HomeMy WebLinkAbout20021090.tiff RESOLUTION RE: APPROVE APPLICATION FOR HIGHWAY TRAFFIC SAFETY PROJECT AND AUTHORIZE CHAIR TO SIGN - COLORADO DEPARTMENT OF TRANSPORTATION WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for the Highway Traffic Safety Project for age-appropriate training activities to reduce traffic fatalities in high school students from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, to the Colorado Department of Transportation, commencing October 1, 2002, and ending September 30, 2003, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Application for the Highway Traffic Safety Project for age- appropriate training activities to reduce traffic fatalities in high school students from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, to the Colorado Department of Transportation be, and hereby is, approved. CERTIFICATION OF DRUG-FREE WORKPLACE ACT In accordance with the Drug-free4Norkplace Act of 1988: A. (2) State why the situation is undesirable. (3) What are the causes? (4) Identify changes needed to resolve the identified problem(s). if page 3 CDOT Form#1116 9/96 Weld County for several years has ranked in the top three counties in Colorado for traffic related deaths. Weld County in 2001 led t1 state, accounting for 10% of all traffic fatalities statewide. Weld County's population only counts for 4% of Colo- rado's population, but accounts for 10% of traffic fatalities,. 5% of all traffic accidents handled by the Colorado State Patrol, and 6% of all DUI arrests. The number "of traffic fatalities in Weld County has continued to increase over the last decade. Weld County is an extremely large county consisting of 4,017 square miles and over 3,000 miles of unpaved roads, highways, and interstates. Two-thirds of the county is currently in agricultural use, but land-usage in rapidly changing from agricultural to residential and cotmercial. There are two interstate highways that cross Weld County as well as 10 state highways. The Denver International Airport is located just south of the Weld County/Adams County border. Weld County over the past decade has experienced a dramatic growth rate flow 27.3% as compared to the rest of Colorado at 21.4%. Projections for future growth show an ever increasing population. Estimates are that Weld County over the next decade will surpass Douglas County and will betcuue the fastest growing county in the nation. As empty space around DIA fills with airport-related activities and enterprises, population and congestion will move into the southeast portion of the county. As the Denver Metro- politan area expands northward, the congestion and population of the southwest portion of the county will increase. Property along the I-25 corridor is quickly moving from farm fields to residential and commercial property. Several communities, such as Windsor, Johnstown, Milliken, Mead, and Eaton, are becoming"bedroom ccnn unities" .for Ft. Collins, Denver, Longmont, Cheyenne, and Greeley. These cemnnters again add to the congestion and traffic-related issues faced by the residents of the county.. Weld County also has a large population of young people. This is possibly due to the affordable housing offered in Weld County which attracts young families with child- ren. Acwrding to the state of Colorado, 32% of the population of Weld County is under the age of 20. Last year 13 of the 73 individuals killed on Weld County roads were under the age of 20. Across the state of Colorado 35 individuals 16-18 years old were killed in traffic fatalities in the year 2000 and another 22 received incapacitating injuries. At this time there is no tracking in Weld County for incapacitating injuries, thus no way to know how many high school students received those injuries over any given period. Weld County has one of the highest alcohol usage rates by high school students in the state. At the same time it has one of the lowest seat belt usage rates for high school students in the state. All of the above listed conditions create extremely hazardous conditions for even ...mid drivers. High school drivers notoriously lacking in skills and good driving habits which exasperate their situation. PART B - PROPOSED ACTIVITIES by o l -Tern- GOAL: To increase the knowledge of high school students in reference to seat belt usage, alcohol usage, driving skills, and excessive driving behaviors. TASKS: State what is to be accomplished and when. Tasks The Weld County Sheriff's Office in conjunction with local law enforcement agencies, school districts, Drive Smart Colorado, the coordinating council to reduce traffic fatalities, local businesses, and other emergency service providers will develop a schedule and rotation for pLoyLams to be presented to Weld County schools. There will be no personnel costs associated with this program. The Weld County Sheriff's Office will take the lead role through it's traffic officers and community resource officers to facilitate each of these programs with the support of other agencies. This grant is requesting to be placed on a three-year cycle with the first year 75% cost of the program being supplied by the Colorado Department of Transportation and 25% by Weld County, the second year splitting the cost of the program 50/50%, and the third year Weld County assuming 75% of the cost and the Colorado Department of Trans- portation assuming 25% of the cost. The fourth and following years, Weld County, its partners, the school districts, and the communities would assume the cost of these programs and continue them into perpetuity. its boundaries. The majority of these are within incorporated city limits, however, many of the teenagers attending these schools reside within the county. The propose short-term activity for this grant is to provide programatic training and activities to teenagers within these high schools in an endeavor to increase their knowledge ham and decrease their excessive driving misbehaviors. In an endeavor to do this, each school will have a budget of $1000 to provide safety programs in conjunction with the Weld County Sheriff's Office, the school districts themselves, community lie_hers, and the local law enforcement agency within that jurisdiction. These activities may incLide the Every 15 Minutes Program, which exposes teenagers to the reality of traffic acci= dents, the loss of life, 'and the repurcussions of drunk driving and excessive driving behavior. This program may also include education about seat belt safety and contacts which encourage different classes to increase their seat belt usage and create good driving habits. Additionally, programs may include how to operate amongst large can- mercial vehicles. large luinutrOial vehicles account for a large portion of the traffic within Weld County and Weld County currently has over 700 commercial trucking compani'_s within its borders. Each year each school would receive one of these programs with the Every 15 Nlinu=es Program rotating school to school and returning to the starting school every fourth year. ---Long-Term (see attached paper) PART C- CAPITAL EQUIPMENT What equipment, if any,will be purchased to meeti the needs of this project? Note: Items previously purchased with federal highway safety funds are not eligible for replacement with federal highway safety funds. There will be no capital equipment purchased through this grant. • page 5 CDOT Form#1 116 9/96 PART D - EVALUATION AND MONITORING (1) State how the success of the project will be determineaministrative, performance, or impact measures can be used. (See Project Evaluation in Contract Management Manual.). This program will be evaluated several ways. First will be through the reduction of traffic injuries, crashes, and fatalities by teenage drivers throughout Weld County. Specific tracking will be done with teenage drivers to determine if they are increasing or decreasing and their number of crashes. Seat belt usage surveys will be conducted at high schools to determine whether more high school students are using their seat belts annually and at the beginning and end of the seat belt usage program. Pre- and post-evaluations will be conducted of students attitudes during programs such as Every 15 Minutes, how to drive around large commercial vehicles and other training sessions. (2) State how the Contract Director will monitor project activity and progress during the contract period.
