The Weld County Public Works Department has reviewed this proposal;this projectfalls primarily under the purview
of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division IV, Section 23. Our
comments and requirements are as follows:
COMMENTS:
WCR 64 ("0" Street) has been annexed by the City of Greeley. Please send a referral to the City of Greeley to
verify the access permit or for any additional requirements that may be necessary to obtain or upgrade the access.
WCR 64 CO" Street)-the applicant is identifying on the plat an additional 20 feet of right-of-way to be reserved for
future expansion at this location. Verify with the City of Greeley that this is their requirement for this location.
REQUIREMENTS:
Access:
The applicant is indicating a 20-foot swinging gate at the access point to WCR 64. I would recommend upgrading
to at least a 24-foot opening to accommodate two-way traffic, horses trailers and large trucks. A stop sign shall be
required at the appropriate location prior to entering on to WCR 64.
Off-Street Parking: (Section 23-4-10)
The off-street parking spaces including the access drive shall be surfaced with gravel, asphalt, or concrete, and
it shall be graded to prevent drainage problems.
Parking lots shall conform to all standards of the American With Disabilities Act requirements.
Each parking space should be equipped with wheel guards when necessary to prevent vehicles from extending
beyond the boundary of this space and from coming into contact with other vehicles, walls, fences, sidewalks or
planting.
The applicant is identifying parking spaces to accommodate trucks and trailers at 45 degrees. I would recommend
this area be utilized for customers and visitors and a separate area be identified for trucks pulling trailers that would
not have to back out of parking spaces. Utilize the circulation around the building to accommodate these vehicles.
There will be no staging or parking on WCR 64 ("0" Street). Utilize internal parking lots.
Storm Water Drainage: (Section 24-7-120)
The applicant shall supply the storm water drainage report in accordance with Section 23-2-240 A(5). The storm
water management during construction will be controlled through the use of grading, retention pond, staked straw
bales, and other erosion control techniques.
The Weld County Public Works Department has just completed excavating and regrading the ditch in outlet culverts
at WCR 64 and 35th Avenue to accommodate storm water drainage from adjacent properties. Incorporate your
storm water drainage to work with these improvements, if applicable.

Environmental Health Services has reviewed this proposal for a large animal veterinary clinic.
We have no objections to the proposal, however, we do recommend that the following conditions
be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be recorded:
1. The applicant shall submit a waste handling plan (chemicals, drug disposal, carcass
removal, etc), for approval, to the Environmental Health Services Division of the Weld
County Department of Public Health & Environment. The plan shall include at a
minimum, the following:
1) A list of wastes which are expected to be generated on site (this should include
expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including the
facility name, address, and phone number).
We recommend that the following requirements be incorporated into the permit as conditions
that must be met prior to the issuance of the Certificate of Occupancy:
1. An individual sewage disposal system is required for the proposed facility and shall be
installed according to the Weld County Individual Sewage Disposal Regulations.
2. The septic system is required to be designed by a Colorado Registered Professional
Engineer according to the Weld County Individual Sewage Disposal Regulations.

We recommend that the following requirements be incorporated into the permit as development
standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a
manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not meant to
include those wastes specifically excluded from the definition of a"solid waste" in the
Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust, blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in 25-12-103 C.R.S., as amended.
6. The facility shall utilize the existing public water supply. (North Weld County Water
District)
7. All chemicals must be stored and handled in a safe manner in accordance with product
labeling.
8. Adequate hand washing and toilet facilities shall be provided for employees and patrons
of the facility.
9. Any septic system located on the property must comply with all provisions of the Weld
County Code, pertaining to Individual Sewage Disposal Systems.
10. The applicant shall operate in accordance with the approved "waste handling plan".
11. If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado
Department of Public Health & Environment, Water Quality Control Division.

1. Building permits shall be obtained prior to any construction.
2. A plan review is required for each building. Plans shall bear the wet stamp of a Colorado
registered architect or engineer. Two complete sets of plans are required when applying for the
r permit.
3. Buildings shall conform to the requirements of the 1997 UBC, 1998 IMC, 1997 IPC, 1999
NEC and Chapter 29 of the Weld County Code.
4. Buildings will require an engineered foundation based on a site-specific geotechnical report
or an open hole inspection performed by a Colorado registered engineer. Engineered
foundations shall be designed by a Colorado registered engineer.
5. Building height shall be limited to the maximum height allowed per UBC Table 5-B. Wall and
opening protection and limitations shall be in accordance with UBC Table 5-A. Separation of
buildings of mixed occupancy classifications shall be in accordance with UBC Table 3-B and
Chapter 3. Setback and offset distances shall be determined by Chapter 23 of the Weld
County Code.
6. A Flood Hazard Development Permit shall be submitted for buildings constructed within the
100-year flood plain.

Ms. Light,
The City of Greeley Planning Staff has reviewed the above-referenced Use by Special Review for a
Veterinary Clinic. The City was originally sent information regarding the Veterinary Clinic on April 1,
2002, without a cover sheet. The reply time of April 9, 2002, was not known until it was faxed to the
City. Also to add to the confusion, the Weld County Planning Commission hearing was scheduled for
June 18, 2002. After a brief discussion with the Planner assigned to this case, the City of Greeley was
informed that June 18, 2002, was not the correct date for the Weld County Planning Commission
hearing and the new date was now May 7, 2002. This unfortunately did not allow the City time to
schedule a hearing before our Planning Commission to discuss the proposal with the applicant. The
City has had only two weeks to review the request. Of the departments which reviewed the proposal,
four had concerns about the proposal:
1. Public Works would like positive storm drainage away from the buildings and all the property
storm drainage flows toward the street. Additionally Public Works request that 60' of right-of-
way be reserved from the center line for future widening of O Street. Public Works would like
to coordinate this project, as well as future projects, to ensure preservation of O Street. An
access permit shall be applied for through Public Works. Please contact Bill Andrews,
Transportation Planner, at 350-9793, to coordinate future projects on O Street.
2. Building Inspection recommends all structures comply with the 1997 Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, and the 1999 National Electric Code.
3. Parks/Forestry requires any landscaping on the public right-of-way to have a permit, prior to the
start of work, after review and approval of a landscape plan. Landscape plans shall include
planting details outlining specifics including, soil amendments, mulch, edging, irrigation,
guying, and planting depths.

4. Planning recommends that landscaping standards comply with the Development Code as
follows.
A. Staff recommends that base standard Buffer Yard "A"be installed between adjacent
properties west of the proposed site. Buffer Yard "A" (attachment) standards include one
canopy tree, one ornamental tree, and five shrubs per 100 linear feet.
B. When a parking lot contains at least six (6) parking spaces adjacent to a public right-
of-way, screening at least three (3) feet high providing screening of at least sixty(60)
percent opacity year round for at least (75)percent of the frontage.
C. Any items stored outside, such as manure, shall not be permitted within any setback,
public right-of-way, in landscape areas, and shall be screened from the view of public
right-of-way. Screening shall be accomplished through the use of a solid fence, walls, or
landscaping.
D. A trash receptacle to accommodate the trash generated by the use shall not be located
in front or side setbacks or visible right-of-way. The receptacle shall be enclosed on at
least three (3) sides by a solid wall or fence six (6) feet in height.
E. Finally, no person shall cause or allow the emission of odorous air contaminants that
can create a nuisance and affect the health, safety and welfare of the citizens of Greeley.
Again, with the proposal being sent without a cover page giving the reply deadline, and once the cover
page was sent having the wrong hearing date,did not allow the City the appropriate time to review the
proposal.
The city is not against the proposal but would like to see the City of Greeley's Development Code
standard be met. This site is within our Long Range Expected Growth Area(LREGA), which is the area
within which community growth is expected for the next 20 years. There is a likelihood that this site
will be annexed into the City limits in the near future because of the location within the LREGA.

Chapter 18.44 Landscaping& Buffering Standards 18.44.060

1. The determination of any required buffer between two (2) or more adjacent
uses will involve the following steps:
a. Determine whether the proposed use is a "low," "medium," "high," or
"very high" intensity use on Chart 1. Intensity is determined by the use
and the type of land use review required on the Table of Principal Land
Uses in Chapter 18.30.
b. Determine the intensity level of the adjacent land use(s) on Chart 1.
c. Determine the required buffer yard type on Chart 2, based on the
information provided by Chart 1. Chart 2 lists intensity levels for
residential and institutional land uses (as listed in the Table of Principal
Land Uses) and for commercial and industrial zoning districts.
d. Determine the related buffer yard requirements on Chart 3. Buffer yards

The width of a buffer yard may vary, based upon Chart 3 and the plant
materials required in such a buffer shall be adjusted based on the width and related
plant multiplier. For example,the base standard for Buffer Yard Type A is a
fifteen(15) foot wide buffer containing one (1) canopy tree, one (1) ornamental
tree or large shrub and five (5) shrubs per one hundred (100) linear feet. The
addition of a six (6) foot masonry wall will allow reduction of the required
amount of plant materials by fifty (50)percent. The addition of a three (3) foot
berm or six (6) foot fence will allow reduction of the required plants materials to
seventy-five (75) percent. Other options not listed on Chart 3 such as the
combination of a berm and a wall may be evaluated by the Community
Development Director as an equivalent design to those provided in Chart 3,
Buffer Yard Types.
2. To determine the total number of plants required, the linear footage of
each side of the property requiring a buffer shall be divided by one hundred (100).
Dimensions less than or greater than one hundred (100) linear feet shall be
required to provide plants based on a proportionate linear footage amount.
When the number of plants required on Chart 3 results in a fractional amount the
fractional amount shall be rounded up to the nearest whole number and in no event
shall a buffer yard contain less than one (1) canopy tree, one (1) ornamental tree or
large shrub and one(1) shrub. The plants required in a buffer yard shall be
distributed along the length of the buffer. Groupings of plants are encouraged.
3. Where a high or very high intensity use is proposed with a building height
which exceeds the height of an adjacent low or medium intensity use, one (1) foot of
additional buffer yard shall be required for every three (3) feet of height in excess
of the height of the existing building containing a low or medium intensity use.

exceeds the maximum height permitted on vacant adjacent property zoned for low or
medium intensity uses, one (I) foot of additional buffer yard shall be required for

large shrub and one(1) shrub. The plants required in a buffer yard shall be
distributed along the length of the buffer. Groupings of plants are encouraged.
3. Where a high or very high intensity use is proposed with a building height
which exceeds the height of an adjacent low or medium intensity use, one (1) foot of
additional buffer yard shall be required for every three (3) feet of height in excess
of the height of the existing building containing a low or medium intensity use.
Where a high or very high intensity use is proposed with a building height which
exceeds the maximum height permitted on vacant adjacent property zoned for low or
medium intensity uses, one (1) foot of additional buffer yard shall be required for
every three (3) feet of height in excess of the maximum height permitted on the
adjacent property.
a. Such additional width of buffer yard, if required, shall be added to
the buffer yard width specified in Chart 3, Buffer Yard Types for the
applicable buffer yard. Additional buffer yard width as specified in Section
18.44.060.E shall include an increase in trees and shrubs based on the
proportionate increase of yard width.
4. The preservation of existing trees in buffer yards shall be allowed as a
substitute for the required plant materials as provided for in the Credit for
