COLORADO Engineering Division Manag SUBJECT: Z-569; Lifestyle Homes The Weld County Public Works Department has reviewed this Change of Zone request. Comments made during this phase of the subdivision process may not be all-inclusive, as other concerns or issues may arise during the remaining application processes. COMMENTS: Transportation: WCR 52 (a.k.a. 49th Street) is indicated on the Weld County Transportation Plan as a collector, which requires a 100-foot right-of-way. The 50 feet from section line to the south line of Lot B as shown on the change of zone plat plus the additional 10 feet shown on the re-zone application drawing is acceptable. The re-zoning application drawing indicates access on to Yellowstone Drive and Hill-N-Park Dr. Yellowstone Drive is a heavily used main access to the Hill-N-Park Development. Hill-N-Park Drive is also a major access, which has a medium down the middle from WCR 52 to Yosemite Drive. Direct access on both Yellowstone Drive and Hill-N-Park Drive will not be allowed. All access shall be from an internal road system with outlet(s) to Yosemite Drive. Any new street construction will conform to the County Road Standards. Drainage: Flooding conditions are known to occur in Hill-N-Park. A detailed drainage report,performed by a registered professional engineer, shall be conducted for this site at the time of final plat application. The study shall include a proposal and plans to ensure storm water run-off is appropriately managed for this site. Storm drainage off Lot B will not be allowed to exceed the existing condition. Building permits shall be obtained prior to any construction. A plan review is required for each building. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required when applying for each permit. 2. Buildings shall conform to the requirements of the 1997 UBC, 1998 IMC, 1997 IPC, 1999 NEC and Chapter 29 of the Weld County Code. 3. Each building will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by a Colorado registered engineer. 4. Building height shall be limited to the maximum height allowed per UBC Table 5-B. Wall and opening protection and limitations shall be in accordance with UBC Table 5-A. Separation of buildings of mixed occupancy classifications shall be in accordance with UBC Table 3-B and Chapter 3. Setback and offset distances shall be determined by the Zoning Ordinance. 5. A Flood Hazard Development Permit shall be submitted for buildings constructed within the 100-year flood plain. Please contact me for any further information regarding this project. The zoning amendment appears to be compatible with the surrounding land uses, therefore, the City of Evans does not oppose the requested zone change. However, the following comments are issues that will need to be considered during the subdivision process: • The City of Evans is willing to provide sanitary sewer service to the project as stated in the applicant's letter. However, all sewer service connections must be from the local street system and can not be run to the south side of 49h1 Street (WCR 52). Additionally, if the duplexes are to be sold as individual units, they must be constructed with separate, individual sewer taps. • Water service is available for this project. Some water main extensions will be necessary to provide adequate service and fire protection to the development. lithe units are to be sold as individual units, separate water taps are required. Water rights dedication is also required of this project, meeting the City of Evans water rights dedication requirements. • No access to 49th Street (WCR 52) will permitted. • The total right-of-way dedication along an arterial street is one hundred feet. The dedication requirement along the north side of 491] Street should be an additional 20 feet, rather than 10 feet. The subdivision plat should dedicated the right-of-way to the City of Evans. • Driveway accesses located at the South corners of the project. along Yellowstone Drive and Park l-n- Park Drive, should be moved as far north from the intersection of 49th Street as possible. • The City of Evans would like the opportunity to review and comment on the subdivision request. The following addresses the concerns of the Fire District. I. Available Fire Flow: currently only one hydrant is in this location. It is located at the corner of Yosemite Dr. and Yellowstone Dr. Additional hydrants will be needed. On the map that was in the packet, we have marked proposed locations for new hydrants to protect the new structures. The locations include a hydrant at the corner of 49th St. and Yellowstone Dr, 49'h St and Hill-N-Park Dr, Yosemite Dr and Hill-N-Park Dr, and a hydrant at the entrance to the proposed cul-da-sac. This is the preferred location for cul- da-sac's as hydrants located in the cul-da-sac generally become in-accessable due parked vehicles. These locations were based on a worst case scenario. Also taken into consideration is that duplex housing presents a problem in that we have two residences to protect should a fire occur and access can not come from all four sides of the building. The Milliken Fire Protection District has adopted and uses the 1997 edition of the Uniform Fire Code and requirements for fire flow for the structures are taken from appendix Ill-A and [l1-B, Minimum fire flow for one and two family dwellings having a fire area which does not exceed 3600 square feet shall be 1000 gallons per minute. Fire flow and duration for dwellings having a fire area in excess of 3600 square feet shall not he less than that specified in Table A-Ill-A-I. Plans and specifications for fire hydrant systems shall he submitted to the fire department for review and approval prior to construction 2. Fire Department Access: Dead end fire access roads in excess of 150 feet in length shall be provided with approved provisions for the turning around of fire apparatus. To turn our engine around takes 84 feet of clear area. In designing the cul-da-sac, we would like this taken into consideration. At the present time these are the only concerns of the Fire District. From: Ken Poncelow - coLQ- - -- Date: February 24, 2002 Subject: Case #Z-569, Applicant - Lifestyle Homes The Sheriffs Office has significant concerns regarding the numerous accesses into this housing division on Hill-N-Park Drive, Yellowstone Drive, and Yosemite Drive. The Sheriffs Office would request that there be a single internal access into this project. The Sheriffs Office is very supportive of I lomeowner's Associations that require annual fees in order to maintain the development and enforce covenants. We arc also better able to address neighborhood issues that may develop with an existing neighborhood governing body. There is no mention of this issue in the proposal. Road names must be submitted for approval as the name cannot duplicate other road names in the other areas of the county. If the road remains private, everyone should be informed that the Sheriff's Office has a significant limitations regarding traffic enforcement on private roads in the event of speeding or other use which may not conform to traffic laws on public roads. Private roads require specific provisions for maintenance, particularly for heavy snowfall and/or drifting, which is not described in this proposal. All individual addresses need to be prominently displayed at the entrances of residences to aid emergency responders particularly during hours of darkness. Any oil or gas tank batteries located within this development or near to it should be fenced in order to mitigate the potential for tampering. These facilities are known the create an attractive nuisance for young people. Tampering not only crates a significant danger to the safety, but also environmental damage with extensive litigation and cleanup costs. The Sheriffs Office lacks the ability to absorb any additional service demand without the resources recommended in a multi-year plan provided by to the Board of Weld County Commissioners or as indicated in growth not considered at the time the plan was developed.
