Long, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke - EXCUSED Commissioner Robert D. Masden Also present: Acting Clerk to the Board, Esther Gesick County Attorney, Bruce Barker Director of Finance and Administration, Donald D. Warden The following business was transacted: I hereby certify that pursuant to a notice dated November 25, 2002, and duly published December 4, 2002, in the Tri-Town Farmer and Miner,a public hearing was conducted to consider a Community Development Block Grant application for the Weld Food Bank facility. Mr. Warden stated this allows for public input regarding any concerns, proposed modifications,and a follow-up review. Mr. Warden stated this application is requesting $300,000, which will go towards a $2.5 million project. He stated this grant money would be used to purchase the refrigeration unit in the new Weld Food Bank facility. In response to Commissioner Geile, Mr. Warden stated the first phase will consist of a 10,000 square-foot metal building for the dry storage costing$300,000. The second phase would be a 10,000 square-foot area for the cold storage area, including the refrigeration unit. Mr. Warden stated the third phase would consist of an office, retail distribution portion, and kitchen. He stated the facility will be located on County land which will be donated to the Food Bank, the County has also committed to$300,000, the City of Greeley has committed to providing $200,000, and the remaining $1.2-1.3 million will be generated through fund raising efforts. He stated the Weld Food Bank has also applied to various foundations for funds. Responding further to Commissioner Geile, Mr. Warden stated they will likely be in the new facility by the end of 2003 or the beginning of 2004. In response to Chair Vaad, Mr. Warden stated Weld County leases the building for$1 per year and any repairs over$1,000 will be the obligation of the County. No public testimony was offered concerning this matter. Commissioner Masden moved to approve said application. Commissioner Long seconded the motion,which carried unanimously. CDBG funds are intended to provide decent housing,suitable living environments and economic opportunities,principally for low and moderate income persons through rehabilitation and preservation, economic/job development and public facilities improvements. It is estimated that $8,265,000 will be available statewide for the "Small Cities" CDBG program projects. The application being considered would request $300,000 for the Weld Food Bank facility. It is estimated that over 51%of the funds would benefit low and moderate income persons. Permanent involuntary displacement of neighborhood persons or businesses is not anticipated. Should it later become necessary to consider such displacement, alternatives will be examined to minimize the displacement. If no feasible alternatives exist, required/reasonable benefits will be provided to those displaced to mitigate adverse effects and hardships. Any low and moderate income housing which is demolished or converted will be replaced. A public hearing will be held at 9:00 a.m. on Wednesday, December 18, 2002, in the first floor hearing room, at 915 10th Street, Greeley, Colorado, to obtain citizen views and to respond to proposals and questions related to: • the proposed CDBG application for the Weld Food Bank facility. • community development and housing needs, including the needs of low and moderate income persons, as well as other needs in the community that might be addressed through the CDBG program. • the performance of the County of Weld in carrying out its community development responsibilities. Written comments are also welcome and must be received by 9:00 a.m. on December 18, 2002, at 915 10th Street, Greeley, Colorado 80631. Oral and written comments will be considered in deciding whether to submit an application for the proposed project.
