RE: Warranty Release Request; Western Mobile Northern, Inc.; Greeley West Pit; M-1977-081
Dear Mr. Mount:
The following information is being submitted on behalf of Western Mobile Northern, Inc. (WMI),
as evidence of the reclamation efforts on a portion of the Greeley West Pit, M-77-081. This mining
operation is located in Weld County, Section 36, Township 6 North, Range 66 West of the 6th P.M.
WMI is requesting release from future reclamation responsibility on a portion of the site.
The City of Greeley (Greeley) has purchased the Northwest % of the site and wishes to use it for a
water storage reservoir. As this use is different from the approved final end use of the existing
permit, WMI wishes to allow Greeley to properly permit the site Greeley now owns. Concurrent
with this request for release, Greeley has submitted an application for a Regular (112) Operation
Reclamation Permit (M-2002-020). WMI waives their right to a decision on this release request
within the time frame specified in Subsection 4.16.2(2) and 4.16.2(4) of the Construction Materials
Rules and Regulations, and requests that this release become effective when the new permit is
issued to Greeley.
The final reclamation plan for this site was water surface and grasslands.
Rule 3 General Provisions
The final topography of the site is appropriate for the permitted final use.
• Grading of all slopes was done as mining progressed.
• All slopes were graded to minimize the potential for erosion.
• No highwalls were created during the mining of the site.
• No refuse, acid-forming, or toxic producing materials were mined or produced on the site.
• No drill or auger holes were part of the mining. Core samples were taken to determine
suitability of the resource for mining. No adits or shafts were constructed.
• Maximum slopes and slope combinations are no greater than 3:1.
All grading was done as mining progressed. Final grading was completed approximately 1986 after®�
mining was completed.

WATER
The operator has complied with any applicable Colorado water laws and regulations governing
injury to existing water rights. Flatirons provided augmentation water during mining operations and
had the ultimate responsibility of long-term augmentation. Greeley will now be responsible for the
long-term augmentation of the site. This site still operates under an existing Substitute Water
Supply Plan administered by the Office of the State Engineer.
The operator has complied with any applicable federal and Colorado water quality laws and
regulations, including statewide water quality standards and site-specific classifications and
standards adopted by the Water Quality Control Commission.
The operator has complied with all applicable federal and Colorado dredge and fill requirements.
No temporary or permanent siltation structures were constructed. Silts were used to backfill and
create the beach area on the east side of the east pond. This area has been successfully revegetated.
No dams were constructed in conjunction with this permit.
GROUNDWATER
The operator has complied with any applicable groundwater quality standards that were in effect
during the life of the active operations at this site.
WILDLIFE
Mining and reclamation activities did not disturb any existing wildlife species on or near the site
that would require special consideration. Wildlife habitat creation was not a part of the reclamation
plan. There is very limited wildlife presently on the property, as this area is still within an active
mine site.
TOPSOILING
Topsoil was removed and stockpiled prior to excavation of the sand and gravel, and replaced evenly
over the site during the concurrent reclamation efforts.
REVEGETATION
The property owner's choices for revegetation were native grasses.
Weed control was done by mowing the area, when necessary, to control the growth and seed
production of the weeds. All areas of the site appear to have weeds under control. Attached are
photographs of the area and the direction that they were taken shown on a master map.
Planting of the area was not delayed due to refuse disposal areas, haul roads, road cuts, or where
permanent pools or lakes had formed. No adverse characteristics of the surface, either physical or
chemical, existed on the site to inhibit plant growth.

BUILDINGS AND STRUCTURES
No buildings or structures existed on the property prior to mining. No permanent buildings or
structures were used during mining, and none remain on the property. Four picnic shelters were
erected for the use of the employees during the work day. These will be removed during Greeley's
mining and reclamation activities.
SIGNS AND MARKERS
Appropriate signs and markers were placed at the site during the active life of the mine. All signs
related to the continuing operation of the remainder of the site will remain. Greeley will install
appropriate signs and permit boundary markers when their permit is granted.
As the agent for Western Mobile Northern, Inc., we are satisfied that reclamation activities were
begun in accordance with Rule 3 of the Reclamation Performance Standards. As Greeley is wanting
to take over the area and continue mining activities, WMI should be granted release from future
reclamation requirements.
