Dear Weld County Planning Commission.
This letter is a united neighborhood response expressing our concerns about the Use by
Special Review Permit#1347 application submitted by Aggregate Industries. We, the
undersigned, are residents of the area which will receive the most adverse impact from
this proposed mining operation. If the Applicant is granted the right to operate in our
agricultural neighborhood, the permit should require that the mining operation not
adversely impact the sunrounding properties and businesses. This letter reflects all of our
concerns identified to date, but our examination and investigation of all issues related to
this matter is ongoing. We will present any additional points as soon as possible and
within allowable time limits. Our concerns are as follows.
Traffic. This operation would add 511 tracks per day onto State Highway 66. We do not
think that 51166 can handle that increase safely. Such a huge number of large trucks will
negatively impact the safety and convenience for local and commuter drivers who use
SH66 daily. We are especially concerned about the impact this increase in traffic will
have on the intersections with WCR 19, WCR 13, Highway 85 and 125.
Wetlands. Aggregate Industries will be destroying large and significant wetland areas
along the St. Vrain River in the course of this mining operation. We strongly oppose the
destruction of these precious natural areas. Wetlands provide flood control, water
purification and wildlife habitat. Mitigation man-made wetlands are known to be of
lesser quality than natural wetlands.
Air Quality. Those of us who live in this area are especially concerned about the possible
smells and pollutants which may be generated from the concrete batch plant and asphalt
plant. We do not see any provision in the application for protecting the neighbors from
these problems_
End Use. We would ask that residential development not be approved as the end use for
this land. This land does not lie within the boundaries of any nearby town. This land is
currently an agricultural buffer zone between the towns of Mead, Platteville and
Firestone. Considering that this land is fully and completely surrounded by agricultural

or industrial land, residential development is not a compatible end use with surrounding
properties_ We ask that the end use be restricted to open bodies of water, wildlife habitat
and/or rangeland.
Groundwater Drawdown. Because the soils in this area are extremely porous,
groundwater travels a long distance. We believe this gravel mine poses a real and serious
threat to the quality of the domestic and irrigation wells within a large radius from the
mining operation. The Applicant has not demonstrated that no negative effect will ensue
to our wells. On the contrary, the application states that"Groudwater impacts may occur
to the shallow wells in the vicinity of the property"and "Dewatering wallower the
groundwater level adjacent to the mine during mining... " (page 25 of DMG application).
We ask that the County require that this industrial use be conducted in such a manner that
the groundwater level of surrounding properties is not impacted dining the mining
operations as well as afterwards.
Cumulative Effect On Agricultural We ask the County to consider the cumulative
effect of all the gravel mines being permitted for this area of southwestern Weld County.
Even though this area is zoned agricultural, more and more industrial uses are being
permitted. We think this problem has reached the magnitude that the County needs to
consider not just each application on its own separate merits, but also the overall effect
this large concentration of industrial uses is having upon our rural neighborhood. So
many acres of agricultural land being lost to gravel, so many shares of agricultural
ditches being taken out of ag production, so much of the aquifer being exposed to
evaporation—taken all together we believe this large concentration of mining operations
poses a significant threat to our rural lifestyle and our right to farm.
In conclusion, we ask that you give careful consideration to the issues discussed in this
letter. Please make this letter a part of the Public Record for this application. Because of
the serious nature of the concerns expressed in this letter and the water engineering report
to be submitted under separate cover, we ask that you deny this permit until such time
as all the concerns outlined above have been fully remedied.
