Vendor Weld County Department of Social Services
PROJECT DESCRIPTION
Weld County Department of Social Services is requesting Core service funding to pay providers to
supply parent visitation services in court-ordered cases. This bid will allow the Department to access
Core funding to pay identified providers to provide this service. Presently, the Department has two
case-aides whose primary job is to provide transportation and to supervise visits between children in
foster care and their parents or potential caretakers. They are not adequate to cover the demands of
the caseload. Other Core providers of visitation services have been unwilling to provide a
transportation component, which has limited their effectiveness and utility to the Department. The
Generic Visitation bid will allow the Department to contract with providers to transport children to
visits, supervise the interaction between the children and their parents, return the children to their
placements, and document their observations. Each prospective provider will undergo training
provided by the Department. Providers will be expected to provide safe transportation for the children
and comply with the laws governing safety restraints. They will have current and appropriate auto
insurance, including adequate liability insurance. They will be attentive and nurturing to the children
when transporting them, and will help the children prepare for their visit. The providers will be
expected to monitor the visitation, assuring the children's safety, and that the parents follow the
behavioral criteria determined for the visit. The providers will be expected to use their discretion to
intervene in any visit where interactions are unsafe or detrimental, and they will have the authority to
cancel visits when behavioral parameters have been exceeded. Providers will be expected to give
parents' feedback and encouragement, and reinforce effective behavior. While transporting the
children, providers will be sensitive to any disclosures or other significant protective information
shared by the children. Providers will also be expected to make clear scheduling arrangements with
foster parents and parents over future visitations. Providers will document their observations and send
them to the assigned caseworker.
II. TARGET/ELIGIBILITY POPULATIONS
The capacity of this program will be determined by how many specific individuals will be available
to provide the service. Our case-aides can manage approximately four to five visits per day per
worker. Many families have multiple visits scheduled every week, so case-aides manage
approximately seven to ten families per month. The total number of clients to be served by Generic
Visitation would be seven to ten families, or approximately 30 people per month per worker. If more
than one worker were contracted through this account, the capacity would increase proportionately
with each additional full-time worker. Children ages birth through 18 years old would be eligible for
transportation. Bilingual and Bicultural services will be available to approximately 50 percent of the
clients, as the Department will strive to find a provider who is bilingual and bicultural. South County
will be a primary focus of this program, as transportation and case-aide availability has always been
an issue in South County, so the sub-total of clients in South County to receive this service will be at
least 50 percent. The time-frame needed to complete this service is contingent on court orders, as
some families only require supervised visits for a short period of time, and others need the service for
Page 28 of 34
RFP-FYC-02005 Attached A
many months. An average length of service will be approximately three months. The hours per week
needed for the service is also driven by individual court orders, with three to six hours per week the
usual orders.
III. TYPE OF SERVICES TO BE PROVIDED
A. Transportation: Providers will be expected to provide safe and reliable transportation from
foster homes to the Department (or other designated site) and back to the foster home.
Providers will be on time according to a prearranged schedule, and will make clear
arrangements with foster parents for future visits. Children being transported will be in the
proper safety restraints, as prescribed by law. Providers will be attentive to the children's
needs during transport time, and help them to understand what is occurring and to prepare for
visits. They will also be sensitive to helping the children process the visits on the return to the
foster home. Providers will keep foster parents, parents, and caseworkers apprised of any
clinically significant communications made by the children.
Supervision: Providers will monitor the interactions of the parents or potential caretakers with
the children. Safety is the first consideration, and the worker will try to facilitate a safe and
nurturing environment for the children in the visit. They will be authorized to intervene in any
visit where the interaction is detrimental to the children, or to help the family refocus their
behavior. Providers can reinforce positive behavior and model parenting techniques for the
parents. Providers will be authorized to cancel or terminate visits if a parent appears
intoxicated, or under the influence of any substance, or if the parents arrive too late. Visits
will also be cancelled if parents insist on persisting in a behavior that they have been
instructed to discontinue.
B. Documentation: Providers will make a written record of the visits they supervise, to be
passed on to the assigned caseworker where the record will become a part of the case file. The
written documentation will include the facts of the visit (date, who attended, etc.) and the
impressions of the supervisor. They will document the affect of the children and the parents,
the type and level of interaction between the family, and any other pertinent observations. If
there are any critical incidents in the visit, they will immediately notify the caseworker or the
caseworker's supervisor for instruction on how to proceed. Providers may be expected to
videotape visits, and they may be called in to court to testify about what they have witnessed.
IV. MEASURABLE OUTCOMES
A. Transportation: Effectiveness will be determined by the provider's adherence to the schedule.
Providers will be expected to pick up the children at the designated time, have them to the
visitation site on time, and return them promptly to the foster homes after the visit. The
Department will track the efficacy of the transportation component by the provider's
adherence to the schedule.
RFP-FYC-02005 Attached A
B. Supervision: The effectiveness of the supervision component will be tracked by three
measures. One measure will be successful reunification. Cases with court-ordered supervision
would nearly always have the primary goal of reunification with family members. Supervised
visitation, by enhancing parental competency will lead to children in care returning to their
homes. Mother measure will be those cases that can go from supervised visitation to
unsupervised visitation. Providers will serve the function of screening and observing
interactions and helping the caseworker decide when it is safe to go to unsupervised visitation.
The final measure will be the risk assessment. The risk assessment is done early in the case,
and at various points throughout. By comparing risk assessments on a pre-service and post-
service basis, the effectiveness of the visitation program can be discerned when considered
with the other treatment interventions.
C. Documentation: Providers will be accountable for written communications about their visits.
Caseworkers and the program supervisor will examine the documentation for accuracy,
timeliness, and content.
V. SERVICE OBJECTIVES
The primary need for Generic Visitation is to help the Department manage an increasing number of
court orders to provide supervised visitation. Maintaining parent-child relationships while children
have been placed in foster care can be difficult and time consuming. Supervised visitation or
"parenting time"as it is referred to by the court is a vital element in treatment planning for families.
Supervised parenting allows the Department to observe interaction between the parents and their
children, and to assess safety needs and the level of bonding. This is vital to treatment planning, as
we need to discern what are the primary problems facing a family that has resulted in our
involvement. For families undergoing the upheaval of court involvement and other life stress,
visitation allows them to see their children. For children in care, it can decrease their anxiety about
their parents, and allow them to address issues vital to their safe return home. We have been unable to
meet the demand with two case-aides and other core providers, particularly when the visits require
transportation. With the Generic Visitation Program, the Department hopes to meet the following
service objectives:
A. Manage an increased caseload effectively;
B. Provide increased time availability for families to have visits;
C. Have the opportunity for families to have more visits in a week;
D. Decrease the amount of caseworker time spent on transportation and visits;
E. Allow more time for the case-aides to focus on specific cases;
F. Decrease the pressure on the case-aides to fit in visits when their schedules are already
full;
G. Allow for best-care standards,by giving the professionals involved in visitation more
time and energy to devote to their clients.
These objectives will be monitored qualitatively by the case-aides, the caseworkers, and supervisors.
•
RFP-FYC-02005 Attached A
VI. WORKLOAD STANDARDS
Workload standards for each worker will be seven to ten families per month, based on a 40-hour
workweek. Providers will serve fewer families proportionate to fewer hours. The Department could
accommodate a full-time provider(40 hours), or a combination of full-time and part-time up to 60
hours a week. The modality of treatment will be transportation, supervised visitation, parenting
education, and documentation. Insurance documentation will be mandatory.
VII. STAFF QUALIFICATIONS
Providers will have at minimum a high school diploma and at least two years of documented
experience in the human service field. They will be subject to supervision by the Department's case-
aides, caseworkers, and supervisors. Current Automobile insurance will be mandatory. Providers
must possess a valid Colorado Drivers License and Automobile Liability Insurance.

Program Category Sexual Abuse Treatment Program Bid Category
Project Title Generic Sex Abuse Treatment
Vendor Weld County Department of Social Services
PROJECT DESCRIPTION
Weld County is requesting the continuance of the generic sexual abuse fund. This fund has been
effective in providing offense specific therapy, evaluations, victim therapy, educational counseling,
and related services for families on an outpatient basis in a number of locations. It allows
caseworkers to specifically obtain evaluations and tailor interventions to the needs of families and
provides a continuum of care and access to specialized treatment needed by offenders and victims of
sexual abuse. It affords the Department flexibility in assuming the court ordered responsibility to
assess families for safety and treatment, and to keep children from placement or more restrictive and
expensive levels of care.
II. TARGET/ELIGIBILITY POPULATIONS
In previous years, the primary focus of this fund has been on adolescent offenders and their families.
With the ability to alter our payment rates to Child Placement Agencies, we are now able to pay for
offense-specific therapy for adolescents in CPA settings without the use of this fund. We will still
have cases where an adolescent offender can be maintained in his home, or with a relative, if he is
able to participate in offense-specific therapy. These children can be as young as ten years old, or as
old as eighteen. They will have to meet the out-of-home placement criteria, and services will have
the purpose of preventing imminent placement, or of reunifying the family. Family participation and
a system approach are important in sex offense therapy, so other family members will be eligible for
services through this fund. Other eligible populations will include victims of sex abuse (age one
through eighteen)who require treatment in order to be maintained in their home, or in some cases,
their adoptive home. Families who need bilingual services or offense-specific therapy for teenagers
with developmental delays can also be served by this fund. Residents who live in South County or
who do not have access to services in Greeley would also qualify for this fund.
Program capacity and the total number of clients to be served will be flexible with this program, as
we will use this fund to contract with individual providers. Offenders require long-term treatment,
with one year to eighteen months being the practice standard. Assessments can usually be concluded
within a couple of sessions. For victim services, therapy can also be long-term; however, this fund
will be used to pay for children and families that need immediate and specialized treatment to address
behavioral and emotional issues stemming from sexual abuse that threaten to jeopardize placement.
After acute placement crises have been resolved, these clients will be referred to other funding or
therapeutic services for continued treatment. It is anticipated that we will serve seven to twelve
families a year.
III. TYPE OF SERVICES TO BE PROVIDED
Services provided through this fund will be individualized to meet the needs of families and the
Department. The Department will only use providers with expertise in sexual abuse/offender
assessment, treating offender behavior, or sexual abuse trauma. Treatment modalities will vary
Page 27 of 31
•
RFP-FYC-02007 Attached A
according to the needs of the case. Group therapy is important for offenders, as well as individual
therapy. Polygraph testing and family therapy are also applicable in most cases. The Department
will only contract with qualified providers who can identify the precursors and cognitive distortions
that accompany offense behavior. These providers also need to be skilled in the confrontive
techniques needed to assure safety and progress in the offender. Specific modalities can be assessed
as needed, from diagnostic assessments to victim groups or chaperone training, as indicated by the
case. Caseworkers will be the gatekeepers as to what modalities are used in their cases, and the
providers will need prior authorization for their treatment strategy. In every case, alternative-funding
sources will be utilized to pay for treatment before this fund (private insurance,Medicaid, victim's
compensation, Vale grants).
IV. MEASURABLE OUTCOMES
Caseworkers will need to be vigilant to assure that providers who access this fund work on the
Department's directives, namely to prevent out-of-home placement or a more restrictive level of care.
Providers who are deemed appropriate will be asked to sign a contract that specifies our billing
requirements (monthly billing, client verification) and our need for written reports and updates on
client progress. Approval for funding will also be reviewed by the DSS manager quarterly to further
verify the effectiveness of service, and the compliance of the provider with the Department's
expectations. Clinically, the caseworker and DSS manager will review the behavioral, attitudinal,
and family parameters that indicate progress or the lack thereof. Each provider will have their own
means of measuring outcomes, and these will be made available to the caseworker. Perpetrators who
re-offend will likely be evaluated for a more restrictive level of care, and be disqualified from further
outpatient services. The manager of this fund will track how many children are able to remain in his
or her own home (or least-restrictive setting), and the number of timely assessments provided for the
court or for treatment planning.
V. SERVICE OBJECTIVES
The purpose of this fund will be to increase availability and quality of services by using recognized
experts in offender and victim therapy, and they will have to demonstrate a pragmatic and cost-
effective approach to continue their funding. The essential goals of treatment for the perpetrator are:
1. Owning and accepting responsibility for sexually inappropriate behavior.
2. Reduction in deviant sexual arousal patterns and impulses, and development of appropriate
patterns.
3. Identification and elimination of the cognitive distortion used to rationalize, justify, and
excuse perpetration.
4. Identification of the sexual abuse/assault cycle and development of cycle management ability.
5. Development of an awareness of the impact of sexual abuse on the victim.
6. Development of techniques to manage anger, as well as power and control issues, more
effectively.
7. Resolution of the issues related to abandonment and the offender's own victimization issues.
8. Development of skills requisite to healthy and age appropriate social and sexual relations.
RFP-FYC-02007 Attached A
For the family system, caretakers need to demonstrate the capacity to recognize and confront the
offender's abusive patterned behaviors, and follow a safety plan in regulating any contact with the
offender. An understanding of the following will increase parental competency:
1. How the offender controlled, manipulated, and arranged for time alone with the victim.
2. How the offender controlled and manipulated the family to avoid detection.
3. Understanding of offenders' specific cycle of abuse and relapse chain of events.
4. Complete apprehension of no-cure and containment principles related to recovery.
5. Review of a safety plan with practices of behavioral response on the part of the family if the
offender does not follow the safety plan.
6. Understand the scope of deviant behaviors.
7. Information and supervision for non-abused potential victims.
For cases where the Department is addressing victimization only, our focus for this fund will be on
eliminating the need for removal from the home. Behaviors that might lead to the need for removal
would be sexual acting out, suicidal ideation or attempts, or other unmanageable behavior where the
etiology can be traced or referred from the experience of sexual abuse. The plan would be to use this
fund until there is some stability, and then refer the family to another funding source or provider to
address other long-term issues.
VI. WORKLOAD STANDARDS
As Weld County is not the provider of these services, an exact description of workload standards is
not possible. Obviously, Weld County will only contract with reputable agencies and individuals that
adhere to an ethical workload standard.
VII. STAFF QUALIFICATIONS
Weld County will only contract with providers who have vast experience in the sex abuse field, and
all therapists will have advanced degrees and significant training in either treating offenders or
victims.

VIII. COMPUTATION OF DIRECT SERVICE RATE

provider's hourly rate and the estimated total cost for the service will be reviewed.
