OR ACTIVITY WARRANTING PUBLIC COMMENT
The Colorado Air Pollution Control Division has declared that the following proposed construction
activity warrants public comment, Therefore, the Air Pollution Control Division of the Colorado
Department of Public Health and Environment, hereby gives NOTICE,pursuant to Section 25-7-
114(4)(e), C.R.S. 1973, as amended, of the Colorado Air Pollution Prevention and Control Act that an
application to the Division has been received for an emission permit on the following proposed project
and activity:
Kerr-McGee Rocky Mountain Corporation has proposed to construct and operate art amine gas treatment
system at the Platteville Compressor Station located in the Southeast 14 of Section 13, Township 3 North, Range
66 West, In Weld County, Colorado. This process system Is a potential major source of hazardous air pollutants
and for applicability of case-by-case Maximum Achievable Control Technology(MACT)for control of such
pollutants. The applicant has requested that the potential to emit shall ba limited by a federally enforceable permit
to below the MACT thresholds. With the installation of this process system, the facility(the entire compressor
station)emissions of hazardous air pollutants will exceed the major source thresholds and will become subject to
an Operating Permit under Title V of the Federal Clean Air Act. Copy of draft permit is available for review in the
public comment package.

Project Description Kerr-McGee Rocky Mountain Corporation has proposed to construct and operate an
amine gas treatment system at the Platteville Compressor Station located in the Southeast
of Section 13, Township 3 North, Range 66 West, in Weld County, Colorado. This
process system is a potential major source of hazardous air pollutants and for applicability
of case-by-case Maximum Achievable Control Technology(MACT)for control of such
pollutants. The applicant hes requested that the potential to emit shall be limited by a
federally enforceable permit to below the MACT thresholds. With the installation of this
process system, the facility(the entire compressor station)emissions of hazardous air
pollutants will exceed the major source thresholds and will become subject to an Operating
Permit under Title V of the Federal Clean Air Act.
Emission Sources Volatile Organic Compounds/Hazardous Air Pollutants (HAPs)from the amine regenerator
reboiler still vent. Combustion gases from combustion of natural gas In the reboller.
Emissions from the amine flash off tank will be routed to the combustion system.

This process activity will result in following estimated reportable emissions of non-criteria
reportable/hazardous air pollutants:
Benzene; 19,830 pounds per year; Toluene; 1,305 pounds per year
Regulatory Status The proposed amine gas treatment system Is a potential major source for applicability of
case-by-case MACT. The emissions of HAPs will be limited by federally enforceable permit
to below the MACT thresholds. Therefore such case-by-case MACT is not applicable.
With the installation of this process system, the facility(entire compressor station)
emissions of hazardous air pollutants will exceed the major source thresholds. The facility
will become subject to the Operating Permit program under Title V of the Federal Clean Air
Act.
Impact on Ambient At the requested emissions, the National Ambient Air Quality Standards for criteria
Air Quality pollutants will not be violated.
Public Comment To render the permit and permit conditions federally enforceable, and to determine that the

Natural gas gathering facility, know as Platteville Compressor Station, located in the
Southeast%of Section 13,Township 3 North, Range 66 West,approximately 6 miles east of
Platteville, in Weld County, Colorado.
THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING:
One(1)Make,Model, and S/N:not available,amine gas treatment system,design rated at
40,000,000 SCF per day. This system consists of;
Amine/natural gas contactor.
Amine flash off tank. Emissions routed for combustion.
Electrically driven amine solution recirculation pump.
Amine regeneration reboller and still vent, heat input rated at 15,000,000 BTU per hour.
THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR
QUALITY CONTROL COMMISSION AND THE COLORADO AIR POLLUTION PREVENTION AND
CONTROL ACT C.R.S.(25.7-101 et sag),TO THOSE GENERAL TERMS AND CONDITIONS INCLUDED
IN THIS DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS:
1. Construction of this source must commence within 18 months of initial approval permit Issuance
date or within 18 months of date on which such construction or activity was scheduled to
commence as stated in the application. If commencement does not occur within the stated time
the permit will expire on (See General Condition
No. 6., Item 1.) (Reference: Regulation 3, Part B, IV.G,4.)
2. Visible emissions shall not exceed twenty percent(20%)opacity during normal operation of the
source. During periods of startup, process modification,or adjustment of control equipment
visible emissions shall not exceed 30% opacity for more than six minutes in any sixty consecutive
minutes. Opacity shall be measured by EPA Method 9. (Reference; Regulation 1, Section II.A.1.

4, Within one hundred and eighty days (180)after commencement of operation,compliance with the
conditions contained on this permit shall be demonstrated to the Division. It is the permittee's
responsibility to self certify compliance with the conditions. Failure to demonstrate compliance
within 180 days may result in revocation of the permit, (Information on how to certify compliance
was mailed with the permit or can be obtained from the Division at 303-692-3209.)
5. The manufacturer, model number and serial number of the subject equipment shall be provided to
the Division prior to Final Approval. (Reference: Reg, 3, Part 8, IV.E.)
6. This source is subject to the odor requirements of Regulation No. 2. (State only enforceable)
7. Prevention of Significant Deterioration(PSD)requirements shall apply to this source at any such
time that this source becomes major solely by virtue of a relaxation in any permit condition. Any

Processing of natural gas through the amine gas treatment system shall not exceed 40,000,000
SCF per day, and 14,600,000,000 SCF per year.
Consumption of natural gas for combustion in the amine regeneration reboiler shall not exceed
164,000,000 SCF per year.
Circulation of amine solution through the amine treatment system shall not exceed 3,000 gallons per

9. Emissions of air pollutants shall not exceed the following limitations (as calculated in the Division's
preliminary analysis):Compliance with the annual limits shall be determined on a rolling (12)
month total, By the end of each month a new twelve month total is calculated based on the
previous twelve months' data. The permit holder shall calculate monthly emissions and keep a
compliance record on site for Division review. (Reference: Regulation 3, Part B, III.A.4)
Nitrogen Oxides: 5.9 tons per year.
Volatile Organic Compounds: 12.0 tons per year.
Carbon Monoxide: 4.9 tons per year.
10. Prior to final approval being Issued, the applicant shall submit to the Division for approval an
operating and maintenance plan for ail control equipment and control practices, and a proposed
record keeping format that will outline now the applicant will maintain compliance on an ongoing
basis with the requirements of this permit. (Reference: Reg. 3, Part B, IV.B.2)

12. The reboiler source Is subject to Regulation No. 6—Standards of Performance for New Stationary
Sources, Part A—Federal Register Regulations Adopted By Reference, Subpart Do- Standards
of Performance for Small Industrial-Commercial-Institutional Steam Generating Unite, including,
but not limited to,the following:
§60.48c Reporting and recordkeeping requirements.
In addition,the following requirements of Regulation No. 6, Part A, Subpart A, General Provisions,
apply.

1. This permit is issued in reliance upon the accuracy and completeness of information supplied by the applicant and is
conditioned upon conduct of the activity,or construction,installation and operation of the source,in accordance with
this Information and With representations made by the applicant or applicants agents. It is valid only for the

3. Each and every condition of this permit is a material part hereof and is not severable. Any challenge to or appeal of,
a condition hereof shall constitute a rejection of the entire permit and upon such occurrence,this permit shall be
deemed denied ab Indio. This permit may be revoked at any time prior to final approval by the Air Pollution Control
Division(APCD)on grounds set forth in the Colorado Alr Quality Control Act and regulations of the Air Quality
Control Commission(AOCC),including failure to meet any express term or condition of the permit. If the Division
denies a permit,conditions imposed upon a permit are contested by the applicant,or the Division revokes a permit,
the applicant or owner or operator of a source may request a hearing before the AQCC for review of the Division's
action,
4. This permit and any required attachments must be retained and made available for inspection upon request at the
location set forth herein. With respect to a portable source that is moved to a new location,a copy of the Relocation
Notice(required by law to be submitted to the APCD whenever a portable source is relocated)should be attached to
this permit The permit may be reissued toe new owner by the APCD as provided in AOCC Regulation No.3,Par
a, Section 111.8.upon a request for transfer of ownership and the submittal of a revised APEN and the required fee.
5. Issuance(initial approval)of an emission permit does not provide'Inert authority for this activity or operation of this
source. Final approval of the permit must be secured from the APCD In writing in accordance with the provisions of
25.7-114.5(12Xa)C.R.S.and AQCC Regulation No.9,Part B,Section N.H. Final approval cannot be granted until
the operation or activity commences and has been verified by the APCD as conforming in all respects with the
conditions of the permit If the APCD so determines,it will provide written documentation of ouch final approval,
which does constitute°final"authority to operate, Compliance with the permit conditions must be demonstrated
within 180 days after commencement of operation.
8. THIS PERMIT AUTOMATICALLY EXPIRES IF you(1)do not commence construction or operation within 18
months after either the date of issuance of this permit or the date on which such construction or activity was
scheduled to commence as set forth in the permit,whichever is later;(2)discontinue construction for a period of 18
months or more;or(9)do not complete construction within a reasonable time of the estimated completion date.
Extensions of the expiration date may be granted by the APCD upon a showing of good cause by the per ittee prior
to the expiration date.
7. YOU MUST notify the APCD at least thirty days(fifteenfor

annual fee billing will terminate.
9. Violation of the terms of a permit or of the provisions of the Colorado Air Pollution Prevention and control Act or the
regulations of the AQCC may result In administrative,civil or criminal enforcement actions under Sections 25-7-115
(enforcement),-121 (injunctions),-122(civil penalties),-122,1 (criminal penalties).C.R.S.
