RE: ACTION OF BOARD CONCERNING PETITION FOR LOCAL IMPROVEMENT
DISTRICT#2003-1, CHAMBERS SUBDIVISION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, a Petition for a Local Improvement District was submitted to the Board by
owners of property which is more particularly described in said petition, marked as Exhibit "A," a
copy of which is attached hereto and incorporated herein by reference, and
WHEREAS, after review, the Board deems it advisable to schedule a hearing to
determine the intent to create Weld County Chambers Subdivision Local Improvement District
#2003-1 for January 8, 2003, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that a hearing to consider the aforementioned Petition for a Local
Improvement District be, and hereby is, scheduled for January 8, 2003, at 10:00 a.m.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 23rd day of December, A.D., 2002.

PETITION FOR LOCAL IMPROVEMENT DISTRICT
Installation of Water and Sewer Lines within Chambers Tracts Subdivision, Weld County. Colorado

We. the undersigned citizens of Weld County. who are owners of record of real property within the Chambers
Tracts Subdivision, Weld County. Colorado. propose to be assessed the costs of the installation of water and sewer
lines(hereinafter the"Improvements")to enable water and sewer service to all properties located within the
Chambers Tracts Subdivision, and which properties will benefit from said Improvements.
Furthermore, we hereby petition the Board of County Commissioners of the County of Weld, State of Colorado, for
the formation of a Local Improvement District, pursuant to the provisions of C.R.S., 30-20-601, et seq. We
represent that the real properties listed in this Petition will be assessed more than one-half of the estimated$100,000
in costs proposed to be assessed to the Local Improvement District.
Such Local Improvement District is for the purpose of improving all of the properties within the Chambers Tracts
Subdivision by enabling the property owners to obtain water and sewer service upon tap installation and tap fees
being paid separately by the property owners. The specific Improvements we wish to have constructed are as
follows:
Water and sewer lines connected to the main water and sewer systems of the City of Brighton, Colorado,to
be laid within the rights-of-way of the Chambers Subdivision, as said rights-of-way are shown on the
document recorded at Reception Number 1303141, in the Office of the Weld County Clerk and Recorder.
A copy of said document is attached hereto as Exhibit"A."
We present no request that specific materials be used in the installation.
The specific manner of assessments we recommend is as follows:
The calculation to determine the share of the assessment for each parcel is based on a division of the total
cost of improvements by the total number of tracts(or divisions thereof)within the Chambers Tracts
Subdivision (19).
The specific manner of payment we recommend is as follows:
The estimated cost per property is to be paid in full without interest; or over a twenty(20)year period,at
an interest rate of 5.00%per annum. with the principal being divided into twenty(20)equal annual
payments along with interest computed to the unpaid balance.
We further understand and acknowledge that we are to be responsible, individually, for any necessary maintenance
and/or replacement of said water and sewer lines after the date of installation.
Do not sign this petition unless you are an owner of real property benefitting from the
project and request to be assessed costs of the Improvements. An owner is a person
holding fee title to the real property. Joint tenants and tenants in common should each
sign. [You may be an "owner" if you hold a contract to purchase real property,which
obligates you to pay general taxes on that property. In that instance, the seller may not
sign this petition. C.R.S. section 30-20-602(3) and 603 (3).]
