Ethel Avenue Milliken, CO 80543 Re: Proposed sand and gravel operation impacts on WCR 21 3/4 (Ethel Avenue) Dear Ms. Paul: Thank you for your letter noting concern of the impact on the proposed sand and gravel application in Milliken using Ethel Avenue as a possible access route. I have conferred with the Public Works staff on this issue,and they have informed me that comments have been forwarded to the Town of Milliken regarding the sand and gravel proposal. In summary, the Public Works Department has requested that Ethel Avenue be paved as a condition of the approval if the street is used as access for the sand and gravel operation. If the street is paved, the Public Works Engineering staff will conduct traffic studies to ensure the appropriate speed limit is posted for the safety of the traveling public and adjacent property owners. In the interim, the County will continue to maintain Ethel Avenue on a routine basis. If you have questions concerning this issue, please contact Frank Hempen, Director of Public Works/County Engineer at 970-356-4000, extension 3768. The attached information is being provided to notify you of the location and nature of the proposed operation. The entire application is on file with the Division of Minerals and Geology(the "Division")and the local county clerk or recorder. The applicant/operator proposes to reclaim the affected land to developed water resource use. Pursuant to Section 34-32.5-116(4)(m),C.RS.,the Board may confer with the local Board of County Commissioners before approving of the post-mining land use. Accordingly,the Board would appreciate your comments on the proposed operation. Box 290 Milliken, CO 80543 RE: Two Rivers Rock Sand and Gravel Dear Ms. Fornof: Thank you for the opportunity to reply on the Use By Special Review for Western Equipment & Truck Two Rivers Rock Sand and Gravel application with the Town of Milliken. In the Weld County road inventory,we identify the northern 3/10 mile of Ethel Avenue as still being claimed and maintained by Weld County. We are aware that the Town of Milliken through two annexations, Saddlehorn Rock Ranch I and II, have annexed the property north and adjacent to Ethel Avenue (WCR 21.75) at this location. Weld County has jurisdiction over this portion of road. If the access from the proposed gravel mining operation and designated haul route is Ethel Avenue (WCR 21.75), Weld County has the following requirements: 1. A traffic impact study shall be required. Included in the study shall be a description of the project, vehicle trips generated and distribution, verification of adequate acceleration, decelerations, turning radius, storage facility, all impacted intersections review of bridge capacity, intersection levels of service, analysis for existing and proposed conditions, recommendation for the needs, upgrades of transportation, and infrastructure to support the development. 2. We anticipate this sand and gravel operation will be required to upgrade and pave any Weld County road affected to the nearest paved road. This can be accomplished through a Road Maintenance Improvement Agreement with the Weld County Public Works Department. The Colorado Department of Transportation (CDOT) has jurisdiction over all accesses to the state highway system. Two Rivers Rock Sand and Gravel is a parcel of land located in: that part of the North ' of the Southwest 'A of Section 2, Township 4 North, Range 67 West of the 6`hp.m. lying East of the Union Pacific Railroad right of way and West of the Big Thompson and Little Thompson rivers. A more detailed legal description follows that also explains access easements. Your response would be greatly appreciated, so that common interests and concerns could be addressed and resolved efficiently and effectively.
