WELD COUNTY EMS ADVISORY-COUNCIL October 1, 2002 Weld County Board of County Commissioners do Dave Long, Commissioner 915 Tenth Street Greeley, CO 80632 Eaton Fire Department Chief Harry Zeitlin P.O. Box 582 Eaton, CO 80615 Eaton Fire Protection District Fire Board President P.O. 582 Eaton, CO 80615 Dear Commissioners: This letter is to inform you that Eaton Fire Protection District is in violation of the"Agreement to Provide Physician Advisor Services," established between Weld County Medical Service Providers/Fire Districts and North Colorado Emergency Physicians. The basis for this action is a result of the following: 1. Eaton Fire Protection District has failed to follow the guidelines set forth by Colorado State EMS regarding the medical oversight of its Prehospital Care Providers. An example of this is the failure to provide approved medical report forms to Aims Community College is a timely fashion, coupled with the poor quality of the reports which have been provided. Mother example is the failure to completely report AED calls to Aims Community College coupled with violation of the AED protocol. 2. Eaton Fire Protection District has deliberately avoided communication between its members and Aims Community College. Numerous e-mails have gone unanswered and phone calls have not been returned. This directly violates paragraph 5 of the agreement as it pertains to"mutual cooperation"between the agencies. Emergency Medical Services Department PO Box 69 5401 West 20th Street Greeley,Colorado 80632 970-330-8008 970-339-6622 Z1 :/rn> 2002-2735 !D-G9- 7 [o . / / 'Cv-u0 e-/7 ciDL. 3. The Eaton Fire Chief continues to be disruptive toward the efforts of Aims Community College and Dr. Campain who are actively working to improve the quality of EMS education, communication, and EMS service among all the rural Fire Districts in Weld County. An example of this is the attempted recruitment of alternative transport agencies for patients and alternative training center sites in the Eaton Fire Protection District, without the approval from Aims Community College or Dr. Campain. Therefore, pursuant to section 9, paragraph A of the agreement;this letter serves as notice of breach of contract. Eaton Fire Protection District has 30 days from the date of receipt of this letter to cure such breach in order to avoid further action up to and including withdrawal of physician advisorship. Such action would be specific to Eaton Fire Protection District, and would not directly affect any of the other agencies specified in the contract. Sincerely, J s pain, M.D. Physician Advisor 970-330-8008 x 5508 Cc: Dave Miller Colorado Prehospital Care Program Barb Foster Weld County EMS Coordinator Hello
