RE: APPROVAL OF RENEWAL APPLICATION FOR TAVERN LIQUOR LICENSE FROM
SIPRES LOUNGE, INC., DBA SIPRES LOUNGE - EXPIRES SEPTEMBER 4, 2003
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Sipres Lounge, Inc., dba Sipres Lounge, presented to the Board of County
Commissioners of Weld County, Colorado, an application for the renewal of a Tavern Liquor
License, for the sale of malt, vinous and spirituous liquors, and
WHEREAS, pursuant to Exhibit 5-H of the Weld County Code, said applicant has paid
the sum of$125.00 to the County of Weld for the renewal of the existing license, and
WHEREAS, said applicant has exhibited a State Liquor License for the sale of malt,
vinous and spirituous liquors for consumption by the drink on the premises only, outside the
corporate limits of any town or city in the County of Weld at the location described as follows:
1490 Weld County Road 27, Brighton, Colorado 80601
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of
Weld County, Colorado, having examined said application and the other qualifications of the
applicant, does hereby grant License Number 2002-13 to said applicant to sell malt, vinous and
spirituous liquors for consumption by the drink on the premises only, only at retail at said
location; and the Board does hereby authorize and direct the issuance of said license by the
Chair of the Board of County Commissioners, attested to by the Clerk to the Board of Weld
County, Colorado, which license shall be in effect until September 4, 2003, providing that said
place where the licensee is authorized to sell malt, vinous, and spirituous liquors for
consumption by the drink on the premises only, shall be conducted in strict conformity to all of
the laws of the State of Colorado and the rules and regulations relating thereto, heretofore
passed by the Board of County Commissioners of Weld County, Colorado, and any violations
thereof shall be cause for revocation of the license.

Subject: Sipres Lounge
Dear Sirs,
As you requested, I have completed a study of the calls for service for the Sipres Lounge
over the past year. Below is a table showing those calls for service, number of calls and
whether the call was initiated by the sheriffs office, by the bar or by another citizen.

The case that was in the newspaper involved an individual being killed after being struck
by the vehicle during a fight which began in the parking lot of the Sipres Lounge. In this
case, two vehicles were coming into the bar's parking lot from another location, when one
vehicle struck the other. A chase ensued north bound on county road 27 which ended
with fight and one individual being struck and killed. None of the combatants had entered
the Sipres Lounge prior to the incident. Personnel at the Sipres Lounge had no control
over nor would have been aware of this incident.
Additionally, two employees of the Sipres Lounge attended the last alcohol servers
training class hosted by the sheriff's office in conjunction with American Eagle Distributor.
