WELD COUNTY COUNCIL
December 20, 2005

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Tuesday, December 20, 2005, 6:30 p.m., at Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Chip Marks. Vice President
Dwaine Kurtz, Councilman Tom Pettit and Councilman Gene Stille were present
constituting a quorum of the members. Councilwoman Ginny Buczek was excused. Also
present: Bev Thomas, council secretary.
AGENDA ADDITIONS/APPROVAL: Councilman Gene Stille made a motion to approve
the agenda as printed. The motion was seconded and carried.
APPROVAL OF MINUTES: The November 15, 2005 Weld County Council minutes were
approved by a unanimous vote of council members.
PUBLIC COMMENT: There was no public comment.
UNFINISHED BUSINESS:
Review & Edit Resolution 151 to Set Day for 2006 Council Meetings
The council approved a draft of Council Resolution 151 for adoption at the council's
January 2006 meeting.
Review Weld County Council's Candidate's Petition Work Sheet
Council members reviewed the candidate's petition worksheet and committed to send
corrections and additions to the council office before the January 2006 council meeting.
NEW BUSINESS:
Recommendation RE: Attendance at Weld County Elected Officials Meetings
Councilman Gene Stille reported at the December 14 Elected Officials meeting he was
asked by the officials there, all five commissioners were absent, to initiate consideration
of a guideline for meetings when the host is unable to attend. Councilman Stille will
take the following suggestions to the first 2006 Elected Officials meeting: When a host
will not be at the meeting, his representative should have a brief agenda of items to be
covered and run the meeting. It is understood Elected Officials meetings are informal,
but very informative to keep all departments apprised of others' activities and concerns.
ACS Monthly Briefings Replaced by Written Reports
As of the December 12 ACS meeting, the ACS reports usually disbursed at these monthly
meetings will be sent directly to the County Council.

Communication to/from Steve Moreno RE: Voting Centers
Council members discussed the letter to Mr. Steve Moreno regarding the lack of a voting
center for the November 2005 election in Hudson, CO. Council members complimented
Mr. Moreno's handling of the 2005 election and noted the 2005 voting centers' locations
are not set in stone.
COORDINATOR REPORTS:
Southwest Weld County Roads
Vice President Dwaine Kurtz complimented Weld County resident Mr. Al Roberts who
researched and verified road work done near Mead, CO by Weld County employees was
done only on roads owned by Weld County with one exception. One road adjacent to
Mead is jointly owned by Weld County and the town of Mead. Work on this project will be
done with expenses shared between Weld County and the town of Mead. Councilman
Kurtz noted Commissioner Vaad was apprised of Mr. Roberts' research.
Pay Bills: Councilman Tom Pettit made a motion to pay the bill as listed:
Mileage for President Chip Marks $34.02
Mileage for Councilman Tom Pettit $11.75
Mileage for Councilman Gene Stille $16.61
Windsor Beacon Subscription Invoice $24.95
The motion was seconded and carried.
CLOSING REMARKS: Councilman Stille said, with regret, he would have to be excused
from the January 16, 2005 Weld County Council meeting.
ADJOURNMENT: Councilman Dwaine Kurtz made a motion to adjourn the meeting at
7:20 p.m. The motion was seconded and carried.
