RE: 2003 FINAL BUDGET HEARING
A public hearing was conducted on December 11, 2002, at 9:00 a.m., with the following present:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tem

The following business was transacted:
I hereby certify that pursuant to a notice dated November 8, 2002, and duly published
November 13,2002,in the Tri-Town Farmer and Miner,a public hearing was conducted to consider
the Weld County 2003 Final Budget. Donald Warden, Director of Finance and Administration,
made this a matter of record. He presented and reviewed the changes which were made to the
recommended budget during the September work sessions resulting in a total subsidy of
$2,088,017. He proposed a gross budget appropriation of $142,115,267, with a mill of 20.056,
which is a .503 reduction in mills over the last two years. He recommended the mill levy reduction
be under the Tabor factor and considered as a temporary reduction. He stated setting the mill levy
at 20.056 will generate $48,640,425 to balance the budget. In response to Commissioner Jerke,
Mr. Warden stated his adjustment summary refers to the final balance as a subsidy pursuant to
State law. In response to Commissioner Masden, Mr.Warden stated the Health-State Budget cut
reflects 50 percent of the total amount. Responding to Chair Vaad, Mr. Warden stated the
certification of tax levy does not require Board approval, and the Ordinance references the
temporary mill levy status. In response to Commissioner Geile, Mr.Warden stated the net amount,
after removing the Internal Service Fund and Internal Transfers, is$129,230,482. He further stated
one-third of that amount is from property tax, and one-third is from intergovernmental revenues.
No public testimony was offered concerning this matter.
Commissioner Geile moved to approve the draft resolution summarizing expenditures and
revenues and adopting the 2003 Budget in the amount of$142,115,267. The motion, which was
seconded by Commissioner Masden, carried unanimously.
Mr. Warden stated this is an Emergency Ordinance because the County will not receive the
certification of assessed value until January 10, and the law requires the Budget be adopted by
December 31. No public testimony was offered concerning this matter. Commissioner Long
moved to approve Ordinance No.226 on an emergency basis. Seconded by Commissioner Jerke,
the motion carried unanimously.

Mr. Warden stated Emergency Ordinance No. 227 will establish a mill levy of 20.056 for 2003
raising $48,640,425. No public testimony was offered concerning this matter. Commissioner
Masden moved to approve Ordinance No. 227 setting the mill levy, on an emergency basis. The
motion, which was seconded by Commissioner Long carried unanimously.
This Certification was approved on the 16th day of December 2002.

NOTICE IS HEREBY GIVEN that the Board of Weld County Commissioners will hold a public
hearing in its Chambers in the First Floor Assembly Room, Weld County Centennial Center, 915
10th Street, Greeley, Colorado, on the day and at the time specified. The purpose of the hearing
will be to receive written and oral comment from the public concerning the proposed annual budget
for fiscal year 2003 as contained in that proposed budget, summarized below.

All interested citizens,groups,senior citizens and organizations representing the interests of senior
