RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES AT INTERSECTION
OF WELD COUNTY ROADS 21 AND 84
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that "Stop" and "Stop Ahead" signs be installed at the Intersection of Weld County
Roads 21 and 84, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the board of County Commissioners or
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install "Stop" and "Stop Ahead" signs at the Intersection of Weld County Roads 21 and 84, for
the safety of the general public, and said signs shall conform to the State Manual of Uniform
Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 8th day of July, A.D., 2002.

SUBJECT: Stop Signs for the Intersection of WCRs 21 and 84
COLORADO
We have received several requests to install stop signs at the intersection of WCR 21 and WCR 84
to control speeding traffic. A traffic engineering study(attached) was preformed for that location
as a result of those requests.
This intersection has a "T" configuration. WCR 84 is the"through road" at WCR 21.
The traffic study indicates a sight distance obstruction(vertical hill), which exists on WCR 84 east
of the intersection. A review of the Manual on Uniform Traffic Control Devices indicated two
optional warrants for installation of stop signs applied given the geometry of the intersection and the
existing obstruction. The warrants indicate that the obstruction results in a "left turn conflict" for
WCR 21 traffic and an inability for WCR 21 traffic to "safely negotiate the intersection unless
conflicting cross traffic (WCR 84) is also required to stop."
I recommend approval of the installation of stop signs in all quadrants of the WCR 21/84
intersection because of the sight distance obstruction.

COLORADO RE: Traffic Study-Intersection of WCR 84 and WCR 21
A stop sign request was received by Public Works from Sarah Tomlinson on May 13, 2002, concerning
the intersection of WCR 84 and WCR 21. Jon and Herbert Schmidt wrote a petition for stop signs to the
BOCC on May 16,2002,concerning the same intersection. (See attached)
A traffic investigation was performed by the Public Works Department on June 3, 4, and 5, 2002. The
investigation included counts, speed & classification of vehicles during the count period. The counters
were set at 1:00 pm and checked daily for any disturbance or problems. The 3-day average investigation
results were as follows:

I made a site visit on June 21, 2002, to review the
limited site distance problems that were mentioned ,,,„ ,
in the letter from Mr. and Mrs. Schmidt. A vertical
curve, which is located east of WCR 21 on WCR
84, does reduce site visibility along with several
trees. Field measurements indicate that the site
distance is approximately 375' for vehicles stopped
on WCR 21 looking east onto WCR 84. (See Photo ',» - ,

located on WCR 84,as you approach WCR 21.)
The Manual on Uniform Traffic Control Devices (MUTCD) gives guidance on the use of multiway stop
signs applications. The intersection does not meet any of the major criteria used to consider installation of
multiway stop signs. Major criteria considered were accident history, vehicle volumes, and combination
vehicle,pedestrian and bicycle volumes. However, there are four optional criteria listed in the MUTCD.
I believe this intersection meets two of these four optional criteria's. These two criteria are as follows:
"The need to control left-turn conflicts" and " Locations where a road user, after stopping, cannot see
conflicting traffic and is not able to safely negotiate the intersection unless conflicting cross traffic is also
required to stop."
Based upon the option criteria, it is my recommendation to have multiway stop signs and stop ahead
placed at this intersection. Because this is a new situation, we may want to consider placing flags on the
stop signs for several weeks until the traveling public becomes familiar with the changes.
