WELD COUNTY COUNCIL-:
March 15, 2005

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Tuesday, March 15, 2005, 6:30 p.m., at Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Chip Marks. Vice
President Dwaine Kurtz, Councilman Tom Pettit, Councilman Douglas Rademacher,
and Councilman Gene Stille were present, constituting a quorum of the members. Also
present: Weld County Elections Manager Rudy Santos, Clerk & Recorder Chief Deputy
Gaye Hedin, and Bev Thomas, council secretary. Councilman Gene Stille was excused .
at 7:30 p.m.
REVIEW PROGRAM: Weld County Elections Manager Rudy Santos presented a
review of Weld County's 2004 Elections. Council members complimented Rudy and his
staff on the work they do to inform the public and facilitate smooth running elections.
AGENDA ADDITIONS/APPROVAL: The agenda was approved by consent with one
addition to the agenda since its previous printing.
APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion to
approve the February 15, 2005 council minutes. The motion was seconded and carried.
PUBLIC COMMENT: There was no public comment.
UNFINISHED BUSINESS:
Sheriff Cooke's February 15, 2005 Presentation to the Council
Council members discussed the concerns Sheriff Cooke presented regarding the
county's computer breach. ACS is giving monthly briefings to Don Warden, County
Commissioners, and the Council members. Council members expressed their desire to
assure council representation at these briefings through 2005, and to continue to be
vigilant in reviewing the county's computer services.
2005 Council Meeting Review Programs
The Council updated its review programs through 2005.

NEW BUSINESS:
Appointments and Announcements
It was noted that the March ACS briefing was attended by Councilmen Pettit, Stille, and
• Rademacher, and the April 4, 2005 ACS briefing will be attended by Councilmen Kurtz,
• Pettit and Rademacher. •

Water Leasing by Board of County Commissioners
Councilmen voiced their approval of the water leasing arrangements approved by the
Board of County Commissioners in November 2004, and recommended the acquisition
of surface water by these means for the county's future.

Councilmen Kurtz, Stille, and Rademacher reported on the topics covered at the March
14 Elected Officials Meeting. Councilmen Pettit, Stille, and Rademacher reported on
the March 14 ACS briefing.
Payment of the Bills
It was reported the $95 charge to make two copies of the council's February 15,
meeting tape would be split between the County Commissioners and ACS as they had
requested the tape copies.
Vice President Dwaine Kurtz made a motion to pay the bills as listed.

The motion was seconded and approved.
