Speckman, Executive Director, Human Resources L subject: 1982 Weatherization Proposal _ Enclosed for Board approval is a 1982 Weatherization Proposal funded under the Department of Energy. The Weatherization Program provides storm windows, insulation , caulking, weatherstripping, and other related weatherization activities to eligible homeowners . A joint venture with the Larimer County Weatherization Pro- gram is being planned to utilize the limited resources available for weatherization activities. The planning budget for the Weatherization Program is $78,076. Approxi- mately 110 homes will be weatherized. The budget period will be from January 1, 1982 through December 31, 1982. Experience in Weatherization Activities, Level of Performance The Weld County Division of Human Resources has been operating a Weatherization Program since late 1975. Two (2) Weatherization programs were run simultaneously, one under the Community Services Administration and the other under the Department of Energy. The Division has weatherized 906 homes through the Community Services Administration, the Department of Energy guidelines, or a combina- tion of both, since 1976. In 1981 the Division weatherized 186 homes, reaching a capacity level of 25 homes per month despite very unstable funding levels. B. Experience in Assisting Low-income Persons in the Area to be Served The Weld County Division of Human Resources has been in existence since June, 1974. The Division is a coordinated service delivery system that attempts to focus its programs on the entire family rather than on one indivi- dual . The intent of this type of departmental organization is better coordination of programs and thus delivery of more comprehensive ser- vices to clients and their families. Administration for the Division is centralized and controlled through an Administrative Unit. By combining administrative duties and assigning them a unit specifically designed to handle them, the Divisiion's program directors are free to run their programs, the administrative cost for each program is reduced significantly, and more dollars reach the client through increased services. The Administrative Unit is comprised of Fiscal Management, Management Information System, Contracts and Grants, and Purchasing and Office Management. Currently, the Division administers programs under three (3) major areas: Employment and Training, Seniors, and Children and Families. The programs operated by the Division are the Employment Opportunities Delivery System (Job Service, WIN, CETA) , Weld County Area Agency on Aging, Senior Nutrition, Senior Aides, Mini-bus Transportation, Weatherization, Supplemental Foods, and Head Start. C. Capacity to Undertake a Timely and Effective Weatherization Program The Weld County Division of Human Resources has effectively operated the Weatherization Program in Weld County since late 1975. In 1981 the Community Services Administration conducted a comprehensive evaluation of the Division and its programs. The evaluation was con- ducted by Grisby and Associates, with an evaluation team of five (5) members. Overall the evaluation team rated the Division' s efforts in serving the poor as "extremely adequate, truly outstanding. " Currently, the Division operates the Weatherization Program using staff. Approximately 25 homes will be completed by March 30, 1982. The future direction of the Weatherization Program is to enter into a joint venture with Larimer County. Due to the limited resources available in the future for both counties, a joint venture appears to be more feasible and cost effective in the delivery of the Weatherization services. At this time, details on the joint venture concept are being identi- fied. Strong linkages also exist between the Division and other community programs in Weld County, to provide for mobilization of resources and enhanced services for participants. The Weatherization Program has coordi:iated services with Urban Renewal and Colorado Rural Housing. The Division also works closely with the Senior Aide Program and the Senior Nutrition Program for outreach and referral to elderly citizens in Weld County. D. Administering of an Effective Program Under this Part or Under Title II of the Economic Opportunity Act of 1964 The Division began operation of the Winterization Program in late 1975 under the Community Services Administration. In 1978 the Department of Energy also started providing funds to the Program. In 1978 and 1979 the program operated under combined guidelines for both CSA and DOE. In the past the program relied on CETA labor for the crews. This pro- vided limited support costs for staff and allowed greater flexibility in the amount of dollars available for participants. Since September, 1981, the program has not been able to use CETA labor, as Public Service Employment positions are no longer in existence. The Division is now looking at alternatives to staffing through coordination of services with other agencies and programs. 1. Weatherization Program Achievement of the Goals in a Timely Fashion Goals are developed for the Weatherization Program based on the level of funding to be received by the Division. Changing the goals for the program has been constant in the past due to the sporadic funding levels. The Program has had the capability in the past to slow down and speed up production as funding levels change. Dependent upon the funding level , the program has the capability to weatherize 25 homes per month. Since 1978, the average number of homes weatherized per month has been 15. 2. quality of Work Performed The last review of the program by the Division of Local Affairs staff indicated that the quality of work performed by the Weatherization Program staff was excellent. In 1981, the Division also had a compre- hensive evaluation conducted by the Community Services Administration. The overall result of the evaluation was "extremely adequate, truly outstanding." The Division conducted a survey of 28 Weatherization participants. The results of the survey were very positive. To the question of quality of work performed and materials used, 91% responded that it was very satisfactory, and 9% responded that they were less than satisfied, 92% felt that the staff was helpful in answering questions and that the program was explained well , only 8% were partially satis- fied. All participants surveyed felt that their home was more com- fortable after Weatherization services. 3. Staff Qualifications a. The Weatherization Coordinator has been with the Division for three (3) years. Prior to taking the current position, the Weatherization Coordinator has worked with all programs within the Division in the area of contracts and grants. Experience in administering the program includes ordering materials, overseeing and processing applications, verifi- cation of income, scheduling jobs for crew, supervision of crew members, processing monthly reports, etc. b. The Accountant has been with the Division for two (2) years working in the Fiscal Management Unit. The Accountant under- stands all aspects of the financial management of the Weather- ization funding, and prepares all financial reports for the Department of Energy. c. Larimer County Weatherization staff have been operating the Weatherization Program with contract labor for the last two (2) years. The Weatherization Coordinator for Larimer County is responsible for administering the program, ordering materials, estimation and inspection, working with the contractors in setting up jobs, application processing and verification of income, processing monthly reports, etc. The Accountant for the Division takes care of fiscal reporting for the program, and is responsible for all aspects of fiscal management for the Weatherization Program funds. 4. Volunteers The Division currently uses the volunteers of the Senior Aide Program for outreach. There are 17 Senior Aide stations located throughout the county. The Senior Aide stations are operated by Senior Aide Coordinators (who are citizen volunteers) and their volunteers. The Senior Aide stations provide a multitude of services to seniors and the community including outreach and referral , dissemination of infor- • mation, transportation, etc. The Coordinators specifically assist in application taking for the Weatherization Program and other pro- grams in the rural areas for senior citizens.
