RE: APPROVE REVISED FEES FOR DEPARTMENT OF PUBLIC HEALTH AND
ENVIRONMENT AND NURSING DIVISION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with revised fees for the Weld County
Department of Public Health and Nursing Division, and
WHEREAS, after review, the Board deems it advisable to approve said fees, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the revised fees for the Weld County Department of Public Health
and Environment and Nursing Division be, and hereby are, approved.
BE IT FURTHER ORDAINED by the Board that the Clerk to the Board be, and hereby
is, directed to include said revised fees in the next supplement to the Weld County Code with
the amendments contained herein, to coincide with chapters, articles, divisions, sections, and
sub-sections as they currently exist within said Code; and to resolve any inconsistencies
regarding capitalization, grammar, and numbering or placement of chapters, articles, divisions,
sections, and sub-sections in said Code.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 11th day of September, A.D., 2002.

Brief Description of the Problem/Issue:
The Department of Public Health aad Environment is requesting fee increases in the
Environmental Health and Nursing Divisions in an effort to increase cost recovery.
In the Environmental Health Laboratory,revised fees came about after considering fees
at a local,private laboratory and the CDPHE laboratory. Even with the proposed
adjustments,our fees are still very competitive(anywhere from equivalent to 5%to 10%
less)with both of the laboratories we reviewed. Proposed increases are listed below.

Our Environmental Health ISDS 2002 budget anticipates revenue of$230,000. We are
on schedule to issue only 610 permits. Assuming we collect a similar amount of"non-
permit"revenue as we collected in 2001,our permit fee should be approximately$350 to
cover our costs. This would be an 11%increase. Proposed increases are listed below.

In the Nursing Division,we are proposing increasing fees by 5%for the office visit and
specialty vaccines in our International Travel Clinic. This increase should reduce the net

county cost and bring the clinic to a revenue neutral designation. We are also proposing
adding a new birth control method,Evra,to our Family Planning program. Listed below
are the services for which we are requesting increases and the addition of Evra to our
methods for birth control.

Recommendations to the Board:
Staff of the Department of Public Health and Environment recommends approval of the
above listed fee increases and instituting the increases as soon as approved by the Board
of County Commissioners.
