HomeMy WebLinkAbout20021091.tiff RESOLUTION RE: APPROVE APPLICATION FOR HIGHWAY TRAFFIC SAFETY PROJECT AND AUTHORIZE CHAIR TO SIGN - COLORADO DEPARTMENT OF TRANSPORTATION WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for the Highway Traffic Safety Project for a Traffic Unit, consisting of five Officers and one Supervisor, from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, to the Colorado Department of Transportation, commencing October 1, 2002, and ending September 30, 2003, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. (2) State why the situation Is undesirable. - (3) What are the causes? (4) Identify changes needed to resolve the identified problem(s). Weld County according to the Colorado State Patrol has for several years ranked the top three counties in Colorado for traffic related fatalities. Weld County in 1999 had 61 fatal accidents,with the majority occurring on county roads at intersections. The entire state of Colorado had 626 fatalities. In 2001 Weld County again led the state with the highest number and the record number of traffic fatalities at 75. Weld County's population accounts for only 4%of Colorado's population,but accounts for 9%of traffic fatalities, and in 2001 accounted for over 10%of traffic fatalities throughout the state. The number of traffic fatalities in Weld County continues to be an upward trend moving from 48 in 1995,to 75 in 2001, Weld County is an extremely large county consisting of over low-thousand square miles and over three-thousand miles of un-paved roads,highways,and inter-state's. Two-thirds of the county is currently in agricultural use,but land usage is rapidly changing from agricultural to residential and commercial. There are two interstate highways that cross Weld County as well as ten state highways. The Denver International Airport is located just South of the Weld County/Adams County line. Weld County over the past decade has experienced a dramatic growth rate,from 27.3 per cent as compared to the rest of Colorado at 21.4 per cent. Projections for future growth show an ever increasing population. Estimates are that Weld County in the next decade • will surpass Douglas County and will become the fastest growing county in the nation. As the empty space around Denver International Airport fills with airport related activities and enterprises,population and congestion will move into the South East portion of the county. As the Denver metropolitan area expands North ward and the congestion and population of the South West portion of the county will increase. Property along the I-25 corridior is quickly moving from farm fields to residential and commercial property. Several communities such as Windsor,Johnstown,Milliken,Mead,Eaton,are becoming bedroom communities for Ft.Collins,Denver,Longmont, Greeley,and Cheyenne,Wyoming. These commuters again add to the congestion and traffic related issues faced by the residents of the County. An example of just some of the traffic volumes encountered on Weld County roads are, Interstate 25 at the Weld/Larinter County line,48,519 vehicles per day(12.71%trucks)makes. State highway 34 at West Greeley city limits 16,224 vehicles per day. State highway 52 at the Boulder/Weld County line 9,529 vehicles per day. State highway 60 at the intersection of Interstate 25 ,4,801 vehicles per day. State highway 392 at the Weld/Larimer County line 11,970 vehicles per day. A 1996 traffic volume map of'the Greeley area is attached in addendum number 1. Weld County accounts for four percent of all the vehicles registered in the state of Colorado. However the configuration of these registrations varies greatly from different counties within the state. Seven percent of Weld County's vehicle registrations are farm trucks, and tractors. This number may be under represented because many farm implements(farm tractors,feed trucks,bail wagons, etc.)do not have to be registered under Colorado state law. These vehicles impose special hazards due to their size, speed and lack of safety equipment. Additionally statistics on vehicle registration due not apply to over-the-road commercial semi-trucks which utilize the interstate and state highway systems throughout Weld County. Additionally Weld County is now home to over 700 commercial trucking companies. Weld County also has a large population of young people. This possibly due to affordable housing offered in Weld County which attracts young families with children. According to the State of Colorado thirty-two percent of the population of Weld County is under the age of twenty. In the past two years ten individuals under the age of eighteen have been killed on Weld County roads. The number of young drivers is expected to increase due to the increased population and this population group becoming of driving age. • • page 4 CDOT Form#1 116 2/93 r Part A-PROBLEM STATEMENT • (CONTINUED) Due to Weld County's agricultural needs,many individuals migrate from Mexico and South America. Many have never owned a vehicle in their native countries. This population may not be attuned to the driving laws of the State of Colorado like those individuals who began driving in this state or in the United States. Drugs and alcohol continue to be a major cause of traffic related injury and death in Weld County. Fifty percent of the fatal accidents in Weld County in 1999 had drugs or alcohol as a contributing factor. Tn 2001 this trend continued with over fifty percent of the fatal accidents involving drugs or alcohol. Additionally scat belts appear to be a major part in the deaths and injuries sustained on Weld County roads. Forty-eight percent of those people killed on Weld County roads in 1999 were not wearing their seat belts. Seat belt usage has risen in Weld County since 1995,but still,almost half of those individuals driving are not wearing scatbelts. Since the Traffic Unit's inception in the year 2000 the Traffic Unit has been actively working with the coordinating council to reduce traffic fatalities in Weld County,the Colorado State Patrol and numerous school districts to increase seat belt usage. In 2001 the Sheriffs Office in conjunction with numerous school districts across the county conducted a "GET CONNECTED"program,in which we encouraged elementary school children to wear their seat belts and to encourage others within their vehicles to wear seat belts. This program was provided to over 2,100 school children through out the school year. For many years many county residents had requested some sort of traffic enforcement through the Sheriff's Office. Until the year 2000, the Sheriffs Office had the philosophy that traffic enforcement and education would duplicate the efforts of the Colorado State Patrol. Because of the growth and traffic on unincorporated roadways,the Sheriffs Office implemented a Traffic Unit. This unit addresses the issues mentioned above through education enforcement and public information. The Sheriff s Office requested funding for over a three year period to assist with the formation of such a division. We are now in the third year of that funding cycle. At the conclusion of the three year plan Weld County will assume total financial responsibility for continued and on going staffing and the operation of the Traffic Unit. Strategic plans for addressing these problems can be found in the goal section of this grant packet. • page 5 CDOT Form U1116 2/93 PART B - PROPOSED ACTIVITIES GOAL: TASKS: State what is to be accomplished and when. PROPOSED ACTIVITIES-Short Term Goal Within twelve months, one deputy will be selected and trained to handle the residents traffic related complaints. One officer will join four officers, and one supervisor which are already working within the traffic unit. Through increased response to citizens needs community relations should improve and have improved and the quality of life in Weld County neighborhoods has been enhanced. As the population continues to grow and additional traffic related issues arise,additional deputies will be added to the unit. With this grant two additional deputies were added and in this final year one additional deputy will be introduced. After this third year the traffic unit will consist of one supervisor, and five deputies working exclusively on traffic related enforcement education. The Weld County Sheriffs Office is currently providing patrol and corrections officers to teach teenagers to drive. The Sheriff's Office in conjunction with AIMS Community College, School District Six and other law enforcement agencies provide driver's education training to teenagers preparing to drive. GOAL Utilizing five more policing concept the officers listed above are able to more easily identify problem areas and respond more efficiently and effectively. Working in conjunction with the Colorado State Patrol and educational efforts they already have in place more educational programs are being introduced into Weld County Schools. These programs also work well with the Community Resource Officers which are already working in the communities and schools throughout the county. This task has been place since the beginning of school year 2000 and is continuing throughout this grant cycle. • GOAL The Sheriff's Office currently has seven surveying devices which measure vehicle speeds, time of day, and type of vehicle. One of these devices also provides drivers with immediate feedback as to their speed and hopes of having the drivers practice self policing. Each of these devices provides software to analyze the data gather. Each of the deputies selected for the traffic division are sent to training to enhance his/her accident investigation abilities. Training for both the supervisor and the deputies already in the traffic unit have already been accomplished. The new deputy being selected for the traffic unit will be trained in accident investigation within one year of the selection to the traffic unit. This training includes not only accident investigation, but also traffic management and analysis. GOAL: • Selection of the deputy for the traffic unit will include looking for deputies that are problem solvers and are innovative in their approach to law enforcement issues. While in the traffic unit the deputy is encouraged to find creative and innovative approaches to traffic issues. He/she is encouraged to look at long range solutions while working with communities and stake holders to resolve traffic issues. This deputy will also receive training in such topics as strategic planning, problem solving, community policing and other community building courses. This training is to be accomplished within one year of the selection to the traffic unit. GOAL: The Board of County Commissioners has requested that the Sheriffs Office provide recommendations to the Planning and Zoning Department regarding traffic related issues surrounding new building development approvals. The Sheriff's Office currently sits on a planning review committee which evaluates proposed sub-divisions, to assure that traffic issues are addressed prior to approval of the submitted plans. page 6 COOT Form#1116 2/93 • Part B-PROPOSED ACTIVITIES- Long Tern Goal • Since it's inception in the year 2000, the traffic division has been compiling data on accidents, traffic related problems, and problem areas throughout the county. This data has been used to positively impact each of the problem areas . Additionally a year end report of traffic fatalities has been produced describing who has been involved in traffic fatalities. (See attached) Education programs are evaluated annually to determine if they are raising the awareness of drivers, students and citizens. The Sheriff's Office is currently working on a dynamic driving course which would enable students to operate their vehicles in simulated hazardous conditions. This simulation would include high speed lane changes, slick pavement, tight cornering and actions to mitigate injuries or death in automobile crashes. GOAL: Each traffic accident occurring on unincorporated roads and state highways within the County is analyzed and critiqued to determine causes and possible remedies to stop a re-occurrence. This information was contained in the annual report for year 2001 on traffic fatalities in Weld County. dOAL: To increase response to citizen needs, community relations have improved and the quality of life in Weld County neighborhoods has been enhanced. Since the population continues to grow and additional traffic related issues arise additional deputies may need to be added to the division. The second year of the grant added an additional two deputies and in this fmal year one additional • deputy will be selected and added to the unit. After the third year, the traffic unit will consist of one supervisor and five deputies working exclusively on traffic related issues and education. Note: Items previously purchased with federal highway safety funds are not eligible for replacement with federal highway safety funds. Administrative, performance, or impact measures can be used. (See Project Evaluation in Contract Management Manual%). 1. Re-evaluate the high hazard areas identified in the first year of this grant. Determine if they are still viable and if not identify new areas. 2. Conduct traffic accident evaluations on high hazard areas and determine success or set new post implementation stan.ards. 3. Hire and train one additional deputy. 4. Purchase vehicles and equipment delinated in this grant. 5. Submit a capital equipment accountability form for all equipment in excess of $5000 within 30 days of purchase. 6. Describe enforcement activities and descripe on quarterly reports and final report. • 7. Describe and impliment commmultiy outreach and education programs. Include Pre and post tests. 8. Continue to work with and describe work with the Weld County Planning and Zoning department reference traffic related issues in new development. (2)State how the Contract Director will monitor project activity and progress during the contract period.
