The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
August 7, 1980, at 1:30 p.m.
ROLL CALL
The following members were present:
Councilman Ralph Waldo, Jr. , President
Councilman Howard Foster
Councilman Floyd Oliver
Also present were Sandy Hunter and Don Warden (until 2:00 p.m.), three members
of the press, and Council secretary, Susan Elton.
APPROVAL OF MINUTES
Councilman Floyd Oliver made a motion to approve the minutes from the
July 3, 1980 meeting of the Weld County Council as written. Councilman
Howard Foster seconded the motion and it passed unanimously.
NEW BUSINESS
Augustine Associates review of the Management System. Sandy Hunter and
Don Warden were present to discuss this review with the Council.
1981 Budget Proposal. Council members examined the proposed 1981 budget.
Mr. Howard Foster made a motion that the budget for Council for 1981 be approved
and signed by the Council President. Mr. Floyd Oliver seconded the motion.
Motion passed unanimously.
1980 Objective Tracking Statement Progress Sheet. The Council decided
to complete this report at the September meeting when all members were present.
CORRESPONDENCE
Letter from Robert Ray. The Council discussed the letter from Robert
Ray. Mr. Ray has reviewed his opinion to the Weld .County Council dated February 6,
1979, and the one from the Weld County Attorney's office concerning the length
of time which appointed council persons should serve. It was his conclusion that
the opinion of the Weld County Attorney's office would more likely be sustained
in a court action than would his. It was his recommendation that the Weld County
Council take the position that any appointed council persons shall serve only
until the next general election.
Floyd Oliver made a motion with Howard Foster seconding it that the Council
accept Mr. Ray's current opinion regarding this matter. Motion passed unimously.
Audit letter from Anderson 8 Whitney and Management Response. Council
invited Don Warden to attend the September 4 meeting of the Weld County Council
to discuss this report.
Letter and map of East Eaton from Wayne Smyth. Council members looked
over this map which shows which streets in East Eaton are maintained by the County.
No further decisions were made concerning this matter.
DELETIONS TO THE AGENDA
The Council office has not received the proposed Charter Amunendment from
Robert Ray regarding the land ordinance. Postponed until September 4, 1980.
Executive session with the investigator fran Stanley Smith Securities, Inc.
postponed until September 4, 1980.

ADJOURNMENT
There was no further business. Upon motion made and seconded, the
meeting was adjourned. The time of adjournment was 2:32 p.m. , August 7, 1980.
The next meeting is September 4, 1980.
