED BY THE WELD COUNTY DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,a public hearing was held on the 19th day of December, 2005, at 9:00 a.m., in the Chambers of the Board for the purpose of considering increased fee schedules for fees collected by the Weld County Department of Department of Public Health and Environment, and WHEREAS,at said hearing, and after study and review, the Board deems it advisable to approve the proposed revisions,effective January 1,2006,copies of which are attached hereto and incorporated herein by reference. NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,that the revised fee schedules for fees collected by the Weld County Department of Health Services, as attached hereto, be, and hereby are, approved, effective January 1, 2006. The above and foregoing Resolution was,on motion duly made and seconded,adopted by the following vote on the 19th day of December, A.D., 2005. Enclosure Memorandum TO: Mark Wallace DATE: October 14, 2005 ink COLORADO FROM: Trevor Jiricek SUBJECT: New and Proposed Fee Increases for 2006 After reviewing all of the EH Division fee's we are proposing several modifications and new fee's be established. The modifications and new fee's are outlined in this memo and attachments(lab and HHW). We had discussed the fee's associated with child care centers,however, after discussing the fee's with Don Warden, assessing fee's in other front range Counties,and recalling the hesitancy on the part of the BOCC in establishing the initial fee,we are not requesting any increase to those fee's. You may want to discuss this with our commissioner coordinator? Please holler at me if you have any questions. EXISTING FEE'S (EXCEPT LAB FEE'S) BEING REQUESTED TO BE INCREASED: 1) Tatto Parlor License. Requesting to increase fee from$150 to $212.50. The new fee would allow the Department to recover 100% of costs associated with the licensing process as allowed by the Weld County Code. Note: This fee was created in early 2002 concurrent with the ordinance to regulate body art facilities. This is the first time our Department has requested an increase in this fee. 2) Septic Permits for Residential Structures(New and Repair). Requesting to increase fee from $400 to$470. The new fee would allow the Department to recover approximately 100%of costs associated with the permitting and installation process as allowed by 25-10-107, CRS. See attached table of permit fee's for front range counties. Please note that the CRS allows that County's can recover up to but not over 100% of actual costs. After reviewing fee's assessed in other front range counties I am convinced that we are very efficient at delivering this service. Note: This fee was last increased in January 2004 from$375 to $400. 3) Existing septic system inspections (ISDS and Loan Evaluations). Requesting to increase fee from $100 to$150. The new fee would allow the Department to recover 100%of costs associated with these inspections. Note: These fee's were last increased in January 2003 from$95 to$100. NEW PROPOSED FEE'S: 1) Septic Re-Inspection Fee-$50. EHS is proposing a new fee per Section 30-2-120 of the County Code pertaining to septic systems. This is a re-inspection fee established to charge those individuals that continually request re-inspections by staff without actually conducting any new work. The intent of the fee is to deter individuals from abusing the system by requesting re-inspections hoping that a different staff person may approve the system without conducting additional work. 2) New or Repair Permit for Commercial Septic System-$600. This is a new fee. Approximately 4%of systems installed are for commercial operations. Because each commercial septic system must be designed for unique conditions EHS staff spend significantly more time evaluating commercial systems than residential systems. Additionally,staff must prepare recommendations and present these systems to the BOH for review and approval. 3) Minor Repair Permit-$100. This is a new fee. Many times a year clients need to make minor modifications,ie. connection of a new garage or replacement of a d-box, to an existing septic system where the repair is so minor that we haven't charged the New/Repair fee but that work(evaluation and m 5 site visit) is required by our staff. This fee would help to offset the cost of performing this service. 4) Child Care Center Plan Review Fee-$35/hour. EHS is proposing a new fee for the review of Child Care Center plans. The Division is occasionally approached by contractors or prospective owners of Child Care Centers and asked to review plans for new centers for their compliance with Rules and Regulations Governing the Health and Sanitation of Child Care Facilities in the State of Colorado (6 CCR 1010-7). The fee would recover staff time for review of the plans. Fee's for 2006 Page 2 of 3 5) New Metals Analysis Fee's—With the recent purchase of the atomic absorption spectrometer we now have the ability to conduct additional metals analysis. As such,we are requesting new fee's be established so that the analysis can be available for the public. They are: a. Mercury$18.00 b. Barium$18.00 c. Selenium$18.00 d. Arsenic$18.00 e. Cadmium$18.00 6) Syphilis Tests—The Department is currently conducting these tests for our internal purposes. Establishing a fee would allow the laboratory the ability to offer this testing to other Health Departments in our region—possibly in concert with GC testing. a. RPR Screen Test$5.00 b. RPR Titer for Positives $10.00 c. FTA Confirmation Test$12.00 7) ****Methamphetamine Program Fee's— These fee's will support the services required as a part of the new rules adopted into the Weld County Code: a. Methamphetamine Lab Assessment Fee$75.00 b. Methamphetamine Lab Decontamination Permit$200.00 (covers up to 5 hours of staff time - review and inspection activities in excess of 5 hours will be billed at an hourly rate) c. Methamphetamine Lab—Hourly Rate $35.00/hour d. Methamphetamine Lab Post Clean-up Sampling(if necessary)—Any necessary decontamination sampling and analysis will be billed at the market rate plus staff time. These fee's would allow the Department to recover costs associated with the recently adopted Rules and Regulations for Methamphetamine Laboratory Cleanup(Chapter 14 of the WCC). ****these fee's we're approved by the BOCC in hearing on October 17,2005—placed here to make sure they are carried forward on the 2006 fee schedule.
