CALL TO ORDER:
Jason Maxey, President, called the meeting to order at 3:05 p.m.
APPROVE MINUTES OF APRIL 14, 2025
By motion duly made by Travis DePorter, and seconded by Jason Maxey, the minutes of
April 14, 2025, were approved unanimously. The July meeting was canceled, so no minutes were
presented for July.
PRESENTATION OF 2024 AUDIT:
Controller, Rusty Williams presented the 2024 audit of the Federal Mineral Lease District,
noting that no findings were noted by the auditors. Also noted that FML Revenue decreased from
2023 by over half a million dollars, and the fund balance did decrease at the end of the year.
Travis DePorter motioned to accept the audit as presented and Jason Maxey seconded the
motion. The audit was accepted unanimously.
PRESENTATIONS OF 2026 FUNDING REQUESTS
Curtis Hall presented the Haul Route Requests totaling $3.03 million of expenditures that
these funds will assist with for the completion of CR 77 between CR 114 and CR 122. Expenses
clearly exceed the expected revenue of $1,100,000, and no issues were noted with this project.
Dan Joseph presented the anticipated budget for the Water Testing program, noting supplies of
approximately $15,570, Services of approximately $20,025 and up to 0.36 FTE, totaling $44,800
for a total budget in 2026 of$80,575. The overall number of samples tested exceed 1,100, and
none have found excessive traces of oil or gas impact. The question came up as to the capacity
of the program, and possible future uses of these dollars. Dan indicated the Health Department
has the capacity to test significantly more than what they do each year. The Health Department
plans on an outreach campaign in 2026 to test more samples. If the number of tests being
conducted drops significantly, the Health Department can pivot into new lines of testing with the
moneys if deemed valuable to residents and the FML board.

PRESENTATION OF 2026 BUDGET:
Jennifer Oftelie presented the prepared 2026 Federal Mineral Lease budget with total
expenses of $1,184,275, revenues of $1,020,000, and a fund balance of $1,356,702. This
includes the presentations made prior by Public Works and Environmental Health and includes
an additional $3,100 for the annual audit and $600 for administrative expenses. Revenues are
continuing to decline, and staff wanted to ensure that Public Works received as much money as
possible in 2026 for their project and warned the board that they anticipate the program getting
smaller in future years. The presentation of the budget was properly noticed, and there was no
public input. As a result, the motion to adopt the budget as presented was made by Travis
DePorter and seconded by Jason Maxey. The budget was adopted unanimously. Next, staff
asked for the resolution to appropriate the money as presented be made, and the motion was
made by Travis DePorter, and seconded by Jason Maxey. The resolution to appropriate the
money in 2026 was voted on and passed unanimously.
DISCUSS 2026 PROPOSED MEETING DATES
Jason Maxey presented the proposed dates remain the second Monday of the month,
once each quarter, as presented by staff. By motion duly made by Travis DePorter, and seconded
by Jason Maxey, the schedule was approved.
OTHER BUSINESS:
No other business was presented to the board.
There was no other business to come before the Board.

The next meeting date is January 12, 2026, at 3:00 p.m.
