HomeMy WebLinkAbout20051052 RESOLUTION RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with Revisions to Section 6.000,Colorado Works in Weld County and Child Care Policies and Procedures, for the Department of Social Services Operations Manual, and WHEREAS,after review,the Board deems it advisable to approve said revisions,copies of which are attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,ex-officio Board of Social Services,that the Revisions to Section 6.000,Colorado Works in Weld County and Child Care Policies and Procedures for the Department of Social Services Operations Manual, be, and hereby are, approved. Griego, Director, Social Services 13019 Lfrtr RE: Revisions to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, Weld County Department of Social Services Operations Manual Enclosed for Board approval is a revision to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures,Weld County Department of Social Services Operations Manual. This revision was reviewed and discussed at the Board's Work Sessions held on March 9, 2005. The revision adds Section 6.038, Supportive Services and Transportation Development Program for Colorado Works Families. This new program is under the provisions of a Community Investment Program, which allows the Board to invest in new programs under the Colorado Works or TANF Program. This program deals with CBMS issues concerning transportation services for client specific cases in Colorado Works and provides an alternative to the current CBMS process. 1. The program promotes more comprehensive resource planning by Employment Services under the Weld County Division of Human Services for clients. Clients will be provided services to meet their current and future transportation, supportive services,housing, and other related needs to obtain and retain employment. 2. The Department will provide a one-time fee of$100,000 for services by March 28, 2005, to be provided to Employment Services for a two-year period ending June 30, 2006. If you have any questions,please telephone me at extension 6510. 2005-1052 6.038 Investment for Supportive Services and Transportation Development Program for Colorado Works Families Revised 3/05 6.038.1 General Organization The provision of employment support services and transportation assistance for participating and working Colorado Works families involves two county departments and a county advisory committee as follows. A. The Weld County Department of Social Services(Department). B. The Weld County Division of Human Services(Human Services)on behalf of the Weld County Mini-Bus Transportation(Mini-Bus) and Employment Services of Weld County the Colorado Workforce Center for Weld County. C. The Weld County Workforce Development Board (Workforce Board), which is an advisory Board to Employment Services of Weld County and the Board of County Commissioners. 6.038.2 General Description A. Rural transportation access in Weld County, which encompasses a 4,002 square mile area, is crucial to working parents and their families. B. Human Services administers two major programs as follows: 1. Mini-Bus that provides rural transportation for seniors and rural/urban transportation for Migrant Head Start and Head Start families. 2. Employment Services of Weld County,the Colorado Workforce Center for Weld County. C. The Division of Human Services and the Department wish to develop a program designed to assist Colorado Works Clients with a short-term and long-term Supportive Services and Transportation Development Program for the purposes of: 1. Obtaining and retaining employment and child care services. 2. Increasing the ability of working adults to budget and plan for supportive service and transportation needs. D. Actual child care services or reimbursement of such will be allowed under section 6.034 of the Depai luient's Operations Manual. 6.038.3 Eligibility Criteria A. Working adults with children who are applicants and recipients of Colorado Works and who are referred by the Department. B. Participating adults with children who are applicants and/or recipients of Colorado Works and referred by the Department. 6.038.4 Functions of the Department A. The Department will assist,at the request of the Weld County Workforce Development Board and the Division of Human Services, in the development of outcomes for the program. B. The Department will be responsible for identifying and referring eligible participants and working adults with children who may benefit from the Supportive Services and Transportation Development Program. This referral process will be the same as is currently used for applicants and recipients engaged in work activities. 6.038.5 Functions of Human Services A. The Division of Human Services, through Employment Services of Weld County, shall arrange for the direct delivery or purchase of transportation services, housing assistance or other supportive services for Colorado Works participants and coordinate services with the Medicaid Broker to ensure that transportation is not duplicated with Colorado Works resources. B. The Division of Human Services will design a Supportive Services and Transportation Development Program which will assess and address the various issues that Colorado Works families face when trying to make decisions about their living expenses and how best to meet their short term and long-term needs. This Program will be developed by the end of June 30, 2006, and serve a minimum of 150 clients. This Program will address the following areas. 1. Assisting working parents in acquiring childcare services which will support their obtaining and retaining employment. 2. The provision of budget planning resources or classes designed to increase the clients' skills in making decisions about their living expenses. This process will include a review of resources and the alternatives available to address housing, supportive services, and transportation needs and focus on better utilization of existing resources to ensure better planning by clients to access quality and safe transportation alternatives, especially for children, and other supportive services. The goal of this activity will be to encourage better decision- making plans by clients to ensure that they are managing their living expenses more effectively to enable them to purchase housing, transportation, and/or support services on an ongoing basis, with a target for at least one year after the termination of services. 3. Explore various options that families may access to address their short and long term transportation needs. This will include the identification of the cost feasibility for each option and also include the exploration and transportation, and/or support services on an ongoing basis, with a target for at least one year after the termination of services. 3. Human Services will accept the final responsibility,both fiscally and administratively, in developing and implementing the Support Services and Transportation Development Program for Colorado Works clients. D. Human Services will maintain records, associated with this project, for four years for audit purposes and in accordance with instructions of the Department. 6.038.6 Functions of the Workforce Board A. The Workforce Board will guide, oversee, and evaluate the implementation of the Supportive Service and Transportation Development Program. B. At a minimum, the Workforce Board will: 1. Establish measurement standards by June 30, 2005,and review 6 month outcomes for each function identified in Section 6.038.5 of the Department's Operations Manual. 2. Identify the number of Colorado Works clients who obtained employment and have been able to maintain employment for a one year period from the point of employment as a result of increased supportive services access. 4. Establish by June 30, 2006, an ongoing plan regarding the development of a Family Resource Planning Guide to address the alternatives and strategies for working families. 5. Establish a more effective linkage with the Medicaid Transportation System to ensure non-duplication of transportation systems. 6.038.7 Investment Authority through Transfer of Funds for a Support Services and Transportation Development Program for Colorado Works Families with Human Services A. The Department will pay Human Services an amount not to exceed$100,000 for the period ending June 30, 2005, to pay for a portion of the start-up costs associated with the development of this Program. This program will be funded under a one-year plan which will end June 30, 2006. B. If Human Services is not able to meet the enrollment targets identified in Section 6.034, Human Services agrees to return $100,000 to the Department by July 30, 2006. C. Human Services will bill the Department for the start up costs associated with the Support Services and Transportation Development Program before March 31, 2005. Hello
